Objertives and Activities
Exclusively for the public benefit. the purpose of the charity is to promote
participation in indoor bowls and related activities by residents of Sully
and the surrounding area. As one of the largest indoor facilities for playing
bowls in Wales, the charity adopts whatever measures are deemed
necessary for the furtherance of the sport, including:
Coaching for beginners and experienced players.
Providing facilities for internal league matches and casual bowls
play for people of all ages and ability.
Hosting representative and friendly matches with bowls clubs
across Wales.
Providing social amenities for members of the community.
Maintaining the fabric of the building 50 that it remains fit for
purpose.
Raising funds via grant applications and organisation of
fundraising events.
By providin8 facilities to enable participation in physical and social
activities, the trsjstees have shown due regard to the Charitv
Commission's guidance on public benefit.
Volunteers play aft integral role in the charitys ability to fulfil its objects.
We have a dedicated team of volunteers with a broad range of
collective skills, including coaching. bartending, cleaning, cooking,
painting and decorating and general repairs and maintenance. Their
contribution minimi5es our costs and helps to keep prices to a minimum.
Achievements and Performance
The charity offers a range of bowls-related activities throughout the year
that local residents find beneficial in terms of maintaining and improvin8
their physical health and mental wellbeing. These activities were of
particular benefit during the Covid pandemic. where permitted activities
provided some relief from the social isolation and physical inactivity
resulting from Government restrictions.
Financial Review
Total receipts on unrestricted funds were £200.382.44. A
total of E7,968.93 was received in grants. £865.02 was received as interest and the
remaining E191,548.49 came from associate member
registration fees and rink fees.
Total outgoings for the period amounted to £158,435.39 The bulk of our
expenditure was related to heating and lighting bills1£57.186.621 and rent payments to
our landlords, Barry Plastics Sport and Leisure IE2 1,2(M).041. The
remaining smaller items of expenditure related to insurance premiums, professional fees, IT
support, cleaning and waste
disposal, etc.

The net result for the period was a profit of receipts over payments of
41,947.05
Reserves policy
Our policy is to maintain a balance on unrestricted funds at least equal to
six months anticipated expenditure, which amounts approximately to
£30,000.
£2,000 is retained to fund ad hoc projects relating to the furtherance of the
charity's objects.
The reserve balance of £32,000.00 is retained towards meeting the cost of
repairs and emergency situations as and when they occur. The principal
risk going forward is the poor condition of the Stadium roof and
surrounding cladding, which has been deteriorating for at least five years.
While responsibility for roof and cladding repairs rests with the landlords,
incoming rainwater threatens the ongoing condition of the bowls carpet,
which would have to be replaced at Sl8nificant cost to the charity.
Structure, Governance and Management
The organisation is a Charitable Incorporated Organisation and was
registered as a charlty on Ilih july 2019. The charity is governed under
constitution describing its objects, powers, financial policies, liabilities,
duties of trustee5, and method of dissolution or winding up.
Apart from the first charity trustee5, every trustee must be appointed for
term of three years by a re501ution passed at a properly convened
meeting
of the charity trustees. In selecting individuals for appointment as charity
trustees, the charity trustees must have regard to the skills, knowledge
and experience needed for the effective administration of the
organisation.
