The Cornwall Independent Poverty Forum ICIPFI had undertaken a range of actNlties antl delfvered a number of
projects in the year 2024- 2025
CIPF ME￿ING5
The CIPF have held 12 rnonth￿ meeting thts year. Six of these meetings have hew using Zoom, w￿h six meeting
being held in person. Local organi4ations have attended and presented informatiTrn regarding their work and key
155ues. as well as providing networking support for each other. The CIPF have a membershlp of over 2CQ. These
meeting now include a range of organisations that help those who support the homeles5.
FOOD POVERTY
The CIPF has also providing advice and support to a number of indwidual FoodbaAks and other projerts involved in
helping those sufferlng wlth a lack of food. throughout Comwall. Foodbank usa8e has increased by over 5(YA in the
past year.
COMMUNITY DEVELOPMENT SUPPORT
The CIPF have provided communty development support to the followlng or8anisations.' THAG, Pen2ance'5 Street
Food Projert, penZan￿ Breakfast Projert. Cornwall Prayer Shawls. Truro Community Land Tnjst, Food Troops ,
sa￿atIon Army (Falmouthl, Chy Sawel. Pot Noodle Ministries.The Fishermans Mission, Glen Came, Pheonix 333 and
Hidden Help
CRISIS FUNDAND HOUSEHOLDSUPPORTFUND
The CIPF have helped a number of indwiduab a￿sS support from the Cornwall Community Foundatlon's Crlsis
Funds. which includes the St Martin in the Fields Fund.
PARTNERSHIP WORKING
The CIPF have entered into a number of partnetships with o￿an15?tk>ns hefping people move into wo rk. Also, In
terms of the homelèssness wo￿, a partnership has been established wlth Cornwall Housing and also with Truro
Cathedral, Transformation Comwall and the Diocese of Truro.
COMMUNITYWEALTH FUND
Gavln from CIPFhas been worklng on a Community Vkalth Fund, an approath that would enable money generated
in Cornwall to ￿maIn in Cornwall to benefrt local communities. Gavin has produced a SO page Report that will now
be circulated to key partner5.
REAL LIVING WAGE FORCORNWALL
Simon from Truro Foodbank is akn l(M)ktng at the causes of poverty and the ￿aSOnS why people are visiting
Foodbanks and to Introdu￿ the idea of the Real LNing Wage for Comwall. One significant reason is that many
people in work are being paid the National LNin8 Wage and th￿ ￿ inadequate to cover housing and food costs.
Simon is looking to campaign for the Real Living Wage to be intrOdU￿d in Cornwall and is working WTth the Living
Wage Foundation and forming a Real ￿VIng Wage Att￿n Group to enable this to happen. The CIPF are supporting
this work3nd has been involved in providing Lwed Exper*n¢es to also raise awareness of need for a real INing wage.
ThE BIG ISSUE. GENERATION RENT AND ST MARTIN'S FRONTUNE NETWORK

The CIPF have joined a number of national organisatK>n's networks. to add to the national lobbying around housing
issues and homelessness. These indude The Big Issue. Generation Rent and St Martin's Fron￿lne Network

The CIPF continue to support the Comwall Community FoundatK)n in Its work and in partKular by providing
Information in the Di0￿Se,5 Christmas CatabBue and also by being part of their grant panels.
FUNDING FORCIPF
FLEnding Appltcations have been submitted and funding secured to ensure that the work of the CIPF is 5UStained.

cTrIALLENGE POVERTY WEEK 2024- HOUSING AND HOMELESSNESS
The CIPF have been able to focus ths year on the issues of t¥kling Comwaifs Housing Cri5i5. Many people
contrlbuting to the confereno andthe Report ako coveredthe i55ues of the cost of Irving crisis and also the housinB
crisis. Four sections in ihe event focussed on LNed Experien￿$.
The maln alm was to make M.P'S and Counolk)rs aware of the various projects and organlsatk)ns that are current
helping3nd supportingthose people whoare sufferfngfrom poverty, by 3rr3nging for them to visit their communlty
organisations and gain inslghts into the reasons why so many people withln our eommunlties are in poveity.
Challenge Poverty Week was organised by Church ALxion on Poverty and our Invofvement abo enables for Cornwall
to be involved in the nat•)nal debate. slxty projects and organisations partKipated In the week.
HOUSING AND HOMELESSNESS
Those that flnd theMSe￿e5 homeless are now over 2LKtI people, induding nearty l(Kx) families) in Comwall. The
CIPF completed a Housing Survey undertaken by Comwall Council around the issues of Housing and Homelessness,
in an atternpt to influence the latest Housln8 Strategy. Cornwall Council and Cornwall Housin8 have continued to
provide the'Pods' lin Penzance, Camborne andTrurol forsln8le people whoare streethomeless. Families are placed
In B and B accommodation, including in budget hotels, although no food provision is provided and loeatlon5 can be
inconvenient for schools and work. Our message to the Cornwall Councll and our national government is that we
need to build affordable houses at ￿alistIC rents.
CIPF'SCOMMUNITY MANIFESTO M4
Following on from our 2020 Report, A Fair and Just Future for Cornwall and our 2021 Report, A Communlty
Manrfesto for Cornwall. the CIPF decided that due to the 2024 General Election, a Community Manrfesto for 2024
will be Pfepared to P￿Sent a number of Community Projects that are needed in Cornwall. to our newly elected
Members of Parliament and other key people.
WE8SITE AND SOCIAL MEDIA
There has been further development of the CIPF'S website, in¢ludin8 establishing links to various social media
platformsand otherorganisations. A newwebsite has been developed showing all of our recent projects, as well as
projectsthatwe support, aiming to informand raise awarene550f those peopk in Cornwall, who are sufferin8 from
poverty and a￿ dealing with the cost of INin8 crsis.

Statement of Trustees, responsibilities
The Trustees are responsible for preparing the Trustee's Annual Report and the financial
statements in accordance with applicable law and United Kingdom Accounting Standards (United
Kingdttm Generally Accepted Accounting Practice).
Charity law requires the trustees to prepare financial ststements for each financial year which give
a true and fair view of the state of affairs of the charity and of the incoming resources and
application of resources. including income and expenditure. of the chartty for that period. In
preparing these financial statements, the trustees are required to:
a. Select suitable accounting policies and then apply them consistently..
b. Observe the methods and principles in the Charitie5 SORP:
c. Make judgements and estimates that are reasonable and prudent;
d. State whether applicable UK Accounting Standards have been followed, subJett to any
material departures disc105ed and explained in the financial statements,. and
e. Prepare the financial staternents on the going concern basis unle55 it is inappropriate to
presume that the Charitable Incorporated Organisation will continue in oper3tlon.
The Trustees are responsible for keeping proper accounting records that disclose with reasonable
atcurary at any time the financial position of the charitable and enable them to ensure that the
flnancial statements comply with the Charities Act 2011. They are also responsible for safeguardin8
the assets of the charity and hence for taking reasonable steps for the prevention and detection of
fraud and other irre8ularities.

The Charity constitutes a public benefit entity as defined by FRS102
These accounts have been prepared on an accruals and goin8 concern basis under the historical
cost convention with items recognised at cost or transaction value unless otheNise stated in the
relevant notelsl to these accounts. The accounts have been prepared in accordance with the
Statement of Recommended Prattice= Accounting and Reporting by Charities preparing their
account5 in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 102) issued on 16 July 2014 and with the Charities Act 2011.
The financial ststements have been prepared to give a 'true and falrf view.
c) Funds
Restricted funds are to be used for specific purposes as laid down by the donorlgrantee.
Expenditure which meets these criteria is identified by the fund
Unrestricted funds are donations and other income received or generated for the objects of a
charity without further specified purpose and are available as general funds.
d) Income
All income is recognised when due. Grants are accounted for when the Charty is entitled to the
use of the resources. their ultimate receipt is considered probable and the amounts due are
reliably quantifiable.
e) Expendlture
All expenditure is accounted for on an accruals basis. recognised when payable

The Charity has opted to prepare financial statements under the Charities SORP IFRS1021 and is
exempted from preparing a cashflow statement on the grounds it IS a small companv
j) Tax
The charity is exempt from income tax as all its income is charitable and is applied for charitable
purposes.
