## **Purpose of Hungerford Youth & Community Centre:**
To further or benefit the residents of Hungerford and the neighbourhood, without distinction of sex, sexual orientation, race or of political, religious or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the conditions of life for the residents.
In furtherance of these objects but not otherwise, the Trustees shall have power:
To establish or secure the establishment of a Community Centre and to maintain or manage or cooperate with any statutory authority in the maintenance and management of such a centre for activities promoted by the charity in furtherance of the above objects.
## **Achievements and activities**
2024/25 was another good year for HYCC, our youth groups are thriving, with a marked increase in membership in our smaller groups: the post 13s and the not-in-school groups. Currently, we are also working on opening a new session for young carers.
Our youth sessions are an ongoing **source of fun and education for local young people** , as well as providing a **safe space for young people** to be together – so valuable in our rural area. The focus at sessions is on sports, crafts, cooking and general ‘hanging out’, young people feedback is at the heart of the activities we provide, with some of the activities run by young people themselves.

Highlights this year include our **new Youth Forum** : a group of young people representative of each of our groups. They convene every six weeks to review sessions and make suggestions for change, which has given rise to a revamp of the **wellbeing garden** and **games room** . Apart from collecting feedback and **including young people’s voices at the very heart of our offer** , this project benefits the young people involved, giving them a taste of teamwork, listening to each other and cooperating to create a positive outcome for everyone.
HAF (Holiday and Food project - in partnership with and in-part funded by West Berkshire Council) continues to be a beacon of our activities. Not only do we provide exciting and unusual activities to our young people – this summer we had pottery wheels and bubble football – the summer camps also give parents free/cheap childcare. Indeed, approximately a quarter of participants are registered for Free School Meals.
HYCC continues to be a centre for the wider community; we are proud to host a variety of groups, from women’s walking football to our local camera club. We are embedded in the community and take every opportunity to collaborate with local organisations; we share facilities with our local leisure centre (swimming pool) and John O’Gaunt School (playing field), we also took part in the Newbury Show, Hungerford Carnival, Hocktide and other events where we are now a familiar ‘face’. This year, we have worked with Swing and Smiles, a specialist charity for children with physical disabilities; they will soon be using our centre for sessions in Hungerford. Our ongoing relationship with the Hungerford Town Council is as strong as ever, this year they have nominated HYCC for the King’s Award for Volunteering.
Following an extensive process of documentation and visits to the centre, the National Youth Agency team are now in the final stages of accrediting us with Advanced Level. As well as updating our policies and procedures, we have spent time evidencing the work we do and documenting young people’s feedback in a systematic way. Overall the process has been of great benefit to us as an organisation, a chance to review what we do and put in place time-saving procedures.
Our greatest strength remains the people who make up our small – but mighty – charity. Notably this year, we said goodbye to our director, Harriet Lamb, and to one trustee, Rachael Staines; we are grateful for their work and friendship while they were with us. They have been replaced with Vicky Stretch and Ceri Kirby, we look forward to working with them. In general, we ‘lose’ volunteers regularly as circumstances change (maternity, job changes, etc), but we are successful in recruiting new people, the large majority from the immediate community.
We currently run:

- Home ed youth club – for home educated children (age range 9 to 15 years).

- '11s' - a youth club for children in school years 5 and 6.
- ‘15s’ - a youth club for young people in years 7 and 8.
- ‘Spill the tea’ – a youth club for young people in years 9 to 11
- HAF (Holiday, Activity and Food) – We now run this regularly during the Christmas, Easter and Summer Holidays. Offering FREE places to young people in receipt of school meals and at a very reduced cost for everyone else. This program is supported by West Berkshire Council.
- HYCC Days Away – day trips for children aged 9 to 18, low-income families are offered free places and at a reduced cost to everyone else.

## FY24/25 Financial review:
Our main source of income is through grants. Overall our grant income increased from £50,657 in FY23/24 to £55,587 in FY24/25. This is in part due to increased funding from the National Lottery, through a successful application last year which provided us with £17,943 funding this year (FY23/24 £16,694) for the Youth Worker project. We also continue to receive ongoing financial support from local charities, individual donors, Greenham Trust, Hungerford Town Council and Hungerford Town and Manor. We continue to work hard to find funders who can support our ongoing plans for the development of services which can be provided at the community centre.
The community centre is used by a wide variety of community groups. This hall hire has contributed £5,906 income in FY24/25 (FY23/24 £5,584), a small increase year on year, and this remains an important source of funds for our charity. The employment of the HYCC Director directly contributes to this income, without their management of the bookings system this income stream would not be so successful.
Youth club sessions continue to go from strength to strength this year thanks to the hard work of our youth workers and the support of volunteers. The income from these sessions was £5,788 (FY23/24 £3,424). We continued to run the holiday and food (HAF) activity program during the summer and Easter school holidays. Places on this program are funded by West Berkshire Council for children in receipt of free school meals. The West Berkshire funding for these places in FY24/25 was £3,074 (FY23/24 £2,552), with other income from this program totalling £2,793 (FY23/24 £1,892).
The HYCC staff, trustees and volunteers also continue to fundraise for HYCC ongoing running costs through a series of events organised and run by volunteers and young people attending our sessions. We have also received several donations from local supporters, including Sovereign Housing, as well as income from West Berkshire Charity Lottery ticket sales (£170). Total fundraising and donations in the year were £1,724 (FY23/24 £1,982).
We received interest income of £1,075 from our reserve funds held in an interest bearing account. We also received insurance proceeds of £2,194 to reimburse us for damages to the outside court fencing, costs which were included in FY23/24 accounts.
As a charity we monitor our outgoing costs very closely, and our outgoings have increased from £69,691 in FY23/24 to £74,001 FY24/25. However, this is mainly due to increased wages increasing from FY23/24

£37,864 to FY24/25 £43,212. This is driven by increases in the national minimum wage and a full makeup of youth workers during the year.
The provision of youth club supplies, session costs and trip expenses has increased from £4,579 (FY23/24) to £5,850 again mainly to inflationary increases together with higher numbers of attendees at youth sessions during the year. Centre maintenance, centre cleaning, and phone/IT costs have remained broadly in line with previous years. The cost of the HR support system has increased from £1,192 in FY23/24 to £2,469 in FY24/25, reflecting a full year of charges and an annual increase in fees following the first year use.
Our largest outgoing after wages is the quarterly service charge. While this year this increased to £7,900, a billing delay meant only £1,975 was charged during this financial year. The remaining balance was settled in the following period (FY25/26). This timing difference explains the lower-than-expected facilities costs for the current year
We continue to manage our costs whilst ensuring we have sufficient funds to invest and maintain the community centre so it is a safe and welcoming environment for all users. This requires careful planning and management of funds. We finish the year ended 31 March 25 with unrestricted cash funds of £39,978. Our reserves have increased to £32,800 (FY23/24 - £30,500) to cover the equivalent of 6 months of outgoing costs in the case of unexpected hardship (in accordance with our reserves policy).
## **Structure and governance:**
Hungerford Youth and Community Centre was registered as a CIO in August 2019, its governing document is a constitution.
New trustees are usually recruited by current trustees during the year. They are asked to a first trustee meeting and an informal discussion takes place, after which the trustees decide unanimously to accept the applicant as a trustee. All trustees are expected to sign a memorandum of understanding and to be DBS checked.
The Hungerford Youth and Community Centre sits at the heart of its community and as such, it nurtures connections to the local schools, town council, police force, leisure centre and family centre.
