We hav¢ ￿Tked ¢los¢ly with other relevant partngr organisalions where appropriate. for exarnple sendin8 joint letter8
alongside organisations including the Associaiion of Directors of Public Health. Natiort￿ Council of Voluntary
Organisations, Ertgli5h Substance Use Commissioners Group, NHS Addictions Provider Alliance.
Following the departure of our Chief F￿eculIve and the death of our c.hair of Trustees, 202LE25 saw ihe appointment of
a new l-.x¢cutive Director and Chair of Trustees, ensuring ih¢ organisaiion rMTrW has clear. 5tabl¢ and r¢silient leadership
siwctur¢s. W¢ also welcomed a new policy and en¥ag¢m¢ni officer, with th¢ post having b¢en va¢ant for over 12
months.
We have continued to develop and update our risk regÉsler to ensure that tht knard is able to discharge its gtsvernan¢¢
dulies by understanding the main Fisk5 to the charity and its risk appetitc and making surc thcrc are conrrols to manag¢
these risks.

'I'his year has been one of transition, after our first indepcndcni Chair of Trustees, Lea Milligan, di¢d suddenly in April
2024, and our chief exccutive officer left the organisaiion in ih¢ sam¢ month.

organisaiiun was able lo successfully t￿viSate the period yrioT to the appojrttment of ihc new Executive Director, Will
Haydock. 'I'he Board theii worked iogethtr under c.1￿￿.$ leadership lo recruit a new: permanen( c.hair of Trustces. and
we have been dLlJghtLd to welcome Rosanna Ofonnor, who brings with her a wealth of Icadership experi¢nce across
Government and th¢ voluntary se¢wr.
Over the course of 2025-26, we plan to develop a new, flexibl¢ strategy thal will bring gr¢ater strucmr¢ and clarity 10
our work. while allowing us to respond tti emerging issues and opportunities. Thi5 Wtll specifically include th
recruitmtnt of Irusiees and r¢fr¢shing our approach to how we cmbed the p¢r5PELtive of lived and living ¢xperJenc¢
in our 8overnaiice and ways of workÉn8.
Over the course of the year. there will incvithbly be a focus on futur¢ ￿Trding for the sector. through thc Spending
Review and Auiumn Budgct. and so w¢ will continue to advocate for a k>ng-term fimding settlcment both nationally and
a local level. We will also look to coiTrcentrate our efforts on how we continue to improve praLttce aLross the

Collective Voice w&$ founded in 2015 by ir¢atment and rYcov¢ry bhariti¢s in England with a shared purpose to advocate
for treatment and rcLvvery ai a tim¢ of austerity and a la¥k ofpolitical leadership.
In it5 first chapter as aTr un¢onstilut¢d partne￿h[p ￿ focused on a small set of priorities. guided by senior leadcrs of the
founding organisaiions.
In it5 Stcond. Collective Voice became consti￿ted as a charity and ihose lead¢rs were appointed as Trustees. In 2021, a
Independent Chair was appoinied.
Now in our third chapter. our founding organisations aci as sponsors for us and we havr appointed addilional
indepcndent trustees. We ¢ontinue lo provide a voic¢ for the fjeld. to ulilise ils knowledge and expertTse to Gritiquc and
cliatnpion the drug and alcoh(Trl IreaimeDt wid recovery system, and to support learniiig a[￿ collaboration across it.

Collective Voice is ¥ovem¢d by a board of trustces, wlh) ensure our work is carritd out in li￿ with our charitsble
objects, as well as supporting the stratcgir dire¢tion of the organis￿l0n. Our board contajt15 both leaders from our
founding and %pon50ring organisolions, through whose collectivc leadership we were originally established and who
continuc to SLlPPOrt the organisuion finèncially, and independent trustees Incli￿ing our Chair.
The executtve is composed of two staff members.. on¢ Chief ex¢¢utive otTicer and one p)li¢y and engagcrnent officcr.
The chief executive offi¢er ts respunsible for the day-to-day leadership of the organis￿l0n, working wth the board to
develop our stratrgy and approach and leading activity to implem¢nt li. I'he policy and engagerneni offi¢¢r suppons the
¢hief exeLLtlive officeF in th¢ day-to4tsy work and wires policy and communications mat¢rials, manages good prdctice
projects, a[￿ engages with the field though groups and foTum5.
Risk mgnagement
The L4oard includes a numbcr of s¢nior lead¢r5 from th¢ drug and alcohol ireatment and recovery field who are highly
experienced in leadership. strategy, operaiional risk and navigating complex policy landscapes. We have a fomially
nornina￿d Vice-chair lo depulise for th¢ Chair and siippori the Chief Exe¢utive as appropriate. One Truste¢ in 2023-24
was a qualified accountant.
Trust¢es Acknowledge their r¢sponsibility for identifying and managing ih¢ risks to which the charity is exposed.
Quarterly reviews of the Msk rcgistcr ensure that the trustccs are well infomi¢d to arrive 31 a set of parameters a￿1
dectsions for thc amount of risk they consi(kr to be acceptable.
