## **Trustee Selection Methods** 

(1) Apart from the first charity trustees, every trustee must be appointed for a term of 3 years by a resolution passed at a properly convened meeting of the charity trustees. 

(2) In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO. 

## **How New Trustees are Inducted and Trained** 

The charity trustees will make available to each new charity trustee, on or before his or her first appointment: 

(a) a copy of the current version of the constitution; and 

(b) a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts and 

(c) a copy of the Charity Commission CC3 ‘ _**The essential trustee: what you need to do and what you need to know’**_ . 

## **Objects** 

The object of the CIO is: 

For the public benefit to relieve the mental, physical, and financial distress to bereaved families of a child under 19 years of age, in particular but not exclusively, by providing short respite breaks. 

Nothing in the constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the Charities and Trustee Investment (Scotland) Act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008]. 

## **Statutory Declaration on Public Benefit** 

The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties. 

## **Executive Summary** 

Charlie’s Star Charity was officially registered with the Charity’s Commission on the 15 May 2019. Since then, the charity has developed 4 values, which underpin the way in which they work and are at the heart of everything charity stands for.  Those values are Honesty, Transparency, Integrity and Caring. 

When dealing with the general public or a bereaved family the charity remains clear in its objectives, and as such considers every application from a bereaved family using the same selection criteria. 

The charity remains healthy and has continued to establish itself in Cornwall which has been rewarding and will be of benefit moving forward.  One trustees has resigned, due to work promotion and therefore changes in the commitment he could offer. 

The 3 year plan has been the focus this year, and the development of charity partnerships.  This has seen the amazing links formed with David Walliams and the Tregenna Castle Resort in St Ives.  These are exciting moves forward and will provide the support that the charity needs in order to grow. Our policies are now well developed, and we continue to monitor any changes required within the governance of the Charity’s Commission. 

Over the course of the year, we have provided respite breaks for 2 families and are currently working with a further 2 families, for 2024. 



## **Activities, Achievements & Performance** 

We have continued to remain quite low key in our fundraising activities and consolidated our efforts on developing a diary of events for 2023-24. This will see a flurry of activities across Wiltshire and Cornwall, in order to benefit us. 

We have received interest in businesses based here in Cornwall that wish to work with the charity, one being the Tregenna Castle Hotel in St.Ives and the Cornish Chef.  We are currently working with them to establish some areas that can benefit the charity moving forward. 

Wiltshire has seen a relationship between the charity and Salisbury Football Club, which has provided opportunities for fundraising during some of the home matches.  The team are developing this relationship, and we will see closer collaboration through our 2023–24 fundraising events. 

Pirate FM radio has continued to support our publicity in Cornwall and as a result of this we have gained a higher increase on our social media and web site. Their support continues to increase our presence in Cornwall. 

The charity is now a part of the Cornwall Chamber of Commerce and continues to attend events on a regular basis. 

Overall, this year has been about moving forward in a positive manner and putting the COV|ID pandemic behind us.  Very little has been done in the fundraising side of the charity, however we are still able to support the families that apply to us for support.  There are a series of events planned in both Wiltshire and Cornwall, in which we aim to raise in excess of £15000 in the 202324 year. 

## **Financial Review** 

## **Statement of the Charity's Policy on Reserves** 

The charity’s policy on reserves is to hold sufficient resources to continue to make all business payments for 12 months, which equates to a maximum sum of £2000.  Due to the fact that the charity has minimal outgoings, this will provide the opportunity to continue to run as a charity should income and fundraising activities fall short. 

## **Details of Any Funds Materially in Deficit** 

The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities. 

## **State of the Charity’s Finances** 

A “Receipts & Payments” summary of the accounts for the period 1 April 2022 to 31 March 2023 can be seen at **Annex A** to this report. 

## **Restricted Funds** 

The Charity has no restricted funds. 

## **Designated Funds** 

The Charity has no designated funds. 

## **Particulars of Any Outstanding Guarantee Given by the Charity** 

The Trustees declare that the charity has given no guarantee where potential liability is outstanding at the date of the statement of assets & liabilities.

The Trustees declare that the charity has no outstanding debts which are secured by an express charge on any of the assets of the charity at the date of the statement of assets & liabilities.
