number of projects in the year 2023- 2024
CIPF MEEtINGS
The CIPF have held 12 monthly meeting this year. Nlne of these meetfjn￿ have held using Zoom, with
three meeting being held in person. Local organisations have attendeLI and presented iDfomiation
regarding their work and key issues, as well a5 pro¥idin8 rthortting sUPPOrt for each other. The CIPF
have a membership of over 200. These meeting now iMlude a r￿e of 0rpnls*￿that help those
who supportthe homeless.
CORNWALL FOOD ALLIAN
The CIPF is a key member of the Comwall Food Alliènce,. to en3￿e the sharlng of ideas and develop
solutions to the problems that many our peorAe are faang in regard to Food Po¥erty. The CIPF has
also providing advice and support to a number of Indr￿￿UaI Foodb?nks and other prolects Involved in
helping those sufferlng with a lack of food. throughout Cornwall. Foodbank usage has Increased by
over 50% In the past year.

The CIPF have helped a number of indivlduals acce55 SUPPOrt from the Comwall Community
Foundatlon's Crlsis Funds, which includes the St Martin In the Flelds Fund.
CORNISH CHRISTKiAS GMNG CATALOGUE 2023
The Comlsh Christmas GNin8 Catslogue for 2023 Is ￿ being delivered by the Dloce5e of Truro to
provide support for the 20 voluntary and community or8anisations featured wrthin the catslogue. 15
Food Banks are also included. The OPF has helped with the distrilxjtion of the Catalogue thos year.
PARTNERSHIP WORKING
The CIPF have entered irrto a number of partnership5 with organisation5 helpi￿ people move into
work. Also. in ternis of the homele55ness work. a pamership has been established with Cornwall
Housing and also wlth Truro Cathedral. Transformation Comwall and the Diocese of Truro.

The CIPF have joined a number of national organisatiorfs netyiorks, to add to the national lobbying

HOMELESSNESS IN TRURO
Support has been provided to assist those sleeping rough in Truro and also to link into the various
servitrs. induding food provisio￿$. Supwrt is pyovided to the Winter Nlght Sheher, by proving
volunteers. Backpa(k Beds and tents have been i>sued to help in emergency situations.
CORNWALL COMMUNITr FOUNDATION
The CIPF continue to support the Cornwall Communty Foundation in its WO￿ and in particular by
provTrding infomiatlon in our (hristmas Catslogue and also by being part of their grant panels.
FUNDING FOR apF
Funding Applicatlons have been submitted and funding secured to ensure that the work of the CIPF is
'sustained. Some donations have also been received.
CHALLENGE POVERTY WEEK 2023- REPI UVING WAGE FOR CORNWALL CONFERENCE
The CIPF have been able. in partnership with Comwall Voluntary Sector Forum and Truro Food Bank,
to arrange a conference for lth) people, in October 2023 and focuse(l on the issues relating to Food
Poverty and the main Issue of the Real Living Wage for Cornwall. Many people contributin8 to the
conference also covered the i>sues of the cost of Ilving crlsis and also the houslng (T￿ls. Four sectlon5

CHALLENGE POVERTY WEEK 2023- ORGANISTIONS PAKnapATING IN THE WEEK
The CIPF, In Partnershlp with Cornwall Voluntary Sector Fonn. Truro Food Bank and Newquay Food
Bank and Churth Action on Poverty, has delivered work in connertron wtth Challenge Poverty week,
held in October 2023. The main aim was to make M.IVs and Councillors aware of the various projects
and organisations that are currently hdpin8 and supN)rtin8 those people who are suffering from
povwty. by arrangire for them to visit their community 0ry4nisations and gain inslghts Into the
reasons why $0 many people within our communitles are in poverty. Challenge Poverty Week was
or8anised by Chur(h Aciion on Poverty and our invofvement also enables for Cornwall to be involved
In the national debate. Forty proiert and organisatbons partiapated in the week.
HOUSING AND HOMELESSNESS
Those that find thernsel￿ homeless are over 2(IxI people, irKJuding nearty iO(M) families) In
Cornwall. The CIPF corn￿ted a Housing Suryey undertaken by Comwall Counal around the issues of
Housing and Hornelessness. in an atternpt to infiuence the latest Housing Strate8y. Cornwall Council
and Cornwall Housing have continued to provide the 'Pods' lin Penzance, Camborne and Trurol for
single people who are street homeless. Fèmilies are plxed in B arKI B Kcommodation, including in
budget hotels. although no food provision is provided and loc*ions can be inconvenient for schools
and work. Our mes5ageto the Cornwall CounLiI and our n*ional eovemment 15 that we need to build
ffordable houses at realistic rents.

CIPF'S COMMUNITY MANIFESTO 2024
Following on from our 2020 Re￿rL A Fair arKI Just FutLEre for Cornwall and our 2021 Report, A
Community Manifesto for Cornwall. the OPF deoded that due to the 2024 General Election, a
Community Manifesto for 2024 will be Prepared to pres&rt a number of Comrnunity Projects that are
needed in Cornwall. to our newly elerted M<embw5 of PaTliament.
WEBSITE ANO SOCIAL MEDtA
There has beenfurther development of the CIPF'S website. indudingestablishinglinks to varioussoaal
media platforms and other organisations. A new website has been developed showin8 all of our recent
projects, as wdl as projectsthat we SUPPOf¢ aimirgto infomi and raise awareness of those people in
Cornwall. who are sufferir* from poverty and are dealing with the cost of Ir4irE crisi5.

Statement of Trustees, responslbllitles
The Trustees are responsible for preparing the Twstee's Annual Report and the financial
statements in accordance with applicable law and United Kingdom Accountin8 Standards Iunited
Kingdom Generally Accepted Accounting Practice).
Charity law requires the trustees to prepare financial statements for each financial year which give
true and fair view of the state of affairs of the charity and of the incomin8 resources and
application of resources, including the income and expenditure, of the charity for that period. In
preparing these financial statements. the trustees are required to:
a. Select suitable accounting policies and then apply them consistently;
b. Observe the methods and principles in the Charities SORP;
Make judgements and estimates that are reasonable and prudent:
d. State whether applicable UK Accounting Standard5 have been followed, subject to any
material departures disclosed and explained in the financial statements: and
e. Prepare the financial statements on the going concern basis unless it is inappropriate to
presume that the Charitable Incorporated Organisation will continue in operatlon.
The Trustees are responsible for keeping proper accounting records that dlsclose with reasonable
accuracy at any tlme the financial position of the charitable and enable them to ensure that the
financial statements comply with the Charities Act 2011. They are also responsible for safeguarding
the assets of the charity and hence for takin8 reasonable steps for the preventlon and detection of
fraud and other irregularities.

l. Accounting Policies
a) Charity Status
The charity is a charitable incorporated organi53tion
bl Basis of preparation
The Charity constitutes a public benefit entity as defined by FRS102
These accounts have been prepared on an accruals and going concern basis under the historical
cost convention with items recognised at cost or transartion value unless otherwise stated in the
relevant notelsl to these accounts. The accounts have been prepared in accordance with the
Statement of Recommended Practice.. Accounting and Reporting by Charities preparing their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021 issued on 16 July 2014 and with the Charities Act 2011.
The financial statements have been prepared to give a 'true and fairf view.
c) Funds
Restricted funds are to be used for specific purposes as lald down by the donor/grantee.
Expenditure which meets these criteria is identified by the fund
Unrestricted funds are donations and other income received or generated for the objects of a
charity without further specified purpose and are available as 8eneral funds.
dl Income
All income is recognised when due. Grants are accounted for when the Charity is entitled to the
use of the resources, their ultimate receipt is considered probable and the amount5 due are
reliably quantifiable.
el Expenditure
All expenditure is accounted for on an accruals basis, recognised when payable

Cash at bank and in hand includes all current account balances and cash held for use wlthin the

Debtors are recognised at the settlement value due.

The Charity has opted to prepare financial statements under the Charities SORP IFRS1021 and is
exempted from preparing a cashflow statement on the grounds it is a small company

The charity is exempt from income tax as all its income is charitable and is applied for charitable
purposes.
