Trustee Selection Method

The basis of selecting new trustees is by way of identifying people who regularly attend events and functions organized by the Trust, show an interest in and volunteer to help during these activities. These people are then invited to attend Trustees meetings as observers. They are then given more details of the Trust’s aims and objectives. Upon satisfaction these are in line with their ideology of charity work and after due consideration of the person’s eligibility, personal competence, specialist knowledge and skills they are proposed as new trustees by the existing ones at the subsequent meeting where they are appointed by the current Board members.

Prior to their appointment, new trustees are introduced to the Charity’s Policies and adherence to clauses D, E & T of our Constitution are ensured. Charity procedures are covered, where they become aware of the scope of their responsibilities under the Charities Act. They are then attached to an existing trustee who they assist on the projects and activities run by the charity. After satisfactory feedback from existing trustees, they are appointed as board members and then given the task to deal with project/activity on their own and are regularly monitored through meetings. Objectives of the Charity

The charity was established to provide services for the benefit of all without discrimination on basis of sex, political or other opinion in a common effort for the local community, relive hunger, advance education, and provide training for individuals with identified needs.

To decide who and to what amount food aid is liable for a potential recipient.

Risk review

The management committee has conducted a review of the major risks which the charity is exposed to, and systems have been established to mitigate those risks. Significant external risks to funding have been reduced by the development of a strategic plan, which will allow for development only when the funds are in hand or have been guaranteed. Internal risks are minimized by the implementation of procedure for authorization of all transactions and projects and to ensure consistent quality of delivery for all operational aspects. These procedures are periodically reviewed to ensure that they still meet the needs of the charity.

OBJECTIVES AND ACTIVITIES

The aims and objectives of the charity are:

Waltham Forest Lions Club CIO is part of Lions Club International Multiple District 105 which covers the UK. As a lions club our purpose is to “serve local communities” and Lions International principles to which the clubs compulsory adheres include “acting to benefit the public interest”. As well as providing grants for deserving causes within Waltham Forest area district and multiple districts of Lions Club.

Waltham Forest Lions Club CIO undertakes a number of community service projects. The club has been providing food packages for vulnerable people at their doorstep, diabetes awareness program, cancer awareness, distributing the message in wallet, community engagement events and also collecting spectacles for recycling within the community.

The charity was established to provide services for the benefit of all without discrimination on basis of sex, political, religion or other opinion, mainly for the local community, relive hunger, poverty, awareness programs, educational events, leadership skills development and volunteers training and opportunity.

INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF WALTHAM FOREST LIONS CLUB(CIO)

FOR THE PERIOD ENDED 30[TH] JUNE 2025

I report on the accounts of the charity for the year ended 30[TH] JUNE 2025 which are set out within the report.

RESPECTIVE RESPONSIBILITIES OF TRUSTEES AND EXAMINER

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that as audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act).

To ensure that the accounts are examined under section 145 of the 2011 Act; to follow the procedures laid down in the general directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

to state whether particular matters have come to my attention.

BASIS OF INDEPENDENT EXAMINER’S REPORT

My examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below

INDEPENDENT EXAMINER’S STATEMENT

In connection with the examination, no matters should come to attention: 1) Which gives any reasonable cause to believe that in any material respects the requirements:

To keep accounting records in accordance with section 130 of the 2011 Act; and To prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act.

2) To which attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES

Basis of accounting

The financial statements have been prepared under the historical cost convention and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), and the requirements of the Statement of Practice ‘Accounting and Reporting by Charities’ issued in March 2005 (SORP 2005)

Incoming resources

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Resources expended

Expenditure is recognized on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which relate:

Fixed assets

All tangible fixed assets are initially recorded at cost. Additions costing more than £200 are capitalized.

Depreciation

Depreciation is calculated so as to write off the cost of an asset, less its estimated residual value, over the useful economic life of that asset as follows:

Freehold Property - Depreciation over 50 years Fixtures, Fitting & Equipment - 20% on reducing balance method Motor Vehicles - 25% on reducing balance method

Restricted Funds

Restricted funds are those funds on which these are externally imposed restrictions, and these are legally binding on the trustees in terms of how the funds may be used. Zakat, Fitra and Sadaqat donations have been included in this category. It is policy of the charity not to use these funds for the construction of the Centre
