I report in respect of my examination of the Trt￿t'S accounts carried out under
section 145 of the 2011 Act and in carying out my ekwninatM)n. I have followed the
applicable Directions given by the Charity Commission under Sed1(￿ 145(5Xb) of th8

## **Trustees Report for the Year Ending 30 September 2020** 

The Trustees of Llanberis Mountain Rescue CIO present their report and financial statement for the year ending 30[th ] September 2020. This report has been prepared in accordance with the Statement of Recommended Practice (SORP), “ _Accounting and Reporting by Charities_ ” published in 2014. 

## **1. Charity Information**

## **2. Objects** 

The objects of Llanberis Mountain Rescue Team CIO are set out in the Constitution. They are for the public benefit, 

1. To relieve suffering and distress amongst persons endangered by accidents or natural hazards and to provide adequate arrangements for the secure and efficient search and rescue of any person or persons so endangered in and around Snowdon in particular but not exclusively. 

2. To educate the public in all aspects of mountain safety. 

3. To provide grants and/or equipment to charities which support mountain rescue. 

## **3. Achievements and Performance** 

The year ending on 30[th] September 2020 was different to all our previous 50 years as a mountain rescue team due to the effects of the Covid-19 pandemic. The Team had to reevaluate and redesign all our basic procedures and protocols to ensure that we followed the best available advice provided by both MREW as well as our own Team Doctor and Medical Workgroup. All operational Team Members underwent training under the direction of our Team Doctor in the correct use of personal protective equipment, and in the correct protocols to follow in different rescue scenarios. Routine training activities were curtailed in order to reduce the possibility of spreading the virus among fellow Team Members. A new callout protocol was

adopted so that available Team Members notified the incident Coordinator and were then called to attend our Base only if and when required. This was put in place to reduce the number of Members attending Base to a minimum. Several Members became non-operational due to a number of reasons including personal health issues, care for family members, employment etc. This meant that the responsibility for attending incidents fell on a reduced number of Members. The period immediately after the lockdown restrictions were eased became very busy with the highest-ever monthly total of 42 incidents being recorded in September and a total of 147 incidents recorded during 2020. The annual total is normally in excess of 220 incidents. Great credit goes to the Members who were able to remain operational and who successfully dealt with a number of very demanding rescues including several fatalities during this period. We are very grateful as always to the HM Maritime & Coastguard Agency for their invaluable support and cooperation. 

LLMRT have been selected to pilot a new digital mobile radio system and infrastructure in North Wales. Members of North East Wales Search and Rescue (NEWSAR) have led the project on behalf of the North Wales Mountain Rescue Association (NWMRA). The cooperation and sharing of experience has been excellent and the lessons learnt will be invaluable in the future when the scheme is extended to the whole of NWMRA region. The project has not incurred major expense on LLMRT so far but we are fully committed to meet the additional expenditure that will be required to complete the digital infrastructure for the whole of Snowdon. 

A huge amount of work has been done to ensure that we were compliant with the General Data Protection Regulation (GDPR) Regulations and this, together with the North Wales Police Information Sharing Agreement, has necessitated a move to issuing all Team Members with a team email address. We also decided to move from Google GSuite to Microsoft Office365 and the Microsoft “Teams” application has been used extensively for Casualty Care medical training and countless Committee meetings. A small indication of success in adapting to the new virtual environment is that ‘You’re on Mute’ is not now heard quite so often! 

## **4. Financial Review** 

This is the first annual report that we have presented to the Charity Commission as a CIO and covers the period from 26/07/2019 when we registered as a CIO to 30/09/2020. Our annual reports to the Charity Commission prior to 2019 were as an Unincorporated Organisation. 

## **Income** 

LLMRT derives its income from various sources including public donations through social media platforms, our own fundraising efforts and from the occasional legacy. LLMRT does not use commercial fundraisers. Our high public profile both within the local community and on social media enables us to disseminate safety issues and the importance of preparing adequately especially for adverse weather conditions. Team Members continue to give presentations and talks to local societies, youth clubs, etc. on aspects of mountain safety and the work that we do and regularly draw attention to the AdventureSmartUK website (www.adventuresmart.uk). 

Income fell significantly during the lockdown with donations down to only 10% of last year’s month-on-month figure but there are now encouraging signs that it is increasing and should recover in the longer term. We had planned major fundraising events with a local restaurant chain which was forecast to generate a substantial sum of about £40k but, unfortunately, the events had to be postponed to a future date. Nevertheless, our financial reserves at the end of the financial year in fact exceed the previous year by some £39k, largely due to a legacy of £40,700. 

## **Expenditure** 

Expenditure over the year was broadly similar to the previous year. The Team Workgroups plan their major expenditure ahead and this has enabled the Management Committee to keep a firm grip on the overall expenditure. This enabled us to introduce a new kit allowance for operational Team Members as well as paying for welfare services through a contract with Health Assured. This cover also now includes family members.

As a result of the ‘lockdown’ many of our Members lost a significant part of their employment and income. It was therefore decided to offer a modest hardship loan to Members in order to support them over a difficult period and ensure that they would be able to survive and continue to be available following the easing of the restrictions. We consulted with the Charity Commission and with our Team solicitor and prepared a loan agreement prior to offering this support. The uptake has been minimal in financial terms but greatly valued as a practical gesture of support to our most valuable assets – our Team members. 

Equipment continues to be the main expenditure. We have invested substantial amounts in new lightweight stretchers and associated wheels and carrying handles. The Team also had to replace several hundred metres of rope damaged during a very prolonged and arduous rescue on Lliwedd. 

The old Team kit allowance gave operational Team Members £250 every 2 or 3 years to spend on kit. The new scheme enables operational Members to replace worn or damaged kit whenever necessary. The kit is for use during rescues and is not meant for general personal use. 

The total spend on equipment over the last 2 years has been as follows: 

2019 - total of £35,933 of which £16,798 was for the kit allowance 

2020 – total of £11,935of which £9,530 was for the kit allowance. 

Team Members have responded sensibly to having ‘free kit on tap’ and in fact the new scheme is actually costing less to the Team. 

## **Overview** 

Our total cash funds at the end of this financial year (30/09/2020) was £374,902 compared to £335,016 at the end of the last financial year. Therefore, despite a very difficult year and unprecedented demands we remain in a very healthy financial state and we expect a further substantial legacy to arrive in the not-too-distant future. 

The Team has for a number of years been in discussion with a local company who wish to gift land to the Team on which a purpose-built Base could be built. These discussions should reach a conclusion during 2021. At that point, the Trustees have committed to calling an EGM at which a vote will be held amongst the membership to confirm that a new Base would be desirable. This would involve a significant amount of fundraising, planning and project management resource and the Team would look to take advantage of funding sources such as the National Lottery and other local grants. 

## **5. Structure, Governance and Management** 

Llanberis Mountain Rescue Team is a Charitable Incorporated Organisation (CIO) governed according to its Constitution dated 17[th] July 2019 and a handbook of Standard Operating Procedures. 

## **5.1 Trustees Appointment** 

There are 4 elected ex-officio Trustees, Chair, Vice-chair, Secretary and Treasurer. The Chair is elected for a 3year term and the other posts for a 1year term. There must be at least 2 and not more than 4 elected Trustees. Trustees will normally be elected for a 3year term. At present there is 1 elected Trustee. 

The Constitution allows for a maximum of 3 nominated Trustees. At present, there are 2 nominated Trustee. 

Trustees are elected at the AGM from nominations made and seconded by Members in advance of the AGM. 

All Trustees give their time voluntarily and receive no remuneration from the Charity.

Trustees are usually familiar with the structure and operation of the CIO and receive a copy of the Constitution and Standard Operating Procedures. 

Trustees are invited to attend all meetings of the Management Committee. 

## **5.2 Operational Management** 

The Trustees delegate operational management of LLMRT to the Management Committee whose members are elected for a period of one year from nominations made in advance of the AGM. The Standard Operating Procedures includes details of the Delegation to the Management Committee. The Trustees review this delegation annually and may change it at any time if it is felt appropriate. The Management Committee must adhere to the Constitution, the Standard Operating Procedures and the Team Policies. 

## **5.3 Trustees’ Responsibilities** 

The Charities Act 2011 requires the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Charity and of the incoming resources of the Charity for that period. In preparing these financial statements, the Trustees are required to: 

- Select suitable accounting policies and apply them consistently 

- Observe the methods and principles of the Charities SORP 2014 

- Make judgements and accounting estimates that are reasonable and prudent 

- State whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements 

- Prepare the financial statements on the going concern basis unless it is inappropriate to do so. 

The Trustees are responsible for keeping sufficient accounting records that disclose with reasonable accuracy at any time the financial position of the Charity and enable them to ensure that the financial statements comply with the Charities Act 2011 as well as the charity’s governing document. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. 

The Trustees are confident that all relevant procedures and protocols have been followed and that no major risks to the security and future prosperity of the Charity have been identified. 

The Trustees are pleased that the Charity has successfully surmounted many difficulties in a very demanding year and look forward with confidence to the future. We wish to thank all our Members and their families for their continuing commitment and willingness to volunteer their time and energy for the public benefit.
