## **Background** 

Second set of Accounts for CIO known as Bradford on Avon Station Footbridge Canopy Project to 31st May 2021. 

The Trust was created on the 9th of July 2019. These are 12-month figures. Accounts prepared by David Cowles BSc, ACIB, who considers them to be a fair and true reflection of the Charities financial position as of 31st May 2021. 

## **Trustees Report** 

Introduction Each year, the trustees of the charity are required to approve an annual report and accounts prepared in accordance with the requirements of the Charity Commission. This document, which must be made available to the public, covers the period 1st June 2020 to 31st May 2021. Its purpose is to review the charity’s activities against the charity’s aims and objectives. Specifically, it contains information regarding the charity’s trustees and their appointment, constitution, and financial affairs. It also includes a statement of the charity’s public benefit.

## **Trustees** 

The Trust’s constitution, powers and the way it operates are set out in the constitution dated 9 July 2019, establishing the charity as a Charitable Incorporated Organisation. The constitution stipulates a minimum of 3 and a maximum of 12 trustees. 

The periods for which the first trustees will serve are specified in the constitution, as shown below: David Moss, Chairman, 3 years David Cowles, Treasurer, 4 years Paige Balas, Secretary, 2 years Graham Findley, 2 years Peter Mann, 4 years John Potter, 3 years 

Peter Leach has additionally been a trustee since 11 March 2020, for a period of 3 years. 

## **Patron** 

Lord Faulkner of Worcester has agreed to be Patron of the charity. 

## **Offices** 

As it neither owns nor leases any premises, the charity has no office of its own. By courtesy of the Bradford on Avon Preservation Trust, the Trust’s office at Silver Street House, Silver Street, Bradford on Avon, BA15 1LL, is used as the charity’s postal address. 



## **Objectives, public benefit and review of activity** 

As set out in its constitution, the purpose (“object”) of the charity is “The restoration and preservation for the public benefit of the canopy to the footbridge at Bradford on Avon railway station, a Grade II listed railway heritage site designed by Isambard Kingdom Brunel”. 

Bradford on Avon’s Grade II listed railway station was built to the most elaborate of the standard designs used by Brunel, resembling a lodge or estate house of the period, but built with local Bath stone rather than the more commonly used bricks and mortar. The station is a rare reminder of the heyday of one of the Great Western Railway’s main lines. A few years ago, the station was restored to Great Western traditional colours of Light Stone and Dark Stone but although the footbridge was repaired and refurbished, it still lacks the original canopy, which was removed in the mid-1960s in the belief that this would reduce maintenance costs. The charity aims to replace the canopy to restore the station to its historical and original appearance, freely available to see for all interested in this aspect of our past. 

A professional engineering report confirmed that the refurbished footbridge can easily take the weight of a new canopy. Network Rail support our project and have agreed to take on the long-term maintenance once the canopy is back in place. We have developed a Risk Register to help ensure the project runs smoothly. 

## **Fund raising and project progress** 

There has been a great deal of preparatory work done during the last 5 years, including meeting and negotiating with Network Rail and First Great Western (latterly Great Western Railways) to obtain the assurances that money spent on design work would not be wasted. We have subsequently received a grant of £15,000 from Great Western Railway Ltd. to conduct the feasibility design work. This grant had been provided under the GWR Customer and Communities Improvement Fund (CCIF). It enabled us to commission Oxford Architects, an accredited company experienced in this sort of heritage work on Network Rail, to undertake the design work to GRIP 3 (concept design stage). GRIP is a Network Rail process (it means Governance for Railway Investment Projects) which breaks down a project into various stages. We have also received a significant donation from a local supporter which will help us move onto GRIP 6 (mobilisation stage – getting ready to start) when we are ready to. Oxford Architects have been assisted in their design work by independent engineering expert David Redfern, who has a track record on both national and heritage railways. 



As a result of useful feedback from the Wiltshire Council Planning Departmerlt as
weLI a5 the comments of important local stakeholders, the Trustees spent
considerable time reviewing and researching the materials for the steel and timber
elements of the new canopy, focusing on balancing the key imperatives of ensuring
maximum faithfulness to and replication of the original heritage structure, whilst
at the same time meeting Network Rail Safety and Maintenance rules.
Lengthy research was done on sourcing corrugated steel that could be pressed to
the original roof profile, and timber and paint that met Network Rail standards.
This has resulted in a new Planning Permission Application being submitted which
we believe provides a solution acceptable to everyone, and we now await the
decision of the Planning Authority.
12 months to 31￿ of May 2021 can be best summarised as a research period and
because of this financial activity has been minimal with just two transactions, Lhe
receipt of Gift Aid and the purchase of samples.
Once planning permission is received, we will be able to go to the market for
fabrication and installation costs and this will alLow us to estimate the remaining
funds required to complete the project.
