The trustees present their report and the financial statements for the year ended 31 March 2025.
Objectives and Activities
Aims and Objectives
The principal objective of the charity IS to relieve sickness and to assist in the treatment and care of persons suffering from hydrocephalus and/or arachnoid cyst across the UK by:
a) financing health professionals across the UK with an interest in paediatric arachnoid cysts and/or hydrocephalus to enable them to further their knowledge and understanding ensuring the highest professional standards
b) promoting independent research into the prevention and treatment of hydrocephalus and/or arachnoid cysts provided that all useful results are disseminated to the public
c) providing information and support to people and their families/carers with hydrocephalus and/or arachnoid cysts.
Significant Activities
Chair’s Report
As always, it is a pleasure to submit this statement. Harry’s HAT has experienced another year of growth, which is a credit to our dedicated staff team, Trustees and volunteers.
This year we were delighted to welcome Laura Harding as our new part-time administrator. Laura quickly made a positive impact by streamlining administration. This has freed up time for our CEO and Families Together Manager to focus on strategy and direct family support. Laura is already a fantastic asset to the team.
Our operational team continues to be exemplary. Both Caroline Coates (CEO) and Vicki Hannay (Families Together Manager) have worked tirelessly despite growing demand from families. Alongside supporting families, they have played a central role in driving forward our Get-A-Head campaign , which has now reached Westminster.
Strengthening our Board
In June 2024, we welcomed Victoria Wall to the Board. Victoria is a journalist and hydro-mum whose professional skills and lived experience have already made a significant difference. She has been pivotal in strengthening our PR strategy and raising awareness of the Get-A-Head campaign among both the public and key decision-makers.
We also said goodbye to Faith Kitchen, who stood down after serving as a Trustee since the charity’s foundation. Faith was instrumental in establishing Harry’s HAT as a well-governed organisation and in building many of our core processes. On behalf of the Board, I thank her for her dedication and support.
Our Trustees all give their time voluntarily, and despite increasing demands, they remain focused on ensuring every strategic decision is made with families’ best interests at heart.
Key achievements this year
Our second book published. Hydrocephalus: Starting School was released in September 2024, shaped by the stories of hydro-families and enriched by advice from teachers, SEND experts and neurosurgeons. It has been warmly welcomed by families preparing for the challenges of starting school.
The Get-A-Head campaign has gone from strength to strength.

In July 2024 we sent an Open Letter to the Secretary of State for Health, signed by 23 paediatric neurosurgeons representing every paediatric neurosurgical centre in the UK.

In November 2024, Caroline and Victoria met Wes Streeting MP and the Speaker, Sir Lindsay Hoyle MP. As a result, the Secretary of State agreed to seek advice on commissioning a clinical review into infant head circumference measurement. - We hosted two high-profile awareness events. In August 2024, a garden party at Lambeth Palace, and in February 2025, a reception at the Speaker’s Office in the Houses of Commons. Both gave families the chance to share their stories directly with decision-makers, and the impact was clear.
The campaign’s progress has been driven by the dedication of the whole Harry’s HAT team, but I would like to give special thanks to Caroline Coates , Victoria Wall and Roisin McNicholas (research consultant) for their exceptional work in moving the campaign forward.
This has been a year of growth, determination and impact. Families remain at the centre of everything we do, and I am confident that with the combined strength of our staff, volunteers and Trustees and the generosity of our supporters we will continue to achieve even more in the year ahead.

Significant Activities - continued
Founder’s Report
When we first set up Harry’s HAT, our hope was simple: that no family would ever feel alone when faced with the challenges of paediatric hydrocephalus. Looking back over the last year, I feel proud of how far we’ve come together. This year has been about connection, awareness and making sure families get the right support when they need it most.
Thanks to the generosity of our supporters and the determination of our small team, we have been able to stand alongside more families than ever before. Every figure represents real people navigating an uncertain path, and behind each number is a story of courage.
One parent told us: “I honestly don’t know where I would be without Harry’s HAT. Being able to talk to people who really understand, because they have walked and are still walking the same path, makes me feel less alone. I know I can ask questions without feeling silly or over the top.”
The difference we have made for families

578 families supported. That is more than 2,300 individuals who turned to us for help, reassurance and information at a time when they needed it most.

Eight new resources created. These fill the gaps in reliable information for parents, carers and professionals, including our new book Hydrocephalus: Starting School and bespoke information leaflets for conditions which have caused hydrocephalus.

Family days held . These offered safe spaces where parents, siblings and children with hydrocephalus could connect, swap stories and know they are not alone.

Grandparents Support. Vicki’s role has widened to ensure specific support for Grandparents can be delivered. This has included providing direct support as well as developing bespoke resources addressing issues highlighted by this group.

Comfort bags distributed. Families arriving at hospital in an emergency received these to provide some relief in moments of stress.
Raising awareness and pushing for change
Direct support matters deeply but so does making sure hydrocephalus is better understood. This year we have kept families’ voices at the heart of our campaigns:

Over 25,000 people signed our petition calling for a review of infant head circumference measurements, pressing for earlier diagnosis and better outcomes for children.

Global Get-A-Head Day grew stronger , shining a light internationally on the importance of head circumference checks and meaning we can benchmark the UK against other countries when it comes to infant head circumference measurement.

More than 10,000 paper tape measures distributed to health visitors and parents, supporting simple steps that can save lives.

National media coverage on ITV, BBC and Bauer Radio helped more people than ever hear about hydrocephalus and the challenges families face.

Young Ambassadors launched to ensure children and young people with hydrocephalus shape the work we do and are never overlooked.
Building knowledge among professionals
Families tell us time and again how vital it is that health professionals understand hydrocephalus. This year we have:

Delivered 27 bespoke workshops for, nurses and health visitors and midwives to strengthen awareness and patient care as well as presented at events where we can highlight the lived-experience of paediatric hydrocephalus including the British Paediatric Neurosurgical Group.

Funded and led the Shunt Pathway Programme so that children attending A&E in suspected shunt or ETV failure have a clear pathway to urgent treatment.
Looking ahead
This year has reminded me why Harry’s HAT exists. It is about more than resources or campaigns. It is about holding families’ hands when the ground beneath them feels shaky. It is about pushing for change so children can be diagnosed and treated earlier. And it is about listening to siblings and young people, so their voices carry weight in shaping services.
We still have much to do. Families continue to tell us that diagnosis can be slow, information patchy and support inconsistent. We will keep pressing for better systems, more awareness and practical help where it matters most.
To every supporter, volunteer and family who has walked alongside us this year: thank you. You are helping us turn hope into action, and action into lasting change.

Public Benefit
The trustees confirm that they have complied with the requirements of Section 17 of the Charities Act 2011 to have due regard to the Charity Commission’s guidance on public benefit.
Achievements and Performance
Main Achievements
The activities carried out by the charity in the year in order to meet its objectives include:
a) working with communities to raise awareness of paediatric hydrocephalus
b) the provision of grants so that people working with children affected by hydrocephalus can improve their understanding of the condition
c) connecting of families affected by paediatric hydrocephalus
d) funding of research to improve life-chances of children with the condition
e) Supporting nurses and front-line medical staff to access bursary grants to further their knowledge and understanding of hydrocephalus
Financial Review
Reserves Policy
The charity holds unrestricted reserves of £137,491 (previous year £88,041).
The charity's policy is to hold six to nine months of running costs in reserves.
Structure, Governance and Management
Governing Document
Harry’s Hydrocephalus Awareness Trust, a charitable incorporated organisation (CIO), registered as a charity on 29 April 2019 and uses the working name of Harry’s HAT.
The Charity is controlled by its governing document and the CIO Constitution.
Trustee Selection Methods
The Constitution provides for a minimum of 3 Trustees with no stated maximum. Where there is a requirement for new Trustees these are identified and appointed by the existing
Trustees for a term of 3 years by the passing of a resolution at a properly convened meeting of the Trustees. In selecting the new Trustees, the Board must have regard for the skills,
knowledge and experience needed from the individual in order to provide effective administration of the charity.
Any new Trustee will be provided, on or before their first appointment, with a copy of the previous period's annual report and accounts and a copy of the Charity constitution.
Risk Management
The Trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Statement of Trustees' Responsibilities
The trustees are responsible for preparing the Trustees' Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing the financial statements the trustees are required to:

select suitable accounting policies and then apply them consistently; observe the methods and principles in the Charity SORP;
-
make judgments and accounting estimates that are reasonable and prudent; and
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping adequate accounting records which disclose with reasonable accuracy at anytime the financial position of the charity and to enable them to ensure that the accounts comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

I report to the trustees on my examination of the accounts of Harry's Hydrocephalus Awareness Trust (the Trust) for the year ended 31 March 2025.
Responsibilities and Basis of Report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent Examiner's Statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and contents of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. General Information
Harry's Hydrocephalus Awareness Trust is an unincorporated charity registered with the Charity Commission, registered charity number 1183086. The principal address is 4 Wildwood Gardens, Yateley, GU46 6EB.
2. Accounting Policies
2.1. Basis of Preparation of Financial Statements
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)", Financial Reporting Standard 102 "The Financial Reporting Standard applicable in the UK and Republic of Ireland" and the Charities Act 2011.
The charity is a Public Benefit Entity as defined by FRS 102.
2.2. Going Concern Disclosure
The trustees have not identified any material uncertainties related to events or conditions that may cast significant doubt about the charity's ability to continue as a going concern.
2.3. Fund Accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Designated funds comprise unrestricted funds that have been set aside by the trustees for a specific purpose.
Restricted funds are to be used for specific purposes as laid down by the donor.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
2.4. Incoming Resources
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Donations are recognised when received and will only be deferred if the donor has specified the donation must only be spent in future accounting periods or if certain conditions must be met before the charity has unconditional entitlement.
Income from grants is recognised at fair value when the charity has entitlement after any performance conditions have been met, it is probable that the income will be received and the amount can be measured reliably. If entitlement is not met, then these amounts are deferred.
2.5. Resources Expended
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and theamount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Where costs cannot be directly attributed to particular headings, they have been allocated to activities on a basis consistent with the use of resources. Costs of generating voluntary income are those incurred in seeking voluntary income.
Governance costs are those incurred in meeting the charity's constitutional and statutory requirements. They include the Independent Examination fees and other costs linked to the strategic management of the charity. All other expenditure has been allocated to the headings in the SOFA on the basis of the time spent by the executive officer.
2.6. Tangible Fixed Assets and Depreciation
Tangible fixed assets are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is provided at rates calculated to write off the cost of the fixed assets, less their estimated residual value, over their expected useful lives on the following bases:

Impairment reviews are carried out as and when evidence comes to light that the recoverable amount of a functional fixed asset falls below its net book value due to obsolescence, damage or any other relevant factor.

2.7. Investments
Investment assets held with the intention of retaining them long-term for the continuing benefit of the charity in the form of income and capital appreciation are classified as fixed assets except where the intention is to realise the asset without reinvestment of the sale proceeds. In such cases investments are classified as current assets. Investment assets are shown in the balance sheet at quoted market price.
Changes in value in the year, whether or not realised, are reported as gains and losses on investment assets in the Statement of Financial Activities.
2.8. Cash and Cash Equivalents
Cash and cash equivalents are basic financial assets and include cash in hand and deposits held at call with banks, other short-term highly liquid investments that mature in no more than three months from the date of acquisition and are readily convertible to a known amount of cash with insignificant risk of change in value, and bank overdrafts.
2.9. Financial Instruments
The charity has elected to apply the provisions of Section 11 'Basic Financial Instruments' and Section 12 'Other Financial Instruments Issues' of FRS 102 to all of its financial instruments – where applicable. Financial instruments are recognised in the charity’s balance sheet when the charity becomes party to the contractual provisions of the instrument.
2.10. Taxation
The charity is exempt from corporation tax as all its income is charitable and applied for charitable purposes.

15. Pension Commitments
The charity operates a defined contribution pension scheme. The assets of the scheme are held separately from those of the charity in an independently administered fund.
During the year the charge to the statement of financial activities in respect of defined contribution schemes was £2,235 (2024: £1,807).
At the statement of financial position date contributions of £NIL were due to the fund and are included in creditors.

Close family member of a trustee
The charity employed one member of staff who is a close family member of a trustee. The trustee took no part in any decisions relating to the individual’s recruitment, employment, or remuneration. Total remuneration paid during the year was £43,779.12 (prior year £24,763, representing part-year employment). The governing document gives authority for this to take place.
