Thorner Victory Hall owns and runs the village hall for recreational and communal purposes.  It is available for hire to residents of Thorner and environs.  Events and lettings are organised by the Committee to raise funds for the maintenance of the hall.  Thorner Victory Hall is registered with the Charity Commission under the registered number 1183822. 

The Committee can confirm that the Trustees have paid due regard to the guidance given by the Charities Commission on public benefit in deciding what activities the charity should undertake.

## **Trustees’ Annual Report for the year ended 31 December 2022** 

## **Management:** 

The freehold title of the hall is vested in Thorner Victory Hall which is a Charitable Incorporated Organisation.  The activities and management are delegated to a Committee of trustees, whose members stand for election every year at the annual general meeting. 

## **Objectives:** 

The objective of the management committee is to run and maintain the village hall for the benefit of the residents of Thorner. 

## **Review of progress and achievements:** 

The last AGM was held in August 2022, we are holding it in May 2023 to return to our normal reporting window after the Covid years.  Whilst Covid has not gone away completely, it is now just something else we have to be aware of and deal accordingly. 

The Comedy Festival was finally run in March 2023 and this was followed by our Beer Festival in its usual slot around St Georges day.  Last Autumn we held a Special Evening to commemorate David Walmsley (an evening with Gary Steward and Edwina Hayes) and an Octoberfest style event.  All of our events were well attended and demonstrate a renewed appetite in the village for Victory Hall events. 

## **Statement of Objectives for the future:** 

Our lettings are getting back to a near-normality (with some since August 2022 better than pre-covid), however we have lost a few of our regular weekly events.  With Covid and its constraints on finance now a memory, we have loosened our constraints on spending.  We have replaced the two boilers in the kitchen as well as the energy-hungry main hall lights and are currently in the planning/quote stage of the bar and small hall refurbishment (including new flooring and radiators).  Beyond these changes we are looking at what green measures we can work towards. 

I would like to welcome Kerry Birdsall, who joined our committee in February. 

Finally, I would like to thank the whole committee for continuing to provide time, energy and expertise in keeping our hall and its finances well prepared for the future.

**Notes to the Accounts For the year ended 31 December 2022** 

## **1. Accounting Policies** 

The financial statements have been prepared under the historical cost convention. 

## **Income** 

All income is included in the financial statements when received or receivable and capable of measurement. 

## **Administration and Fundraising** 

All expenses are regarded as administration, other than fundraising expenditure which is offset against the income deriving from the relevant activity. 

## **Capitalisation and Depreciation of Fixed Assets** 

Fixed assets are capitalised as acquired but those not brought into use by the year end are not depreciated.

- (a) Freehold property is included in the financial statements at cost.  The committee do not consider that there would be benefit from having the property revalued. 

- (b) Refurbishment costs and fixture and fittings costs are included in the financial statements at cost less depreciation. 

## **Investments** 

Investments are included in the financial statements at cost. 

## **Taxation** 

As a registered charity Thorner Victory Hall is generally exempt from income tax. 

## **Third Party Transactions** 

Any transactions recorded in the books of account on behalf of third parties are detailed in notes to the financial statements. 

## **2. Fundraising** 

Due to Government restrictions relating to the COVID-19 pandemic no fundraising events were held in the year.

## **Independent Examiner’s Report to the Trustees of Thorner Victory Hall** 

I report on the accounts of the Trust for the year ended 31 December 2022 which are set out on pages 3 to 6. 

Respective responsibilities of trustees and examiner 

The charity’s trustees are responsible for the preparation of the accounts.  The charity’s trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts (under section 43 of the 1993 Act); 

- to follow the procedures laid down in the General Directions given by the Charity Commission (under section 43(7)(b) of the 1993 Act); and 

- to state whether particular matters have come to our attention. 

## Basis of the independent examiner’s report 

My examination was carried out in accordance with the General Directions given by the Charity Commissioners.  An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records.  It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.  The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair view” and the report is limited to those matters set out in the statement below. 

## Independent examiner’s statement 

In connection with my examination, no matter has come to my attention: 

- (1) 

   - which gives me reasonable cause to believe that in any material respect the requirements; 

   - to keep proper accounting records in accordance with section 41 of the 1993 Act; and 

   - to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met; or 

- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
