Trustee Selection Methods
(1) Apart from the first charity trustees, every trustee must be appointed for a term of 3 years by a resolution passed at a properly convened meeting of the charity trustees.

(2) In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.
How New Trustees are Inducted and Trained
The charity trustees will make available to each new charity trustee, on or before his or her first appointment:
(a) a copy of the current version of the constitution; and
(b) a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts; and
(c) a copy of the Charity Commission CC3 ‘The essential trustee: what you need to do and what you need to know’.
Objects
The object of the CIO is:
For the public benefit to relieve the mental, physical, and financial distress to bereaved families of a child under 19 years of age, but not exclusively, by providing short respite breaks.
Nothing in the constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the Charities and Trustee Investment (Scotland) Act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008].
Statutory Declaration on Public Benefit
The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties.
Executive Summary
Charlie’s Star Charity was officially registered with the Charity’s Commission on the 15 May 2019. Since then, the charity has developed 4 values, which underpin the way in which they work and are at the heart of everything charity stands for. Those values are Honesty, Transparency, Integrity and Caring.
When dealing with the public or a bereaved family the charity remains clear in its objectives, and as such considers every application from a bereaved family using the same selection criteria.
The charity remains healthy and has continued to establish itself in Cornwall. Our Charity Partners: The Tregenna Castle Hotel and Resort, Gwel An Mor, Twice as nice beech Chalets, The Great Cornish Food Store and The Stones Hotel have continued to provide invaluable support by providing some accommodation/ hampers and donations to support our bereaved families.
David Walliams has continued to support us and would like to continue this moving forward. In addition, Olly Murs has also provided generous support.
Over the course of the year, we have provided respite breaks for 14 families and are currently liaising with 12 further families. The generosity of some of our charity partners has helped reduce some of the tremendous accommodation costs and enabled us to support a larger number of families.
Activities, Achievements & Performance
Throughout the year, the charity has remained active and purposeful in both service delivery and fundraising. Trustees and ambassadors have worked tirelessly to plan, organise, and deliver events, while also strengthening community awareness of the charity’s mission.

During this reporting year our trustees and ambassadors have worked tirelessly to organise and run events. Our webpage has been revamped to make it fit for purpose.
Efforts have been consolidated into the development of a diary of events for 2024/2025. This will see a flurry of activities across Wiltshire and Cornwall, to benefit us.
In May 2024, Charlie’s Star Charity proudly celebrated its 5th Anniversary, marking five years of love, remembrance, and unwavering support for bereaved families, and honouring the extraordinary legacy left behind in memory of the founder’s beloved son, Charlie. This milestone was commemorated with a Sunflower Ball held at Tregenna Castle Resort, an evening that brought together over 100 guests, including supporters, partners, and several of the families the charity exists to support. The presence of bereaved families gave the occasion a deep sense of purpose and meaning, reminding all in attendance why the charity was created and the difference it continues to make.
The evening was a truly moving celebration, filled with warmth, reflection, and hope. Guests were treated to outstanding performances by the St Mawgan and Culdrose Military Wives Choirs, Steel Appeal, and The Grove Diggers, whose music created a powerful and uplifting atmosphere. A live auction formed a central part of the evening, raising vital funds to help sustain the charity’s work, while also bringing people together in a shared commitment to supporting families navigating unimaginable loss. The Sunflower Ball stood not only as a celebration of five years of charitable impact, but as a testament to how one child’s memory continues to inspire compassion, connection, and lasting change.
Salisbury Football Club has continued to show their support by allowing us to do bucket collections at home games. Truro School have continued to support us as Have Pilgrim's Europe, who allowed 3 members of staff to take 2 weeks off to walk 288 miles around the Cornish part of the South-West Coast Path.
This reporting period has been a year for trying news ways to raise money, including a virtual balloon race, and a Christmas Fayre with a Santas Grotto.
Charlie's Star Charity has no paid staff and funds are raised from donations, events and small community support such as the Tesco's Token Scheme.
4 of our trustees announced that in July 2025, they would undertake the National 3 peaks challenge.
The trustees’ vision for 2025 is to raise sufficient funds to purchase the charity’s own mobile accommodation in Cornwall. This strategic ambition will help mitigate rising accommodation costs and enable Charlie’s Star Charity to offer respite breaks 12 months of the year to a greater number of

bereaved families. In addition, the ability to let the accommodation when not in use by families will provide an important source of sustainable income to support the charity’s long-term work. Trustees have already begun scoping out potential suitable sites and associated costs as part of this forward planning.

Financial Review
Statement of the Charity's Policy on Reserves
The charity’s policy on reserves is to hold sufficient resources to continue to make all business payments for 12 months, which equates to a maximum sum of £2000. Since the charity has minimal outgoings, this will provide the opportunity to continue to run as a charity should income and fundraising activities fall short.
Details of Any Funds Materially in Deficit
The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities.
