## **Trustee Selection Methods:** 

(1) Apart from the first charity trustees, every trustee must be appointed for a term of 3 years by a resolution passed at a properly convened meeting of the charity trustees. 

(2) In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO. 

## **How New Trustees are Inducted and Trained:** 

The charity trustees will make available to each new charity trustee, on or before his or her first appointment: 

(a) a copy of the current version of the constitution; and

(b) a copy of the CIO’s latest Trustees’ Annual Report and statement of accounts and 

(c) a copy of the Charity Commission CC3 ‘ _**The essential trustee: what you need to do and what you need to know’**_ . 

## **Objects** 

The object of the CIO is: 

For the public benefit to relieve the mental, physical, and financial distress to bereaved families of a child under 19 years of age, in particular but not exclusively, by providing short respite breaks. 

Nothing in the constitution shall authorise an application of the property of the CIO for the purposes which are not charitable in accordance with [section 7 of the Charities and Trustee Investment (Scotland) Act 2005] and [section 2 of the Charities Act (Northern Ireland) 2008]. 

## **Statutory Declaration on Public Benefit** 

The trustees declare that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers or duties. 

## **Executive Summary** 

Charlie’s Star Charity was officially registered with the Charity’s Commission on the 15 May 2019. Since then, the charity has developed 4 values, which underpin the way in which they work and are at the heart of everything charity stands for.  Those values are Honesty, Transparency, Integrity and Caring. 

When dealing with the general public or a bereaved family the charity remains clear in its objectives, and as such considers every application from a bereaved family using the same selection criteria. 

This year has allowed the charity to develop several of the policies and established itself with Cornwall Council for them to act as the umbrella company for DBS applications.  Whilst we have not been able to move forward with the 1–5-year plan put in place from 2019, we certainly now have the foundations and funding to allow us to rejuvenate the plan for 2022. 

Over the course of the year, we have had enquiries from 3 families but due to the COVID19 pandemic, were not able to take the opportunity to receive a respite break from Charlie’s Star Charity. 

## **Activities, Achievements & Performance** 

The fundraising has continued to be low key, due to the COVID situation and therefore as a charity we decided not to try to attend public events such as local fetes as they are constantly being cancelled due to the pandemic. 

One of the successes this year was to bring in a junior ambassador, Lily Browne, who is Charlie’s cousin.  Lily completed a fundraising event at the M&S store in Hayle, who we are the local COTY this year. 

A fully branded gazebo has been purchased and ready for us moving forward, so the charity will be represented in a professional manner.  A second gazebo is being looked at for the trustees in Wiltshire to utilise in order that both areas are correctly representing the charity. 

Through collaborative working, here in Cornwall, the recently formed Cornwall Bereavement Network includes Charlie’s Star and it is hoped that this will raise our profile in the South West. 

Overall, this year has been extremely quiet, but we remain exceptionally positive moving forward to start to build on establishing the charity in Cornwall through a series of fundraising events, collaborative working with other charities and supporting families in the future.

## **Financial Review** 

## **Statement of the Charity's Policy on Reserves** 

The charity’s policy on reserves is to hold sufficient resources to continue to make all business payments for 12 months, which equates to a maximum sum of £2000.  Due to the fact that the charity has minimal outgoings, this will provide the opportunity to continue to run as a charity should income and fundraising activities fall short. 

## **Details of Any Funds Materially in Deficit** 

The Trustees declare that the charity had no funds which were materially in deficit at the date of the statement of assets & liabilities. 

## **State of the Charity’s Finances** 

A “Receipts & Payments” summary of the accounts for the period 1 April 2020 to 31 March 2021 can be seen at **Annex A** to this report. 

## **Restricted Funds** 

The Charity has no restricted funds. 

## **Designated Funds** 

The Charity has no designated funds. 

## **Particulars of Any Outstanding Guarantee Given by the Charity** 

The Trustees declare that the charity has given no guarantee where potential liability is outstanding at the date of the statement of assets & liabilities. 

## **Particulars of Any Outstanding Debt** 

The Trustees declare that the charity has no outstanding debts which are secured by an express charge on any of the assets of the charity at the date of the statement of assets & liabilities.
