## **Trustee Annual Performance Report** 

## **For the year ended 31 March 2025** 

In accordance with Charity Commission expectations and best practice, this Trustee Annual Report has been structured in alignment with the Charity Commission’s guidance for Charity Trustees, covering the seven key governance areas of delivering purpose, managing finances, conflicts of interest, decision-making, reporting information, safeguarding people, and political campaigning, and demonstrates - at a high level - how the Trustees have fulfilled their governance responsibilities throughout the reporting period. 

## **1. Delivering Purpose** 

## Objects and Purpose 

The Object of the Charitable Incorporated Organisation is to advance the Christian Religion in accordance with the Christian Faith, primarily but not exclusively within localities of the church and the surrounding neighbourhood. 

## Activities in Furtherance of Purpose 

Church Service, Worship, Prayer, and Teaching 

- Weekly Sunday services were held in person and online, led by the local Minister Devron White, with support from Joshua Wilson (Pastor of the Spiritual Care Foundation and Interim Pastor of BACG), Lady Dianne Wilson (Spiritual Care Foundation), Deilton Parkes (Overseer and Pastor of Bethel Temple of Christ, and BACG Affiliate), and others who travel from near and far to support BACG. 

- Weekly online prayer meetings were hosted by Spiritual Care Foundation (SCF). 

- Weekly online Bible study sessions were hosted by Spiritual Care Foundation (SCF) and Bethel Temple of Christ (BTC). 

## Praise and Worship 

- Simeon Whitter and Dionne Andrews of the Praise and Worship team have performed exceptionally and consistently - demonstrating remarkable commitment.  As a team their efforts make a significant and positive impact on each service and their conduct exemplifies collaboration, respect, flexibility, and initiative often working beyond their usual roles to successfully drive forward accounting, event planning, and service programming. 



Community and Pastoral Support 

- BACG services, supporting local churches, funerals, provision of music ministry, and sharing of church equipment for community 

- Support for the annual Jamaican Independence Day celebrations and Annual Street Party 

Fellowship and Engagement 

- Church Christmas Fellowship Dinner 

- Church Christian Comedy Event 

- Attendance at District meetings in Birmingham, Bristol, and Swindon 

- Attendance online - joining various church assemblies across the UK 

Membership Growth 

- Membership and regular visitor attendance increased by approximately 100% 

- Aspirations to re-establish children’s Sunday school in response to growing attendance 

Property and Facilities 

- Maintenance and improvement works to the roof were undertaken to ensure the safety and usability of the church building. 

## **2. Managing Finances** 

Financial Review 

- Income was generated through donations and offerings 

- Income has also been positively impacted by individuals who donate their services to BACG gratis 

- All funds were applied in accordance with the church’s charitable object and purposes 

- Trustees ensured that reserves are sufficient to maintain ongoing activities and building maintenance 

- (See accompanying accounts for full financial details.) 

## **3. Conflicts of Interest** 

Bethel Apostolic Church Gloucester is a Charitable Incorporated Organisation (CIO). The charity is governed by its constitution, which outlines the appointment, powers, and responsibilities of the Trustees. 

- Regular Trustee meetings were held and minuted during the reporting period to ensure effective governance, oversight, and statutory compliance 



- An Extraordinary Annual General Meeting (AGM) was convened on 3 September 2024 to consider and resolve specific governance matters 

- The Trustees plan to tackle conflicts of interest and loyalty and, in so doing, safeguard the charity’s assets and governance 

- A register of conflicts is to be created 

- Conflicts of interest and loyalty are to be managed increasingly proactively moving forward 

## **4. Making Decisions and Affiliations** 

Governance and Management 

- Day-to-day operational activities, including worship services, community outreach, and administration, are carried out by church members, volunteers, and ministry leaders under Trustee supervision 

- Governance and management decisions are made by the Trustee Team, consulting with the members, including voting, wherever required 

- Trustee meetings are held regularly - typically online.  Minutes are recorded and published to the Trustee Team.

- On 18 September 2024, the CIO concluded the termination of an affiliation previously held with Mr Lansford Dinnall 

- On 18 September 2024, the CIO formally concluded the termination of an association previously held with Mr David Collins

## **5. Reporting Information** 

The Trustees confirm that they have complied with their duty with regard to the following :- 

- Annual return, report and accounts 



- Promptly reporting of RSIs (reporting of serious incidents) 

An RSI was made to the Charity Commission regarding the necessary termination of previously held affiliation and association with Mr Lansford Dinnall (affiliation formally concluded 18.09.24) and Mr David Collins (association formally concluded 18.09.24). 

## **6. Safeguarding People** 

- The Trustees ensured that safeguarding considerations were maintained across worship services, fellowship events, and community activities 

- Safeguarding responsibilities were overseen in line with Trustee duties to protect children, vulnerable adults, members, and visitors engaging with the church and its activities 

- A Fire Risk Assessment Report was undertaken by Rise Fire Safety Ltd 

## **7. Political Campaigning** 

- The charity did not engage in party political activity during the reporting period 

- Any engagement with community or cultural matters was undertaken in furtherance of the charity’s object and in accordance with charity law 

## **Trustee Reflections** 

This year has brought with it extraordinary challenges and successes for Bethel Apostolic Church Gloucester (BACG). Our achievements have been made possible thanks to the steadfast support of our affiliates, Overseer Deilton Parkes, Pastor Joshua Wilson, Lady Dianne Wilson, the encouragement of our friends, and most importantly the daily commitment of our local members – Missionary Whitter, Missionary Brown, Minister Devron White, Sister Dionne Andrews, Brother Simeon, and Brother David.  We also acknowledge regular visitors such as Yvonne Whitter and Bev Howell who, beyond attending services, play important and often unseen roles in the church functioning - and are absolutely central to the BACG family. 

We warmly welcome our affiliation with Reverend Joshua Wilson which now includes his role as Interim Pastor at BACG – committed to providing pastoral support and offering strategic ecclesiastical insight and recommendations.  Likewise, our affiliation with Reverend Deilton Parkes - an Overseer for District 1 of the Bethel UK faith assemblies – is warmly welcomed and has made a positive impact to BACG, bringing with it a commitment to pastoral support, growth and delivering purpose. 

Membership continues to grow, and with more children attending, we are eager to plan for the re-establishment of a children’s Sunday school. 

The Christmas comedy event reminded us that collective joy and laughter is essential for 



the soul of members, as well as the wider community. 

Looking back and looking ahead - the focus is on community. Historically, BACG served the community through annual church trips, hospital services, multi-agency engagement, police force support, and summer outreach events. We aspire to return to these activities while ensuring our church home remains welcoming to individuals and community groups from all walks of life. 

We are committed to strengthening our charity governance through continued professional development training, policy development, and proactive management of conflicts of interest or loyalty.  A special thanks is extended to the Trustee Team who have worked together, been committed to the cause, and shown exceptional fortitude during the period. 

We cannot overstate how grateful we are for the presence, prayer, and participation of each member of the BACG family, from the youngest to the eldest. As it says in Ephesians 4:16 (ESV): “From him the whole body, joined and held together by every joint with which it is equipped, when each part is working properly, makes the body grow so that it builds itself up in love.”

## **Future Plans** 

- Continue to grow membership and deepen discipleship across all age groups, including establishing a children’s Sunday school 

- Strengthen community engagement by welcoming individuals, families, and community groups to use the church building 

- Enhance governance and statutory compliance through Trustee training and policy development 

- Deliver well-supported General Congregational Meetings (GCMs) 

- Further develop worship, prayer, and teaching programmes 

- Maintain and improve the church building 

- Work prayerfully and professionally towards the appointment of a long-term Pastoral Team or Pastor 

- Develop additional fundraising initiatives 

## **Statement of Trustees' Responsibilities** 

The Trustees are responsible for preparing the Trustee Annual Report and accounts in accordance with applicable law and regulations. They ensure that the charity operates within its constitution, exercises proper financial control, and delivers public benefit in line with its charitable object.
