Trustees’ report for the year ended 31[st] December 2020.

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity’s governing document, the Charities Act 2011 , the Charity (Accounts and Reports) Regulations 2008 and the Statement of Recommended Practice, “Accounting and Reporting by Charities” (FRS 102).

Structure, governance and management

The charity was established in Stanmore. The community moved to its current premises in Elstree in 1977 when it acquired a semi derelict school which was then transferred into the current building. It is known by its initials TLSE.

During 2019 the synagogue registered as a charitable incorporation organisation, number 1182920. At the Annual General Meeting in June 2020 the new trustees were elected to the CIO as well as to the existing unincorporated charity (262001). As at 1[st] January 2020 the synagogue started operating under its new CIO structure, with all assets and liabilities being transferred. The new constitution and rules are available on the synagogue’s website. At the first meeting of the CIO trustees Mike Walton was elected Chairman of the trustees.

The trustees meet when required and agree all matters relating to the functions of TLSE, its broad strategy and areas of activity including;

The day-to-day administration is delegated to staff members, but the trustees retain the overall control and management of the administration of the charity.

The major committees report to the trustees on a regular basis and cover most aspects of TLSE, activities including its religious affairs, premises and care and welfare of members.

Recruitment and appointment of trustees

The trustees are elected by TLSE members at the AGM by a show of hands. One third of the trustees retire by rotation each year, and may then stand for re-election. The Constitution provides for a minimum of 6 trustees and a maximum of 12 of whom 4 shall constitute a quorum. The trustees are responsible for all matter relating to the Synagogue.

Risk management

The trustees have reviewed the major risks it is exposed to, particularly relating to operations and finances. The trustees are satisfied that systems are in place to manage the risks identified. In particular, insurance cover is in place and finances kept under review. Appropriate Disclosure and Barring Services checks, supported by regular reviews, are made for those who work with children or other vulnerable groups within TLSE. Periodically, risk assessments are carried out within the building.

The advent of Covid-19, has required numerous changes to how the synagogue operates. The synagogue and nursery closed following the government’s lockdown instructions. The office administrator continues to work from home, but other staff were placed on furlough.

The Rabbi has made strenuous efforts to achieve continuity with services and regular contacts with the community streamed from his home. He, and a group of volunteers, have supported needy members with regular phone calls and assistance with shopping. As at the date of this report and following government guidelines, the nursery has opened, but the synagogue remains closed for religious and social activities.

Objectives and activities Aims and activities

The aims of the Synagogue are set out in its constitution as “The advancement of Liberal Judaism for the public benefit”

TLSE provides a comprehensive range of services and activities in accordance with its objectives and those of Liberal Judaism to which it is affiliated. Liberal Judaism does not impact on the operating decisions of TLSE.

Our objectives are set to reflect our faith and community aims and each year are reviewed by the trustees. In carrying out this review, the trustees have considered the Charity Commission’s general guidance on public benefit and in particular, it’s supplementary public guidance on the advancement of religion for the public benefit.

Our aims remain to provide a facility where Liberal Jews can worship and to provide a facility that can be used by the wider community.

Use of Volunteers

TLSE has a culture in which many of our activities are conducted by volunteers.

How our activities deliver public benefit

The charity caries out a wide range of activities in pursuance of its charitable aims. The trustees consider that these activities provide benefit both to those who worship at TLSE and the wider community of Hertfordshire.

Due to Covid 19, all these services took place online and a substantial number of members participated.

Religious activities

TLSE provides a centre for our prayers and worship and for the activities associated with Liberal Judaism. During the year under review, we offered a range of religious services and activities including:

Prayers : TLSE is open for Friday night and Saturday morning services. Tots services are held on a Friday evening and on one Saturday morning per month.

Festivals: All festivals are celebrated with special services and on one occasion, principally Passover, a communal meal is prepared for those who wish to celebrate a second Seder night. Due to Covid 19 all these prayers took place online.

Life Cycle Events: During the year Bar/Batmitzvah ceremonies took place and a group of young people led services to mark the conclusion for Kabbalat Torah. Due to Covid 19, all these ceremonies took place online.

Through the TLSE Funeral Scheme and the Liberal Judaism Burial Scheme, a complete funeral service is provided to TLSE members, which relieves the deceased’s bereaved relatives of the burden of organizing burials and cremations. Funerals were conducted for members who passed away during the year. Non Jewish partners of members are eligible to join.

Charitable acts : Following the establishment of the Borehamwood Food Bank in 2013, TLSE continues to run a food bank with food provided by members and food collected by members from shoppers at a local supermarket. Many members of TLSE volunteer for local and national charities. Others conduct religious services and provide friendship and IT services assistance to residents of a care home.

Yom Kippur Appeal:

Each year, the appeal is made by the chairman to the whole membership. The 2020 Yom Kippur Charity Appeal raised

Community activities

Due to Covid 19 the normal activities that the Synagogue provided, Suchas, education and recreational resources were severely curtailed. Similarly the regular adult education classes, Chavurah suppers and annual quiz supper ceased as did the Monday Luncheon club.

To maintain contact with the community, the Rabbi created a series of online regular daily/weekly programmes which have been highly successful and have helped to maintain strong links with the community.

Reserves policy

It is the policy of the trustees to maintain unrestricted funds at a level sufficient to cover the management of all synagogue activities and administrative costs for twelve months. Unrestricted funds kept in reserve amount to £418,593 (2019:£394,414). Restricted funds and designated funds are kept at a level sufficient to meet the demands of those funds disclosed in notes 13 and 14 to the financial statements.

The balance sheet shows total funds of £684,682 (2019:£656,499)

Principal funding sources

TLSE raises most of its funds from its members’ subscriptions, which in 2020 were at reduced rates for a substantial proportion of the adult membership. A further major source is tax recovered under Gift Aid.

TLSE has no funds for investment, other than bank deposits, available for its objectives. Its capital is invested in the freehold premises occupied by TLSE.

TLSE is not a grant giving charity (other than small grants given at the discretion of the Rabbi). In addition bursaries are awarded to enable many of our young people to participate in Liberal Judaism’s national schemes. Each month the Trustees select a charity for a donation from the Tzedek Fund (note 16)

Future Plans

The future looks positive for The Liberal Synagogue Elstree as the shul looks to a time for development. Our membership numbers have increased over the years and there are several events planned for 2021 which show we have plenty to offer a growing congregation. Discussions about refurbishment of the sanctuary are taking place and more information will be available later this year. The nursery has brought new life and funds to the shul, providing us with more reason to look forward to the future with anticipation and excitement.

Rabbi Pete Tobias has announced that he will leave the congregation during 2021 to take up a new position in the U.S.A.(after 18 years with TLSE) and the trustees have appointed Rabbi Tanya Sakhnovich to succeed him.

Independent examiner

The trustees have reappointed Donald Jacobs and Partners as independent examiner to undertake the independent examination of the trust.

Trustees' responsibilities in relation to the financial statements

The trustees are responsible for preparing the Council Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (FRS 102).

The law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period.

In preparing these financial statements, the trustees are required to:

· prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.

Trustees

The trustees are responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the charity and to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

The trustees for the purposes of charity law who served during the year up to the date of this report are set out on page 1.

We report on the financial statements of the Trust for the period ended 31[st] December 2020 which are set out on pages 9 to 18.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the financial statements. The charity’s trustees consider that an audit is not required for this year under section 144(1)(a) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.

Our examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the financial statements present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.

1. Accounting policies

The principal accounting policies are summarized below. The accounting policies have been applied consistently throughout the year and the preceding year.

1.1 Basis of accounting

The financial statements have been prepared in accordance with Accounting and Reporting by Charities:

Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2016) - (Charities SORP (FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of Ireland).

The Liberal Synagogue Elstree meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

1.2 Statement of Cash Flows

As the Charity’s income for the year falls below the larger charity threshold, it has taken advantage of the exemption under FRS 102 1A and did not include a Statement of Cash Flows.

1.3 Incoming Resources

All incoming resources are included in the statement of financial activities when the charity is entitled to the income and the amount can be quantified with reasonable accuracy. The following specific policies are applied to particular categories of income:

Voluntary income is received by way of donations and gifts and is included in full in the statement of financial activities when received.

The value of services provided by volunteers and gifts in kind have not been included.

Income from tax reclaims are recognised in the SoFA in the same period as the donations and gifts that they relate to.

Capital Grants are recognised on a straight line basis over the lives of the assets that the grants relate to, revenue grants are recognised in line with the expenses that they intended to compensate.

1.4 Resources Expended

All expenditure is recognised on an accruals basis. Expenditure includes any VAT, which cannot be recovered and is included in the relevant costs in the statement of financial activities.

Expenditure on raising funds comprise the cost of donations made; includes costs incurred by the charity in delivery of its activities and services for its beneficiaries. Expenditure on charitable activities costs are those incurred in connection with the administration of the charity and compliance with the constitutional and statutory requirements.

1.5 Fund accounting

General funds are unrestricted funds which are available for use at the discretion of the Trustees in the furtherance of the general objectives of the charity and which have not been designated for other purposes.

Restricted funds are funds which are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.

1.6 Taxation

The charity is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act 2010 and therefore it meets the definition of a charity for UK corporation tax purposes.

1.7 Tangible fixed assets and depreciation

Tangible fixed assets are stated at cost less accumulated depreciation. Depreciation is provided at rates calculated to write off the cost, less estimated residual value, of each asset over its expected useful life, as follows:

Land and buildings -Nil Computer equipment -33% per annum Furniture and fixtures -10% per annum

The freehold property is valued at historic cost. It is considered to have a useful life as a building of greater than 50 years and so any depreciation is considered immaterial.

1.8 Judgements and key sources of estimation uncertainty

In the application of the charity's accounting policies, the directors are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

The estimates and underlying assumptions are reviewed on an on-going basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects both current and future periods.

A Bequest of £56,694 was received in 2007 from the Estate of Mrs. Carol Flint who died in 2005. Under the terms of the Will it is to be used for the Religion School, Welfare and Care, the Rabbi’s Discretionary Fund and the Synagogue library. The Fund has been used towards costs of the Religion School and for young people from the Religion School to take part in LJY Netzer events.

A Bequest of £47,411 was received from the estate of Mr. Leslie Lockstone who died in 2017. Under the terms of the will it is to be used for Religion School purposes.

It is the Trustees’ policy that the Funeral Fund will be sufficient to pay for a basic funeral for all members aged 80 years and over. The balance required is recalculated each year to include provision for members aged 51 to 79 on a sliding scale according to age. All premiums from new members are added in the year of receipt. Contributions by members of North Herts Liberal Jewish Community are allocated to a separate fund.
