Trustee Selection Methods
(1) Apart from the first charity trustees, every trustee must be appointed for a term of 3 years by a resolution passed at a properly convened meeting of the charity trustees.
(2) In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.
How New Trustees are Inducted and Trained
The charity trustees will make available to each new charity trustee, on or before his or her first appointment:
(a) a copy of the current version of the constitution; and
(b) a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts and
(c) a copy of the Charity Commission CC3 ‘ The essential trustee: what you need to do and what you need to know’ .
Objects
The object of the CIO is:
For the public benefit to relieve the mental, physical, and financial distress to bereaved families of a child under 19 years of age, but not exclusively, by providing short respite breaks.
Nothing in the constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the Charities and Trustee Investment (Scotland) Act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008].
Statutory Declaration on Public Benefit
The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties.
Executive Summary
Charlie’s Star Charity was officially registered with the Charity’s Commission on the 15 May 2019. Since then, the charity has developed 4 values, which underpin the way in which they work and are at the heart of everything charity stands for. Those values are Honesty, Transparency, Integrity and Caring.
When dealing with the public or a bereaved family the charity remains clear in its objectives, and as such considers every application from a bereaved family using the same selection criteria.
The charity remains healthy and has continued to establish itself in Cornwall, with the development of a charity partnership with The Tregenna Castle Hotel and Resort. This has been rewarding and will assist the charity to raise the profile moving forward. The partnership is a long-term one that will be of benefit financially – as they will provide a full respite break free of charge each year.
We continue to push forward with our 3-year plan and the development of charity partnerships. David Walliams has continued to support us and would like to continue this moving forward. There are also invitations from Truro School and Gwel an Mor Resort that are being worked on that would assist the charity to grow during 2024-25. Our policies are now well developed, and we continue to monitor any changes required within the governance of the Charity’s Commission.
Over the course of the year, we have provided respite breaks for 4 families and are currently working with a further 2 families, for 2024.

Activities, Achievements & Performance
We have continued to be active with our fundraising activities and consolidated our efforts on developing a diary of events for 2024. This will see a flurry of activities across Wiltshire and Cornwall, to benefit us.
Wiltshire has seen a relationship between the charity and Salisbury Football Club and The Stones Hotel, which will provide opportunities for fundraising during 2024. Pirate FM radio has continued to support our publicity in Cornwall and because of this we have gained a higher increase on our social media and web site. Their support continues to increase our presence in Cornwall.
The charity is now a part of the Cornwall Chamber of Commerce and continues to attend events on a regular basis. Overall, this year has been a very positive year, which will put the foundations in place for us moving into 2024. There are a series of events planned in both Wiltshire and Cornwall, in which we aim to raise more than £15000 in the 2023-24 year.
Our Chair of Trustees has requested to retire due to work and family commitments and as such the charity will interview and allocate a new Chair to start on 1 April 2024. Jerome will remain responsible for the Trustee Report 2023/2024 submission.
Financial Review
Statement of the Charity's Policy on Reserves
The charity’s policy on reserves is to hold sufficient resources to continue to make all business payments for 12 months, which equates to a maximum sum of £2000. Since the charity has minimal outgoings, this will provide the opportunity to continue to run as a charity should income and fundraising activities fall short.
Details of Any Funds Materially in Deficit
The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities.

A “Receipts & Payments” summary of the accounts for the period 1 April 2023 to 31 March 2024 can be seen at Annex A to this report.

The Charity has no designated funds.

The Trustees declare that the charity has given no guarantee where potential liability is outstanding at the date of the statement of assets & liabilities.
