Apart From thLTr rc'gular and contTnuing actii'ities uf the church, as
in every church, there is a need for forward niomentum aiid a
clear sense of direction of travel. This is essential for the Future of
St Nicliolas, Church aiid the Parish.

Philip Hillman who, during this last Vear has been training for lav ministry, i.s now
ILTrading a rL'viL'w process and ivill be reporting his findings to the PCC shortly. Once
a pathway is agreed by the PCC forward mnmentum will then require the
mobilisation of our congregations to liiie out the direction of travel.
Our worship services are, as reported bv the churchwardens, dii'erse in style. The
regulclf Services whicli need more support 1( re the moi)thly early morniiig BC Holy
Cornmunion service, Evensong and the monthly All Age 5eTvice on the Arst SiinLla}'

of their planned Eamily activities and for older members not to aiioid this service
because it doesn't SULt tlieir preferences. thly then can tliis service be truly and fully
inter-generational.
Oiir chiirch's fortnishtl! 'FOLLOW' home groiip designed to help people grow as
disciples, continlies to have goud support. Hoivever, one groiip is hardly a
breaktlirough aiid it would be wondertul to have others wisliiiig to join a second
regular group. Other wavs of growing as followers of Christ ma}, be throiigh an
OCCciSional quiet ilay. Looktng ahead it will be important to see whclt l)hilip
Hillman's report has to sa! on tlus area of chiirch life and on how we niight develop
grL'ato'r community engagemont.
As vicar, I continue to visit poople extensively, both in the parish and beyund, as
well as buildiiig local relationships. We are also indebted to thase members of the
consregation ivho i'oluntarilv visit people who are no longer well enoiigh to get oiit.

The Parochial Church Council (PCC) Structure & Governance
The PCC is constituted and goi'erned b}I the Parochial Chiirch Coiincil
(Powei"sl Measure 1956 as amended and the Church Representation
Rules 2006.
The method of appointing members of the l)CC is set out in the Church
Representation Rules. Regular Chiirch attendees are encouraged to
register on the EIL:ctoral Rull.
The PCC ensiires compliance with the laws and regulations by acting on advice
received from Chester Diocesaii Board of Fiiiaiice, iiiformation aiid updates received
froin the Charities Coinmission, advice and guidance received froni Professional
advisers e.g. Independent Ex<1miner, attendcince b}T members at cuurses and
Seminars and by acting on information and directives i5511ed to clergy.
Standing Committee
Tliis is the oiily statutorv committee required by law. It has the power to traiisact the
biisiness of the PCC between meetings siibject to the directions of the PCC.

Objectives & Activities
The principal objectii'e of the PCC is to siippoi't the inciimbent, to ensiire the
church's ministrv is funded and to actively engage wtth and promote the wider
mission of the church.
The PCC ensure5 that the church is ()peii duriiig daylight huurs foT times of private
pra)ier and qLiiet reflection. The standard pattern of church services ha.s been for a
5L'fvicL' to take place L'very Sundav at 10:00am and each Wednc'sday at I0..15am. In
addition, Holv CommiiniDn .services are held at 8:45am once a month and an
Evensong service held monthly. The Trustee5 conh'nn that they hai'e referred to the
Cliarily Cornmissioii's guidance on public benefit when reviewing the Trust's aims
and objectives.
Reserves
Tlie trustees aim to maintain Eree reserves in uiirestricted flind8 at a level which
equates to not less than three months of iinrestricted charit<ible expenditure.

Churchwarden's Reflections on Church Life
Throughout 2024 the PCC has been Inoking botli
iniviirds at the church communltyi and outwards to h.iid
ways of serving aiid Nvorking with the wider village
coininunities.
Within the chiirch, there is a commitment to support
existing services. The churLhivardens and the PCC have
worked closely with our vicar Rei, John Coyne and the
ministry team to ensiire we offer different ivorship
Styles. Throughout 2024 we maintained a range of
sen'ices including All Age Worship, Holy Communioii
and Evensong which included variou5 BCP services.
The PCC ha5 also sought to offer alternative foTms of ivorsliipi tL) bL,ttL'f CLItL'I- til tliL'
needs of moderii family life. To this end we were pleased to appoint a new Children
and Families worker in August, whose work will complement that of the Messy
Church team. In 2025 the l)CC will continue to work on its i'ision for a healthy
chiirch - outreach, inclusii'ene$8. Christ-centred and acces.sible - and they will
explore furthL'r routes to achievc this vision.
Outivardl}', the church has arranged a number of successful and vibr1( nt community
coffee rnoriiiiigs and has eiigaged in successful fuiidraising activitie5 such as the 'Sea
Shanty Fish & Chip Supper that enabled a donation of £1,500 to be made to the
supported cause. The events team has been actively arranging events fur 202) which
will incliide a Gardeners, (Jiestion Time and a concert b), Rhos Male Voice Choir.
In the pa.st year, the cliurch has enjoyed the community fellowship afforded by
sl)ared sorn'ices w2th St Michael's Church, Shotwick, while retaining its own identity
in Burtoii. The church continues to maiiitaiii strong links with other church
organisations incliiding its participation with the 'Neston and District Churches
TugL'thL'r' and the 'Open the Book, tL'lc In that acts out Bible stories at local scliools.
Our chiirch has maintatned its strong commitment to Bisl)op wil.son (Chiircli of
England Aided) School in Burton with involi'ement in school actii'ities, children's
assemblies, school governors and the Bishop Wilson's Scliool Charitable Trust.
The PCC recognise, and is verv grateful for, the contributioii, large and small, of all
church mcmbers who giiie their time, tl¢ lents cind resources in their cominitment to
faith and to churcli life. The PCC also thanks visitiiig clergy wlio hai'e taken services
during the ve4ir and for the periodic suFiport they provide to our church.

Buildings and Maintenance
The PCC is committed to maintaining the fabric of the chiirch
building to a high standard and updating its Facilities as well a
maiiitaining 115 aiicient churchyard.
During the year the video system for recording and streaming
chiirch services was completed b! RicPLard King Systeins. Plans
for the refurbishment of the church toilet facility have also been
progressed during the year. An updated scheme has been
developed by the church architect that will be easier to
maintain, creating a more user-friendlv space iiicludiiig baby
changing tacilities and better heating. Qiiotations for the Work
are being sought tv enablc the PCC to approve the necessary
works to be completed by ALitLimn of 2025.
A series of iiew signs pLa￿d throughout the chLirch!ard aiid along the maiii road
have been installed to proinote the location of the church and the disabled parking
provision5 to new K'isitors. The mclin timber noticeboard has been fully refurbished
and provided with up-to-date information.
Tlie church glitters, gLillie.s and dO￿,nPiPes have been profe.ssionallv maintained and
cleared throiighout the year to prevent an}T issues with leaks inside the building.
A5 part of the church's ongoing safet! policy a survesi of gravestones throughout the
cl)urchyard was undertaken and <7 detailed report was provided to the PCC
oiitlining those few grave.s that mav reqiiire attention.
The outbide fluudlights were renewed and more efficient timLir-contrulled mode15
liave been installed to provide greater flexibility in their use. A revised lighting
S}TStem to the tower steps was also installed to make access safer whilst inside the
tower.
ThL' churchycird STruunds have been maint<iinL'd t(1 a vL'ry high stcindc?rd over thL'
year, and the area to the east of the chiirch is establishing itself as a nattiral liabitat
area. As part of a projL'ct tu improve biodii'ersity thi, arl'a was sown Trvitli wildflower
seeds duriiig Ilie Autumiilkl'inter ￿]d the ￿.11dflowerS will help to attract further
wildlife to the church)Tard in the coming }Tears.
The chiirch i.s grateful to chiirch members, the Friend.$ of St Nicholas, Churdi and to
others who contribute finanLially to suppo)rt the maintenance of the church buildin
its churchyard and Churcli Wood.

Children & Families Outreach
The PCC is ver! thankfiil for the ()ngoing geneTOSlty of members of the congregation
and several local trusts wlio hav£1 contributed

was cippoinled in August. We arL' delis>hted to have
Slieila Dennison, who is ali experienced children's
worker, undertaking the role and to have both hL)r
aiid lier liusbaiid ab part 0£ the congregatiDIi.
A pre-school gruup for children, parents and carers called 'St Nic's Nippers, was
inaugurated in the Aiitumn wluch began as a fortiiightlv event but which now meets
weekly every Monday morning.
In addition, the F&CW shari,d in Messy Church activitiLis, initially as an obseriyer,
but has now stepped up to lead actjVLties alongside the rest of the team.
At Sunda! moriiiiig seririce5 the F&CW provides actii'ities for younger chi Idreii at
the back of Chiirch and this has proved to be popular. If in futtire the children's
group bL'comcs larger, additional urganised activitiL's would bL' arrcinsTred in the
ve.%tr)'.
MUR
Tlirnughout her lllltial perind the F&CW lia.s attended a Chester Diocesan led
training course for workers enabling her to share ideas and best practice.
Looking ahead, we expect to begin a weekly mid-week activity and teachiiig group
at the end of a school day Eor juiiior School children M.ho attend Bishop Wilson
Schuol.
For this to be a viable proposition the F£imilies and Children's Worker will need to
be supported by a small team drawii from among the congregalioii who would be
willing to become involved.
This initiative will be developed further during 2025 in conjunction with the PCC
Diocesan Advisors and others.
Dui'ing the year the PCC also pirovided ivork experience foT a young person
participating in the Duke of Edinburgh award scheme. This proved to be highly
siiccesstiil. Tlie young person undertook verger duties each Sunda)T moming over a
three month pcriod cind, clt her own instl8ation, she ci150 provided support to ML5SV
Cliiirch activities and ha.8 undertaken Bible readings and other .%peaking role5 at
seri'ices and following coin})letion of her assigiiment she cuntinues to do so.

Pastoral Care & Community Support
DLiring the past year the PCC iniplemented the
planned initiatii'e of appointing a pastoral care
coi)rd inat()r to suppnrt the ivork of the vicar. The
priinarv Euiiction of the coordinator is to proi'ide a
condiiil thrliugh which the needs of anyone within
the parish can arrange tn receiiwe a visit from the
vicar or a licensL'd lay reader. It has always beL'n
recO￿liSed that local people and church members already carry out a vital
comiiiunity role ol visiting those whom they know in order to offer vital support.
Tlie implementation of die pastoral care COOTdinator's role has been ver! slow to
gain momentum. Nevertheloss, the PCC continues to belii'vc that, given the part
time nattire of the i'icarfs role, a pastoral care coordinatOT slioiild be available within
the Fiarish to ensiire that visiting and support is available to anyone who is in need.
It is iinportant to reinember that all of us hai'e a part to play in pastoral support in
welcoming worshippers at our Sunday and Wednesday seriyices and in noticing
when 50nieone mav need extra care. St Nichola.s' Clillrcli is grateful to all those who
inhabit these caring and supporting roles ivith discretion and love.
Preparation for those seoking to be bilptised is an important part of church life.

respoiisibilitv for this work. Looking ahead, the Families and Children'5 Worker will

ministr5'. Eiicryone at St Nichvlas, Church wishes her evL'ry blL'ssing as she prepares
to niove to the pari.sh of West Kirb! and Caldy atter her ordination in late Julie 2025.
St Nichola5, Church undertook a great number L)f fuiierals during 2024 for church
members and people living in the parisli. The vicar takes great care over visiting the
bL'rcavL'd and ionducting Ineaningful seriNices to allow thLim to honour their loved
ones. As a re.siilt of losing several chiirch members niir cliurch congregati()ii and our
local communityt is much the poorer for the loss of some wonderful indii'iduals.

its inttimbent, its la)y readers, appointed officials and elected members, biit also
beciiuse of the clctivities, talents cind commitment of all those wlio provide critical

## **Parish Safeguarding** 

Throughout the year the PCC has continued to fulfil its obligations towards Parish Safeguarding and, through the appointment of a Parish Safeguarding Officer (PSO), has adopted a proactive approach towards this aspect of church life. 

Safeguarding policies and procedures were maintained 


**Making our Church Safe for All** 

throughout 2024, with the PCC continuing to conform to the safeguarding guidance within the Church of England's House of Bishops' Safeguarding policy. A hard copy of the Parish Safeguarding Handbook is available in the church porch along with the information poster, 'Promoting a Safer Church' and a Statement on the commitment by the Parish to the Five National Safeguarding Standards. 

The Parish Safeguarding Policy Statement covering children, young people and vulnerable adults was reviewed by the PCC during the year. The policy was formally approved by the PCC for publication and endorsed by the vicar and two churchwardens, with a copy displayed in the church porch. This policy is reviewed annuall . y 

Policies covering Safer Recruiting and the Recruitment of Ex-offenders have been maintained al i s to ong with a safeguarding checklist that is used at PCC meet ng ' review the church s Safeguarding arrangements. 

All new members of the PCC were briefed on their safeguarding role and responsibilities, and all PCC members, lay readers, churchwardens and church group leaders have completed an appropriate level of safeguarding training. 

During 2024 the PSO has utilised the new Church of England Safeguarding Dashboard to ensure compliance with Statutory Safeguarding requirements.

31 December 2024, which are set out on pages 12 to 16.

In 2024 the PCC received a tax refuiid of £12,189 through Gift Aid compared Th'ith
£11,408 in 2023. The amount received from HMRC represents 16./0 of total income Eor

chiirch members using Gift Aid where and whenever it IS Possible to do so.

Doiiatiotis received throush the Frieiids of St Nich()las' Church amounted to £2,670
as a resiilt OE regular donations received via bank pavments.
As part of its role Nvithin the local communit)I St Nicliola%' ChiiTch iontinues to
providc a place for families to come togL'thL>r at tiinL't> of bereavement and to
celebrate weddings. Fees received in 2024 from wedding.s and flinerals amolinted to
£15,422 compared with £9,750 in 2023.
3 Investments
Funds to support da! to day expenditure are held on deposit with Barclays Bank
and with Skipton Buildingy Societ!.
Other longer-terrn funds are managed by CCLA Investment Management Ltd.

4 Payments and Expense Costs
No unforeseen items of expendittire were incurred diiring the year.
A propnrtion of the fees CDllected by the FCC for weddings and funerals are pavable
to Chestor Diocese (DBF}. As at 31 December 2024, £5,714 of fees woro due to the
DBF (paid in Ianuary 2025).
During 2024, there was an arrangremenl with Bishop Wilson's School Charitable
Trust for the PCC to facilitate the pavment OE legal cost.% incurred by the trust which
would subsequLntly bc. reimbursed. As at 31 December 2024, £2,14.S of fund5 due to
be reimbur.sed remained outstanding (received in February 2025).
5 Outward Giving
In addition to varioiis fund-raising events in aid of St Nicholas, Church and other
Cc1U5es, it is the policy uf the PCC to support a number ol charities annually. In 2024

6 Parish Share
All ministry expenses (N'icar aiid related on-costs) are shared with St Michael's
Church, Shotwick. St Nicholas, Church PCC pays 77.25 /0 of the cost and St Michael's
Cliurch PCC coi'ers 22.75 % of expend(ture.
The amount Pciid by the Pii rish to Chester Diocese to cover the cost5 associated with
the emplo}Iment of an inaimbent was £44,220 in 2024 compared with £42,114 in
2023 (+5 % ).
7 Vicarage Accommodation
Certain costs associated with the provision of accommodation for the vicar and his
fcimily, including the council tax, are burne by thi. parishes of Burton and Shotwick.
8 Related Party Transactions
During the year an honorariuin of £1,480 for accounting support seri'ices was paid to
Heleii Thomas, who is related to churcliwarden ￿Trd trustee Ivor Tlinmas.
9 Trustees Remuneration & Employees
The PCC had one emplovet in 2024, the Families and Children's Worker.
No expenses were either claimed b)T or paid to trustees in perfonnance 0£ their
duties as trustec5.
