Statement of Trustee< responsibllfties
The Trustees are responsible for preparing the Twstee's Annual Report and the financial
statements in accordance with applicable law and United Kingdom Accounting Standards (United
Kingdom Generally Accepted Accounting Prartice).
Charity law requires the trustees to prepare financial statements for each financial year which give
a true and fair view of the state of affairs of the tharity and of the incoming resources and
application of resources. including the income and expenditure. of the charity for that period. In
preparlng these financial ststements. the trustee5 are required to".

financial statements comply with the Charities Act 2011. They are also responsible for safeguarding
the assets of the charlty and hence for taking reasonable steps for the prevention and detection of
fraud and other irregularlties.

b) Bas15 of preparation
The Charity constitutes a public benefit entity as defined by FR5102
These accounts have been prepared on an accruals and going concern basis under the historical
cost convention with items recognised at cost or transaction value unless otherwise stated in the
relevant notelsl to these accounts. The accounts have been prepared in accordance with the
Statement of Recommended Practice: Accounting and Reporting by Charitles preparlng their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021 issued on 16 July 2014 and with the Charities Act 2011.
The financial statement5 have been prepared to give a 'true and fairf view.
c) Funds
Restricted funds are to be used for specific purposes as laid down by the donor18rantee.
Expenditure which meets these criteria Is Identifled by the fund
Unrestricted funds are donations and other income received or 8enerated for the objects of a
charity wlthout further specified purpose and are available as general funds.
d) In¢ome
All income is reco8nised when due. Grant5 are accounted for when the Charity is entitled to the
use of the resources, their ultimate receipt is considered probable and the amounts due are
reliably quantifiable.
e) Expendlture
All expenditure is accounted for on an accruals basis, recognlsed when payable

The Charity has opted to prepare financial statements under the Charities SORP IFR51021 and is
exempted from preparing a cashflow statement on the grounds it is a small companv

The charity is exempt from income tax as all its income is charitable and is applied for charitable
purposes.

CHAIRMAN'S ANNUAL REPORT FOR 2021. 2022
The Cornwall Independent Poverty Forum ICIPFI had undertaken a range of actlvlties and delivered a
number of projects in the year 2021- 2022
CIPF MEETINGS
The CIPF have held 12 monthly meeting thisyear. Due to the pandernic, these meeting have held using
Zoom. Local organisations have attended and presented infomiatK*n regarding their work and key
issues, as well as providing networking SUPPOrt for each other. The CIPF have a membership of over
Ico.
CORNWALL FOOD ALLIANCE
The CIPF i5 a key member of the Cornwall Food Alliance: to enable the sharing of ideas and develop
solutlons to the problems that many our people are facing in regard to Food Poverty. The CIPF has
also providing advice and support to a number of individual Foodbank5 and other projects involved In
helpin8 those suffering with a lack of food. throughout Comwall. Foodbank usage has increased by
over 50% in the past year. There 15 considerabbe concern about the issues of 'Eat or Heat, and many
families being placed in hotels and other ternporary accommodation. with Ilttle or no food provlsion.
Over half of people needing SUPPOrt from Foodbank5 are in employment.
CHURCH HOMELESS NETWORK
The CIPF ha5 organised four meetings of the Church Homeless Network. to enable a range of
or8anisations that support the homeless to corne to together. share Information and ideas and
support one other.
COMMUNITY DEVELOPMENTSUPPORT
The CIPF have provided community development support to ihe folk)wing organisations: THAG,
Penzance's Street Food Project. Penzance Breakfast Project. Cornwall Prayer Shawls. DISC Newquay,
The Gershie Project. Truro Community Land Trust, Food Troops . Cornwall Befrfendln8 Sernice. Chy
Sawel and Hidden Help
CRISIS FUND
The CIPF have helped a number of individuals actess support from the Cornwall Community
Foundation's Crisis Funds, including the St Martin in the Fields Fund.
BACPACK BEDS PROJEcr
One of CIPF'S own projects. fvnding has been raised to provide a further 16 Backpack Beds to help
those that find theMSe￿e5 sleeping rough with emergency shelter, dlstributed throughout Cornwall,
through Foodbanks and other organisations SUPF)Orting the homeless. Backpack Beds are not the
permanent solution to preventing or ￿lieVIng homelessness- but they do offer a Simple and effective
short term solution to help vulnerable people take the first Ste￿ away from sleeping on our streets.

THE GERSHIE PROJEcr
The project provided help and support for those that find themsefves horneless in Falmouth. The
project Is now established as a Community Interest Company and help between 8 and 12 people each
week. with their homelessness issues. as well as helping them back to employment. Most support
work is now undertaken on an outreach basis.
CORNISH CHRisfMAS GIVING CATALOGUE 2021
Another one of CIPF'S projec￿ The Comish Christmas Gmng Catslogue for 2021 has again been
successful with over £12(KKI being raised to support the20 voluntsry and community organisations
featured within the tatalogue. The wide distribution of the catalogue has also raised awareness of
range of issues relating to poverty and disadvantage and has also helped promote the work of the
organisations featured. There were four new entries this year. these bein8; First Light South West,
Rame Community Kitchen. The Haven and Comwall Advocacy.
END HUNGER CAMPAIGN AND END HUNGER CORNWALL
CIPF has become a partner in the Nat*)nal End Hunger Campaign, a campaign to raise aWa￿neSS and
address the Issue of Food Poverty. CIPF have been collerting dats and personal stories about the issue
of Food Poverty. Also the CIPF have assisted in the fomiation of End Hunger Cornwall, an organisation
focu5sing on the issues of food poverty and sustainability in Cornwall
UNIVERSAL CREDIT
The Department of Works and Pensions have introduced their Universal Credit programme in
Cornwall. The CIPF have continued to provlde support to people that needs assistance with dealin8
with this programme. and have tried to influence our M.P.'s to make positive changes.
PARTNERSHIP WORKING
The CIPF have entered into a number of partnerships with organisation5 helping people move into
Work. These partnership5 are with Active Plus and Work Routes. Also, in temis of the homelessness
work. a partnership ha5 been estsblished with Cornwall Housing and also with Truro Cathedral,
Transfomiatlon Cornwall and the Diocese of Truro.
THE 81G ISSUE. GENERATION RENT AND ST MARTIPYS FRONTLINE NEnVORK
The CIPF have joined a number of national organisation's networks, to add to the natlonal lobbying
around housin8 issues and homelessness. These indude The Biglssue. Generation Rentand St Martin's
Frontline Network
HOMELESSNESS IN TRURO
Support has been provKled to assist those sleepin8 rough in Truro aJMI also to link into the various
services, including food provisions. Support is provided to the Winter Night Sheltsr, by proving
volunteers. Backpack Beds have been issued to help in emergenry situations.

CORNWALL COMMUNITY FOUNDATION
The CIPF continue to support the Comwall Community Foundation in its work and in particular by
providing infomiation in our Christmas Catalogue and also by being part of their grant panels.
CRISIS FUNDING ICOVID 19)
The CIPF has continued to secure rnonie5 from the Cri￿$ Fund {Covid 191. to help individuals and
or8anisattons deal with additional costs that they have incurred dealing with and due to the Covid
situation.
FUNDING FOR CIPF
Funding Applications have been submitted and funding secured to ensure that the work of the CIPF is
sustained. Some donations have been received.
POVERTY HEARING (CONFERENCE)
The CIPF have been unable to organlse a Poverty Hearlng thls year, due to the pandemlc. However
preparation work has now started on the latest Poverty Hearin8 to be held in October 2022 and will
focus on the issues relating to Food Poverty, and will follow up from our You Can't Eat the Vlev/
Conference in 2019. The issues of Food Poverty and Food Insecurity have slnce become even more
challen8lng for many people throughout Cornwall.
CHALLENGE POVERTY WEEK 2021
The CIPF. In Partnership with End Hunger Corn*FII. has delivered work in connection with Challenge
Poverty week. held in Ortober 2021. The main aim was to make m.ws and Councillors aware of the
various projects and organisations that are currentw helpin8 and 5UPPOrting those people who are
sufferin8 from poverty. by arranging for them to visit their community organisatlons and gain Insights
into the reasons why so many people within our communities are in poverty. Challen8e Poverty Week
was organised by Church Action on Poverty and our invofvement also enables for Comwall to be
involved in the national debate.
A FAIR AND JUST FUTURE FOR CORNWALL
A report was prepared to look at better future for Comwall as we emerge from the first Covid 19
lockdown. The main alm was to encourage polltical leaders and decision makers to Ilsten to a wide
cross Section of local vol￿& 21 artides where included in the ￿e￿rt. by people working to serve our
communities. The CIPF are continuing to ralse awa￿ne$S of many of the issues raised in the report.
A COMMUNrrY MANIFESfo FOR CORNWALL
Followng on from the A Fair and Just Future for Cornwall Re￿rt. a further piece of work looked at
enCoura￿ng local people and communitie5, to present ideas about prokx)sals to help Cornwall have a
more just and fairer future. 40 proposals were p￿sented in A Community Manifesto for Cornwall, to
all of our local councillors and our M.P.'s and other key decision makers. The CIPF continue to work
on developing some ofthese proposals. Particularty those relatingto Food Poverty. Homelessness and
A Benefrt System that Works. One proposal is being developed that looks at the links betsveen
Childhood Trauma and Homelessness.

HOUSING AND HOMELESSNESS
Due to the current Housing and Homelessness Crisis in Cornwall. the CIPF wrote to all six of our M.P.'s
to ask to meet and discuss this sltuation and possible solutions. We have had no responses. Those that
find themsefves homeless are now over 21￿) people in Comwall. The CIPF completed a Housing
Survey undertaken by Comwall Council around the sssues of Housing and Homelessness. in an attempt
to influence the latest Housing Strategy. Cornwall Council and Cornwall Hous1￿ have continued to
provide the,Pod￿lIn Camborne and Trurol for single people who are street horneless.
WEBSITE AND SOCIAL MEDIA
There has been furtherdevelopment of the CIPVs website. includingestablishing linksto various soclal
media plafftirms and otheror8anisations. A new website has been developed showing all of our recent
projects. as well as projects that we 5upporL aiming to inform and raise awareness of those people in
Cornwall, who are sufferi￿& from poverty.
