LEGAL AND ADMINISTRATIVE INFORMATION
Object
The obj'ects of the CIO are for the benefft of the residents of Walthamstow and the
surrounding areas, to provide or assist in the provision of facilrties for recreation and other
leisure time occupation in the interest of social weffare with the object of improving their
conditions of lrfe. The area of benefft, in particular but not exclusively, by the preseprfation,
promotion, support, assistance and improvement of Uoyd Park.
Legal status
FOLP CIO is an incorporated body. whose goveming do￿rnent is the ConstitLrtion approved
and adopted on 3 June 2019. It has been granted registration as a charity by the Charity
Commission. with charity registration number 1183944 on the 181h June 2019. HM Revenue
& Customs has accepted FOLP CIO as a charity within the definition of 5ertion 506{1) of the
Income & Corporation Taxes Act 1988, as a result of which the Associatson's income and
gains are not taxable to the extent that they are applicable and appli&1 to charitable purpose8.

REPORT OF THE TRUSTEES
COMMITTEE
Under the Constituti'on, the Committee {vthich can have a maximum of twelve members) is
elerted annually. The AGM for this period was held on 31 March 2025 at Trades Hall,
Walthamstow.
Makeila Estelle was elected to continue as C￿Chair, alongside Katy Rèid as new Cochair.
Daniel Turner was elected to continue as Treasurer, David Hobson was elected to continue
as Secretary. June Hedges stepped down as a Trustee after many years of service.
Makeila reported that FOLP had an active year wilh multiple events. some of which V￿re
very successful and som8 of which were severely impacted by bad weather. The profile of
FOLP was increased with new committee members joining and thanked the commrttee for
their support and hard work. A project to create carved artefacts from the fallen 8u¢alyptus
tree is ongoing at time of writing.
ACTIVITIES OF ThIE GROUP
Events
Ther8 were four main FOLP events planned during this period. two of which were very
successful in temis of communty engagement, attendance and income generation, one event
was severely impacted by bad wealher but still went ahead which led to much lower
attendance and income, and one event had to be cancelled due to the risk of bad weather.
The May Fair comprising Dog Show, Skate Jam, Basketball and May Pole was impacted by
very heavy rain bLrt still proceeded but in hindsight this was a mistake. There were much less
attendees Ihan usual arKI the stalls and FOLP all lost money. Th818sson was learnt and when
the forecast looked like the Oktoberfest would be similarly affeded by bad weather the
committee took the decision to cancel 5 day$ in advance. In the end the severe stomis did not
happen, and th8 event probably could have prO￿ded but the decision had to Ix made based
on the weather forecast at the time. The commtttee stands by the decision to can￿1 the
Oktoberfest and have implemented a process to make the decision to pro￿ed or cancel
events eadier than in previous years. Planning for the Oktoberfest had built on the previous
year expenence and feedback and a deal had been struck to have 5 different bars so the
problem of not enough drinks would have been resolved. It is worth noting that cancelling an
event often incurs sunificant fees and costs which did impact our financial position in this
period.
The Summer Picnic was a new event held in Juty and posttioned as a l¢)&g1 replacement of
the much-loved Garden Party. This was organised in conjunction with Soul Picnic and focused
on music and children's activrties and was held on Fellowship Island_ There was a significant
marketing efftirt to publicise the event. and it was very popular. The pre-event fundraiser at
Pillars Brewery did not generate muth additi'onal income and only just broke-even forthe costs
of PA hire, but the post•ent after party at Trades Hall generated a lot of donations.
The De￿mber Christmas singalong event was expanded to become a Festive Fayre with
around 10 additional stalls of local makers and Fxc¥Jucers. An additional children's choir was

added to the entertainment and the event was by far the most successful, generating double
the incomè ofthè previous year on the FOLP stall for mulled wine. The event used a generator
to solve the problem of power supply from the IMA Gallery cJJtting out as happened in previous
years. The athdition of the stalls made rt more of a destinatit)n event and many of the stalls
sold out. The commrttee is grateful to Waltham Forest Council for t*oviding funding grants
from William Morris and Chapel End wards (altEit s￿anificant1Y reduced from the volume of
ward funding from previous year5), and from the Fellowship Fund for the Festive Fayre
specifically, and to Central Estates and Stow Brothers for their continued Event Sponsorship.
Other Projects
Tr8e Project The commrttee worked to rescue the fallen eu¢alyptu$ tree from being pulped,
atthough the original idea to create a bench could not be delivered. an altemative plan to
create caNed decorative items from the smaller trunks is due to bè finished in April 2025.
Ward funding was provided lo cover the costs of this project. A revised plan to ueate chairs
from the larger trunks is under consideration at time of ￿Titing.
Dog Walkers.. A leaflet was woduced lo educate dog walkers to Use the designated areas for
off-lead activities and to promote resFrf)nsible dog ownership.
Moat Project.. Foll0v￿n9 engagement from FOLP wilh WF Counal and Parks d8Pt wh8r8
residents, concems about the poor qualty of the moat was made dear to the representatives,
and further study and rèports Y￿re commissioned which identified the build-up of leaveslplant
and food residue and the lack ofwaterlair circulation as the primary causes . As a result, some
cleaning of leaves and overhanging trees was completèd as well as the installation of an
aeration system to increase the circulation of air within the water to try and reduce the build-
up of algae and du¢kweed. Another initiative to install a duck feed vendiNJ machine was not
successful due to objections from Parks dept aboLrt maintenance arKI vandalism, desplte
these Goncems being addressed in the proposal.
THE LLOYD PARK AIANAGEMENT GROUP
FOLP continued to attend the Council's Management Group. but there was only one meeting
in 2024, and the council representative indicated the ffleetings would wobably not continue in
2025. Additional dialogue was hehj regarding the poor stste of the moat in the park (see
above) and concems around the lack of lohting in the Aveling Fields was raised on multiple
o¢casion$ but Currently there is no plan by V4F Council to increase the lighting in that part of
the park. FOLP are worf(ing to establish a new user group of all the different communty groups
that are active wtthin the park and this is a priority for 2025.
SOCIAL MEDIA
FOLP'S website was changed and new URL is www.friendsofllo d ark.or
We deleted our
Twitterlx account and continued to update Fa￿boOk and Instagram accounts and the addition
of Andrew to the commrttee to focus on Social posts made a significant difference to our online
presence and engagemwrt. Unfortunately. he cannot continue in this role in 2025. The number
of followers on Instagram has been steadily increasing and is now around 1870 (up from 1400
at end of 2023).

These financial statements have been dravm up on an accrual's basis in accordance
th the provisions of Acwunting and Reporting by Chanties.. Statement of
Recommended practi￿ applicable to Char￿eS preparirKJ their accounts in accordance
with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS
102) (effective 1 January 2015).
The Associats'on has no pennanent endulvment and the whole balanc8 on the General
Fund, which represents an unrestricled income fvnd, is available to be applied towards
its objects.

Trustees consider that an audrt is not required for this year under sedion 144 of the Charities
Act 2011 Itthe CharTties Acr) or an Independent Examination.
It is my responsibility..
to examine the financial statements under section 145 of the Charities Act;
to follow the procedures specffied in the general Directions given by the Charity
Commission (under section 145(5)(b) of the Charities Act),. and
to state whether particuLqr matters have Come to my attention.
Th8 only signfficant mattèr of attention is the rfrstating of the 2023 accounts due to an error
that was caused by one of the four underfying spreadsheèts not accounting for either income
or expendtture of two new events that V￿re added to the FOLP events Ca￿ndar in 2023 (when
compared to the original 2022 source file). The available funds in the FOLP account at the
beginnin9 and end of the 2023 reporting year was not affected by this emr and the total
amount re￿ived, and paid out during the year matched the account balanc8 for each month
during the reporting perKKI.
