Trustee Selection Methods
(1) Apart from the first charity trustees, every trustee must be appointed for a term of 3 years by a resolution passed at a properly convened meeting of the charity trustees.
(2) In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.
How New Trustees are Inducted and Trained
The charity trustees will make available to each new charity trustee, on or before his or her first appointment:
(a) a copy of the current version of the constitution; and
(b) a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts and
(c) a copy of the Charity Commission CC3 ‘ The essential trustee: what you need to do and what you need to know’ .
Objects
The object of the CIO is:
For the public benefit to relieve the mental, physical, and financial distress to bereaved families of a child under 19 years of age, in particular but not exclusively, by providing short respite breaks.
Nothing in the constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the Charities and Trustee Investment (Scotland) Act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008].
Statutory Declaration on Public Benefit
The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties.
Executive Summary
Charlie’s Star Charity was officially registered with the Charity’s Commission on the 15 May 2019. Since then, the charity has developed 4 values, which underpin the way in which they work and are at the heart of everything charity stands for. Those values are Honesty, Transparency, Integrity and Caring.
When dealing with the general public or a bereaved family the charity remains clear in its objectives, and as such considers every application from a bereaved family using the same selection criteria.
The charity remains healthy and has continued to establish itself in Cornwall which has been rewarding and will be of benefit moving forward. Two trustees have resigned, one due to having a baby and the other has taken the post as a CEO at another charity.
This year has seen the development of a 3-year plan, which will be exciting in that 2023 we will start to fundraise for the sole purpose of purchasing a site located static caravan, to self-generate an all-year consistent income as well as providing our own respite accommodation, (subject to Trustees approval). Our policies are now well developed, and we continue to monitor any changes required within the governance of the Charity’s Commission.
Over the course of the year, we have provided respite breaks for 2 families and are currently working with a further 2 families, for 2023.
Activities, Achievements & Performance
Due to the changes in our trustees, we have continued to remain quite low key in our fundraising activities and consolidated our efforts on developing a diary of events for 2023. This will see a flurry of activities across Wiltshire and Cornwall.
We have received interest in businesses based here in Cornwall that wish to work with the charity, one being the Tregenna Castle Hotel in St.Ives and the Cornish Chef. We are currently working with them to establish some areas that can benefit the charity moving forward.
A success this year was to bring in a local celebrity, from Pirate FM radio as an ambassador, as well as a second junior ambassador. This will enhance the ability to reach the local community within Cornwall and has already seen the benefit of additional support in the form of raffle prizes for the Charity to use at events
Unfortunately, our COTY status with M&S Hayle was ended prematurely due to the COVID pandemic, which has left us short of our income target, we are however planning to run Charity Race Night later in 2022, which is planned as a launch event for our charity in Cornwall.
Our connection with the local Cornwall Bereavement Network has continued to develop and we are fully engaging with other charity and support systems that are providing vital services to those that require it. There has also been some support offered through other social media sources, in the form of holiday opportunities at reduced rates to support families.
Overall, this year has been about providing the foundation for the charity, with the change of trustees, establishing ambassadors and contacts with some local businesses in Cornwall. This has certainly given us a good start for the remainder of 2022 and moving forward into what will be a busy 2023.
Financial Review
Statement of the Charity's Policy on Reserves
The charity’s policy on reserves is to hold sufficient resources to continue to make all business payments for 12 months, which equates to a maximum sum of £2000. Due to the fact that the charity has minimal outgoings, this will provide the opportunity to continue to run as a charity should income and fundraising activities fall short.
Details of Any Funds Materially in Deficit
The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities.
