The trustees presenttheir annual report and financial statements of the eharity forthe year ended 31
December 2025. The financial statements have been prepared in accordance with Accounting and
Reporting by Chèrities.. Statement of Recommended Practice ISORPI applicable to charities preparing
their accounts in accordance with the F￿nanCIal Reporting Standard applicable in the UK and Republic
of Ireland IFRS102115econd edition of the Charities SORP IFRS1021 October 2019 effettive l January
20191. the Financial Reportin8 Standard applicable in the Unlted Klngdom and Republic of Ireland
IFR51021 and the Charitie5 Art 2011.
The financial statement5 have been prepared to give a -true and fairf view and have departed for the
Charities (Accounts and Reports) Regulation$ 2008 only to the extent required to provide a "true and
fairt view. This departure has involved following Accountang and Reporting by Charities.. Statement of
Recommended Practice ISORPI appllcableto charities preparing their accounts in accordance with the
Financial Reporting Standard applicablè in the UK and Republic of Ireland IFRS1021 (second edition of
the Charltles SORP IFRS1021 October 2019 effective l January 20191 rather than the Accounting and
Reporting by charit￿$= Statement of Recommended practi￿ effective from l April 2005 which has
since been withdrawn.
Oblectlves and Publit Benefit
The PCC'S objectives are laid out in a variety of statutory provisions as applicable to all Parochial
Church Counci15, as clarIf￿d from time tts tirne in case law. Most fundamentally. the PCC ha5 the
responsibility for co-operating with any incumbent in promotSThg within the ecclesiastical parish of St
Lawrence with St Nichola5the whole misslon of the church. Including pastoral, evangelistic. soclal. and
eeumeni£al rnatters.
As a charity, the PCC must demonstrate public benefit, with reference to the Charity Commission
guidance on public benefit. and. in part4cular, such supplementary guidance as exists on charities for
the advantement of religion. Accordingly. a summary of tsur activities is given below.
Alms and ActiNities
We maintain and promote an active Christian presen￿ in the parish of St Lawrence with St Nicholas,
open to people from across York. and beyond. We seek to enable people to grow in and to live out
their faith as part of our parish community,. and we seek to reflect the joy and neighbourliness of the
Kingdom of God through our activities together. We seek tts advance the Chrlstian religion through
public access to the Sacraments, worship, prayer, and teachirng,. Ihrough provision of pastoral care for
people living in the parish,. through the maintenance of a house of worship and prayer., and through
Social activities which bring people together. To give a few speafic examples..
We ensure that public 5ervice5 are held every Sunday, both morning and evenin8,' and we
seek to promote thesethrough advertising and the rin8in8 of bells, and to be a welcomillg
and open church to those who come to pray with us.
We try to provlde pastoral care. and means to seek the ald of God and Church when in
need, by promoting access to personal pastoral eare frorn clerRy and lay readers. by

keeping the church and churchyard open for prayer and refiectlon as much as posslble,
and by ensuring activlties and sèNices ale well advertisèd and accessible to all.
We organise, promote, and encourage social activities and fellowship amongst both
parishioners and visitor5. through the choir. bellringing, and other church activities, and,
via the operation of the Church Community Hall. The hall Is regularly used for atttvtties
such as our Tuesday Lunch Club, coffee mornings. and our Harvest Supper,. and is
maintained as a friendly and well-kept venue for diverse activilies.
In order to facilitate our work, it is very important that we matntain the fabric ol the church of St
Lawrence, and ensure that the Community Hall and the churchyard are well kept. It should be noted
that the maiatenance of our fabric is part of the public benefit that we provide, as a piece of religious
testimonyset in stone and glass, and through the public amenity prowded byourgrade 2 listed ehurch
(with Its 15th Century font good collèction of 19th-20th century Stained glass, and historic Denman
plpe or8anl and by our churchyard la large part of which is a scheduled anaent monument and which
contains a grade I listed rernnant of the rnedieyal church of 5t Lawrence) visually. as a venue. and as
a heritage asset of the community and our natioTr.
But beyond fabric, we remember our much wider though less Obvious￿ tangible mission. We value
our strong connection wr(h our parlsh. and the wide range of people for whtsm St Lawrence ftsrms an
important part of their lives, even if they are not with u5 in church every Sunday. In this re8ard, we
should perhaps particularly note our strong commitment to our links with local schoo15, and hope to
seethis Ilnk strengthened in future. We value our link5 With and 5UPPOrt for St Lawrence's school, and
we very much appreciate the contribution of Universrty students to our church community, and aim
to express Christian hospitality In our welcome to them.
The PCC is indebted to the many volunteers who give freely of their tlme and talents for the benefft
of the church.
Property
The PCC is entrusted by statute with responsibility for the maintenance and care of the church and
churchyard of St Lawrence. the freehold to which is vested in the incumbent of the benefice (during
the vacancy the sequestratorsl. The Church Community Hall is held by the Yotk Diocesan 8oard of
Finance a5 Custodian trustee for the administrative trustees, which are the Incumbent and the
thurchwardens for the time being. The Hall is held on trust for the ordinary uses of a church
tomrnunity hall a5 part of the mission of St Lawrence PCC. The Vicar and Churchwardens allocate the
hall rents to the PCC and the hall Ss managed financially in tandern wlth the PCCS funds and the PCC
accordingly exerci5e5 a general oversight over the hall and its administration. The administrative
trustees manage booklngs and othef day-to-day Hall matterswlth the asslstance of the appointed Hall
Manager.

Report on a¢tlvitl¢s and achlevements In 2025
The year 2025 has been one of steady activty and significant achievement in the life of the Parish.
Alongside the re8ular rhythm of worship and parish life, considerable work has been undertaken to
care for the church buildin8 and its surroundings, ensuringthat thls hlstorlc place of worship continues
to serve both the parish and the wlder community.
A number of important fabric works were completed durlng the year- The whole of the church drNe-
way and the west end car park were re5Urf￿ed by P&T Contracts of Dunnington. greatly improving
both access and appearance. The path leading to the east 8ate was reinstated, and a sertion of the
southernmost part of the east boundary wall was carefully rebuilt. complete with new railin8s. The
gate plllars were a150 rebuilt and the gate rehung. Further improvements We￿ made to the church
building itself. The hot water equipment in the church vestry was renewed, the vestry gutterin8 re-
placed, and stonework on the north elevation was repointed. A new stone threshold was installèd at
the main entrance to the church. Outside the church hall, the flagstones were lifted. reset. and the
oints repointed. Improvemènts were also carried out to the church heatlng system by Ounphys. help-
ing to maintain cornfort for worshippers whlle p￿Serving the building. The choir vestries were modi-
fied to provlde addStlonal space for ca550th5 and sheet music, helping to support the important musl-
cal life of the parish. The Quinquennial inspection ￿port was recelved from our Architect, Andrew
BOY￿ which hi8hll8hted that fuiure work to the slate roofs will be required.
One of the most significant projects of the year was the removal of the large Joan Fulleylove window,
which commemorates Lt Robert Harpley. for major conservation by Barley Studios. The restored win-
dow wa5 returned and reinstalled just before Christmas. A special service of rededication is planned
for 21 March 2026.
Public worship continues to be offered faithfvlly at St Lawrence. Partlcular attention is given to the
qualty of Music and liturgy. and tothe depth of spirituality offered bythe Book of Common Prayer and
the cathollc tradition of the Church of England.
Festival High Masses. together with the services of Holy Week and Christmas, have continued io de-
velop and attract strong attendance. Half-termly services for local schools have a150 been maintained,
providing an important connection between the church and the younger members of the community.
Duringthe autumn temi, a successful serles of guest preachers took placè at Choral Evensong. Several
of these servlces attracted congrègations of over one hundred people, demonstrating the continued
appeal of this tradition of worshlp. The parish c<)rnmunity experienced a significant loss in October
with the death of tsur Lay Reader, Mr Clive Herbertjackson. His funeral. held on 7 November. wa5 very
well attended and reflected the deep appreciatiors and affection in which he wa5 held.
During the year the parish advertised for a new parish prlest. InteNiews were held in Novernber, but
an appointment was not made. The wst will therefore be re-advertlsed early in the new year.
Two excellent promotional vldeos about 5t Lawrentr wère produced during the year by Henry Dyer.
These projects were made possible with financial support from the Lady Peel Trust and pr¢)vide a val-
uable resour￿ for sharing the story and life of the church with a wider audien￿.

The church continues to serve as an important venue for cultural and musical events. Ovring 2025 the
building hosted perforrnances and events or8anised by the Ryedale Festival, the York Early Music Fes-
tlval, York Muslcal Society. and the Yorkshire Bach Choir.
In September, and for the third year Nnnln& the premises were used by CAMRA for a beer festlval.
The event built on the success of previous years and proved popular Wlth the wider community.
CAMRA ha5 indicated its intention to return again in September 2026.
The year 2025 has been marked by faithful worship, careful stewardship of the church bullding. and
continued en8a8ement wlth the wider community. The parish of St Lawrence remains committed to
sustaining the rich liturgical and musical tradition of the Church of England while ensuring that this
historic church continues to serve both parishioners and the clty of York for generations to come. The
Council wishes to record their grateful thanks to the retired clergy covering the services.
FIna￿la1 Revlew
The total fijnds show a decrease of £127.383 from £232.008 at 31 Decernber 2024 to £104.625 at 31
December 2025. In 2024 the Church received a legacy of £160.577 which led to a significant surplus
of £216.836 bein8 generated in the year to 31 December 2024. In line with the wishes of the donor
the members designated this money for church fabric repair5 and £107,073 has been spent during the
year. This year again we were fortunate that collections and planned giving held up well, wSth gifts
made directly through the banking System and people giving donations when attending chureh
service5. Thank you to everyone who supports the parish through regular and generous monthly
giving. Additional grants were also recefved forVa￿OuS prolects undertaken durlngthe year Including
the restoration ofthe WWI memorial window.
Reserves
As at 310ecember 2025 the church's undesignated funds was retorded as £23.74912024.. £22,745.)
Unrestrfcred funds are limited and are likely to remain so for the foreseeable future. In view of that,
the PCC is re-establishin8 a reserves policy.
nanclal prospects and future plans
The members of the PCC regularty revlew the parish's financial positlon and ￿maIn mindful of thèir
obligations to aSSè5s and report on the charity's finarbcial pr05pect5.
Attendance has remained siablethroughout 2025. and the PCC belleves that the parish hs in a stronger
position than it has been for manyyears. Overthe past decade the church has undergone a signifieant
transformation.. from 8 building that was at one time largely unusable and faced an uncertain future,
it has become a we51-maintained and valued community asset.
The extensive programme of repairs and improvements undertaken in recent years means that the
scale and cost of essential fabric Mainterlan￿ are now steadily reducing. This position has been
furthèr strengthened by investment made possible through the le8ary of the late Darrell Buttery,

whlch has signlficantly improved the parish's ability to rreet futu￿ fabric costs. As a result, the PCC
anticipate5 that expenditure on major maintenance will decrease considerably in the coming years.
The success tsf the CAMRA beer festival has also demonstrated thatthe buildingtan be used creative
for a variety of purposes which both generate income and place the church at the heart of the wider
ommunity.
The PCC continues to encourage mernber5 of the congregation to join the Parish Glving Scheme IPGSI.
which has greatly simplified the claimirtg of Glft Ald. Use of the scheme has cgntinued to grow
throughout 2025 and it Is now the princlpèl mechanism for regular giving to the parish. Taken
together. thèse development5 have placed the PCC in a sSgnificantty stronger financial p051ti¢)n than
in previovs years and better equSpped to pursue its charitable aims. Accordin8ly, the PCC believes
there is no reason to doubt the parish's ability to continue as a going concern. The accounts have
therefore been prepared on a going concem basis, and PCC members are confident that the charity
remains. and will continue to remain. financially sustainable. Looking ahead. a number of practical
improvement5 are planned. These include enhancing signage around the church and churchyard, and
pro8ressin8 the churchyard rejuvenation project for the footprint of the old church using the legacy
of the late Martin Marsh. It is also hoped to replace the existing window guards and to introduce trees
and shrubs alon8 the west boundary in order to soften the appearance of the adjacent buildings.
The PCC is a150 exploring the posslbility of developing a link with Pusey House in Oxford. In recent
years Pusey House has experienced a renewal similar to that of St Lawrence, and as both institutions
share a similar tradition of churchmanship, both boards of trustees believe thatthere may be benefit
in lormin8 a relationship of mutual support and encouragement.
Finally.the Pccwill be consideringwaysto Sncreasethe pari5h'5 contributionto the Diocesan Common
Fund and will be working towards a financial plan that enables the parish to meet the full c05t5
associated with stipendiary ministry in the future.
Strurture. 80¥ernan￿ and management
All Parochial Church cou￿11$ IPCCsl are corporate bodies established by statute law as charltable
bodies as part of the Church of England by law established. The PCC, like all other PCCS. operates undèr
the Parochial Church Council Powers measures and associated parliamentary and synodical legislation.
St Lawrence PCC has in previous years been ex￿pted by order from registering with the Charity
Commlssion. but the PCC applied for registration In 2019 and on 10th April 2019 the Charity
Commission notified the PCC that it had been added to the Register of Charities as 'The Pur(xhiol
Church Council of the Ecclesiusticol Pori5h of St Lowrence wtth St Nicholas, York, with Charity Number
1182907.
The method of appointment of PCC members Is set out In the Church Representation Rules,
introduced by the Synodical Government Measure 1969 and slnce amended. The trustees of the
tharity are the members of the PCC. In summary, the members of the PCC are.. the Incumbent lor
priest-in-charge where applicable), the two churchwardens, and thé Deanéry Synod representatives
are all eKofficio mernbers,. togetherwitha number of rnernber5 elerted at the Annual Parochial Church
Meeting IAPCMI by those on the EleLtoral Roll maintained under the Church Representation Rules,
the number varying in law depending upon the number on the Elertoral Roll; plus co-opted members

services are encouraged to appty to be included on the Electoral Roll. All parishioners-that is, those

re entitled to vote for the two churchwardens at the annual Vestry Meeting which conventionallv
immediatety precedes the APCM. The PCC ha5 by re501ution adopted the Safe8uardin8 Policy of the
Dlocese of York and in 2025 had a named Parish SafeRuarding Representative. The PCC in 2025
complied with sectlon 5 Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to the
House of Bishops. guidance relating to the safeguarding of children and vulnerable adults).
