Objèctlves and Aims
The aim of the Trusl is established lo help severely disabled young Children and those with life threatening
and life limiting illnesses up lo the age of six in Gloucoslershire. This Is achieved through three objectives..

l. Relief for Children Under 5.. Providing support for children aged flvo and under who are severely dlsabled.

providing esseniial respite care. encouraging community connections, and offering comprehengvè emotional
support. Our purpose-buill ¢8ntre, Kites Corner, and the range of services we provide are vital In ensuring that
families receive the care and support they need during challenging ts'mes.
Day and Night Nurslng Respite Car¢
Kites Comer.. Our purpose-buill ¢8ntre on the outskirts of Gloucester Clty offers day and night respilg care.
Horne Rèspile.. Depending on the child's needs, we may provide one-to-one respite care in the family homo.
Nursing Team.. Composed of registéred children's nurses. Heatth Care Assislanls, and Early Year
Educators, we provide a hospice-modelled palliativè care service.
Family Support
Quality Time for Families.. Wo understand thg impact of caring for a child with specialist needs and aim lo
give18milies the chance lo rèlax and spend quality time together.
Community Building.. James Hopkins Trust is a pla¢è for families lo meet others In similar siluallons.
encouraging lifelong friendships, empowering individuals, and developing a strong sense of belonging.
Organised Famlly Activities
Family Events.. We organise numerous opportunllles for families to gather in a safe environment, induding
family fun days. picnics, and Christmas parties. These events often provide the only opportunilies for some
families lo go out together.
Emotional and Practical Support
Ongolng Emotional Support.. Our nurses provide conlinuoLJS emotional support during vlsits and through
extensive telephone contact from the point of diagnosis onwards.
Care Planning and End-ol-Life SLJPPOrt'. We engage in difficu51 conversations around care planning and
provide increased support during end-of4ife, working closely with other services to respect the child's and
family's preferances.
Posl-Bereavemenl SvppDrt.' After a child's passing, we offer ongoing emotional support without fjme
constraints. Our "Afternoon of Memories" evenl every December allows bereaved families lo remember and
celebrate their child's life.

The Trust looks lo a¢hSeve these objectives. whilst demonstrating ils charitable purpose for the public benerrt
by the provision of nursing led respite care in thè purpose built day and overnight facility al Kites Comer in
Gloucester and daytime nursing respite care in the lamily home.

Charitable actlvltles
The ongoing Concern of James Hopkins Trust is to continue providing the high standard of respite that
families deserve and rwive. while balanclng safe working practices and preserving the team's workllife
balance. Over the noxt three years James Hopkins Trust are working on expanding its nursing department so
that the overnight respile sessions can increase.
Sadly, il is well publicised Ihal the UK'S children's palliative care workforce is al breaking polnl":
-There arèjusl fifteen children's palliative care CDnsullanls in the UK when there should b8 40.60.
-on average children's hospices have a nursing vacancy rale 0112.2010.
-Two thirds of children's hospice nurslng posts are still vacant after three months or longer.
-There are just 574 NHS communlty children's nurses in England.. safe staffing levels suggest there should be
around 5,500 CCNS.

2023-24 ha5 been a time of meaningful change for James Hopklns Trust whero much of tho year was spent
implementing our Tevisod respite sessions offered. In terms of service delivery, 202312024 marked
significanl achievement with an increase of 3032 respite hours provided..

This unders¢ored our commitment to SUPPOFting the families and children who rely on our servSces.
In the face of ongoing nursing recruitment challenges, overnight respite sessions have not matched previous
levels, bul we have successfully iniroduced a diverse range of additional regular rasp￿8 hours. Thls
adaplalion has enabled us to oxtend our servicgs to more children than ever before.
The reslrucluring ol the Inlegraled Commission Boards, and pressure on the NHS continues lo dominate th&
news. All of whieh means that we will need to work hard lo ensure that palliative, respite, and end of life care
for Children occupies a strong place in planning and dlstribulion of funds from the Government. We are
engaging with our local M.P.'s within Gloucestershirè lo obtain their support lo ensure that funding for
Children's Hospices features in any govemmental fulLJre planning and distribution of central funds.
Events over the last 3 years have highllghted that when all parties work together James Hopkins Twst plays a
vllal role in the struclure of PTovidlng co-ordinated palliative carg lo children. We musl ensure this remains al
the forefront of any future devélopment within the provision of palliative cara for children.
Wo will continue to work closely with GIOu￿stershlr8 Integrated Care Board, So¢lal Services, NHS England.
and other relevant organisalions on the issues surrounding stalulory funding to try and ensure we are able to
provide the best care and support to our children and families.
When we prepared our bLJdgets last year we were very concerned about the initial impact of higher
Interest rates and inflation on the g¢onomy and how this would affect fundraising. As a result, we
forecast a significant deficit however following re¢eipt of several unexpected donations, grants. a legacy and
doser working with Glou¢estershire's Inlegraled Commissioning Board means we are delighted lo end the
year with a surplus of £e7.340. The fulura is still very much a challenge. as high inflation and inlerost rates
nllnue lo impact on individuals, spendable income.

Fundraising activities
James Hopkins Trust Is reliant on the support given lo us from our local communities, and further
afield. lo ensur8 we can continue lo support the childr8n and their famili85 who need our services. In a year
when people's disposable income continues to be squeezed by the cost-of-living crisis, wo are exceptionally
grateful lo our supporters for their loyally and generosity.
Our approa¢h to fundraising
Our team of fLJndraisers and volunteers. offer a wide range of activities through which peopLe can support our
cause. From events and communily led fundraising to corporate donations, regular standing orders. gifts Igft
In wllls and our own Glouceslershire Lottery we aim to have a method ol giving that suits the arcumslan¢es of
all supporters.
Regulatlon, Compliance, and Governance
We are registered with the Fundraising Regulator and comply with the Code of Fundraislng Practice.
We had no compliance issues with the scheme during the ye8r. In 2023124 we were a corporate
member of the Chartered Institute of Fundraising ICIOF}
Protecting vulnarable people and mèmbers of the publlc
Our Fundraising Policy JHT 071 advises on how lo protect vulnerable people and The Senior Management
Team are available lo support and give guidance lo other team members on any concerns.
Mosl of our fundraising asks are mad8 over social media, which followers choose lo receive, and members of
the public can @asily 'swilch off. We hold regular leadershlp team meetings where any concerns regarding our
contacts ¥￿th the public can bo dSscussed.
All funds raised by the Charity will be spent for the purpose for which they arg raised. Al funds raised through
activities will be banked into Ihtr Charity's bank accounl before deduction of expenses.

Th8 Trust received grants includlng £146,517 from NHS England, £80,197 from Together For Short Lives.
£55,000 from the Julia and Hans Rausing Trust. £23,919 from the Pattery Trust. £17,600 from Pied Piper
Trust, £10,000 each from the Matchroom Charitable Foundation and the Summerfield Charitable Trust and
£5,000 ea¢h from the Albert Hunt Trust, tho Sobdl Foundallon and the James Tudor Foundation.
Donations and legacies received and due for the year were £249.195 compared to £244,651 received for
2023.
INVESTMENT POWERS AND POLICY
Under the Trust Oeed. the Twsl has the powgr to inve51 acwrding lo the recommendations ol the Trustees.
In view of the working capital requirement of the Trust, il has been agreed lo retain funds of £250,000 within a
32-day notice bank investment and £250,000 within a six-monlh bank bond investment wth a further balance
approximating lo £200,000 in an insianl access bank investment. ihe remaining funds are in a curront
account lo service the immediatè operating cashflow requiremant. 11 is not deemed appropriate to make
further investments as any additional funds would be required to provide the respite cara facilities and reduce
the need for any bank borrowings.
RESERVES
The Trustees have considered thè requirement of the Trust and its reserves. The Trust alms lo build up a
contingency of 12 months total expenditure. to ensure conllnuity of care and to maintain Its operating activities
most èffectively. The accounts show that the Trust has £787.502 of nel unre51riclgd reserves against a largot
of approximaldy £800,000.
The average forecast monthly expenditure is approxlmately £68,000 therefore the charity has about 12
months worth of expenditure In unreslricled reseNes. The Trust is planning to purchase additional land to
meet th8 operational demands ol increasing nLJmbers of Glouceslershirg families needing support. This will
involvts ¢￿atIng a campaign and restricting funds lo raise the income needed lo develop their resplle centre
Kites Corner.
GOING CONCERN
The Charity has been able lo continue lo malntain healthy resetves desplle the inability to conduct ils usual
fundraislng events throughout the year. Since the year gnd fundraising events have recommenced and this
should enable the charity lo have sufficient funding and reserves in place lo ensure that ils going concem
status is not pla¢ed al risk.

There must be al least three Charity Trustees. If the number falls bèlow this minlmum, the ramaining Trustee
or trustees may act only to call a meeting of the Charily Trusleos, or appoint a new Charily Trustee. There is
no maximum number of Charity Trustees that ￿￿Y be appoinlgd to the CIO.
Apart frorn the first Charity Trustees, every Truste8 musl be appointed for a term of three years by
resolution passèd al a property convened meeting ol the Charity Trustees. Trusleas will be selecled by the
charity trustees according lo the skills, knowledge and eXper5en￿ needed for the effective adminislralion of
the CIO.

The financial statements of the charity, which is a public benefit entity under FRS 102, havo been
prepared in accordance with the Charities SORP IFRS 1021 'Accounling and Reporting by Charities..

with the Financial Reporting Standard applicable in tho UK and Republic of Ireland {FRS 1021

Fund accounting
The Equipment and Fabric Care Fund - This represents the nel book value of specialised equlpmenl at
the cent
The OvernSght & Resplte Care FurKI This represents the available restricted grant Income for the
provision of overnight respite c8re. The fund balance generally has a nll value al tha year end, as this
restd¢ted income is usually spent in the year.
The Day Respite Care Fund This fund represents available funds which are speclfically for day
respite care.
P•nsion c¢)sts and other post.retirement bonefits
The charity operates a defined contribution pension scheme. Contributions payable to the charity's
pension scheme are charged lo the Statement of Financial Acdvllies in the period to which they relate.
Financial Instruments
The charity has el8cted to apply the provisions of Section 11 'Basic Financial Instruments, and
Section 12 '01her Financial Instruments Issues. of FRS 102 10 all of ils fin8n¢ial instruments.
Financial instruments are recognised in Ihe ch8rily's slalement of financial position when It
becomes p8ty to the conlraclual provlsK)ns of thè inslrumenl.
Financial assets and liabilities are offset, wilh the net amounts presented Sn the flnancial
slalgments. when there is a legally enforceable right to set off Ihe recognised amounts and
there is an Snlenlion to settle on a net basis or lo reallse the asset and settlè the liability

Basic financlal a$$gts
Basic financial assets, which include cash and bank balances, are measured at transaction
pri¢e including transaction costs and are subsgquenlly ¢arrSed at 8mortised cost using the
effeclNe Interest method.
Impairmènt of financtal assets
Financial assets, other than Ih¢)se held al fair value through the SOFA, are assessed for
indleators of impalrmenl al ea¢h reporting and dale.
Flnancial assets are impalred where there is objective evidence that, as a result of one or
more evenis that occurred after the initial recognition of the financial asset, the estimated
future cash flows have been affected. The impairment loss is reco9nised in the SOFA.
Basic flnancial liabllltles
Basic financial li8biliiies are r8¢ognised al Iransaction price unless the arrangamenl constitutes a
financing transaction, where the debt instrument is measured at the present value of the future
payments discounted at a market rale of interest.
