TRUSTEES' REPORT FOR THE PERIOD ENDED 31 MARCH 2020
The trustees present their report and financial statements for the Period ended 31 March 2020.
The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)".
Objectives and activities
The charity's objects as set out in the governing document are:-
To promote for the benefit of the inhabitants of Woking and the surrounding area the provision of facilities for playing football and other sports capable of improving health, for recreation or other leisure time occupation for individuals or groups who have the need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for public at large in the interests of social welfare and with the object of improving the condition of the life of the said inhabitants and there has been no change in these during the period.

To achieve this, amongst other things the principle activities of the charity have included:
Curriculum Time Coaching
Worked with schools to provide a yearlong programme of PE activities helped schools enter inter school competitions and ran teams at these. Supported staff in the delivery of PE. Participants were aged between 5 and 11.
Afterschool’s Clubs
We ran fun clubs for children in different sports during the term, clubs would run from 3.15pm-4.15pm for children aged 5-11 years.
Walking Football
The charity oversaw and ran the weekly training sessions with a group of men aged 50+.
Care Homes
Weekly visits to two care homes , participants aged 65+ suffering from dementia , did gentle chair based exercises with them plus games.
Soccer Schools
3 day soccer schools were held during school holidays participants aged between 4-14. Morning session consisted of skills and drills afternoon would be fun games. Multi Sports Schools , held during school holidays each day children would get to try a different sport i.e. football, netball, rounder’s, cricket , hockey.
Annual Tournaments
Teams play a league-based programme and then enter a knockout stage. All participants in Girls. Boy’s tournaments get a medal as a to semi-finalists and winners/runners up get a trophy. Special Needs fun festival everyone goes home with a trophy.
Mums Football
We held weekly in the mornings so mums can drop children at school, a fun club run alongside for younger children.
Girls Football
Held on a Saturday morning with girls under 11 training and small sided games looking to encourage girls to join local teams.
Team Training
Help local teams with training on a Saturday morning, help team coaches with drills and development of players. Aged 8-14
Surrey Community Football League
We organised monthly games in a central venue, all teams playing each other twice on a league basis, yearly round robin cup competition and end of season presentation. Adults with Mental Health problems aged 18 - 65.

Maths of the Day
We work with Woking Maths Hub to teach children maths in a different way. They come to the club for the day and measure the pitch, look at playing formations, make Top Trump Cards using player statistics, work out profit for the burger bars.
Junior Citizens
All schools in the borough visit club with year 6 student once a year, they spend a morning or afternoon with us learning fire safety, internet safety, water safety, how to make a 999 call, stranger danger and how to be a good citizen.
KC Kids Club
Held weekly for one hour concentrating on ABC’s for young children whilst playing fun games age 2-5 year olds.
Birthday Parties
Children spend the day with the team and parties are linked in with a WFC home game, children receive one hours of football coaching get to meet players and manager, tour ground, warm up on pitch and watch game. Boys and Girls aged 6-11.
Link with Local Young Carers to provide mentoring scheme/ football opportunities
Young carers invited to game, some were mascots for the day, and this is an on-going initiative Children aged 11-16
Work Experience
Students join us on a week or two-week basis to learn how Cardinals in the Community works. Girls and Boys aged 15-16
Ladies Team
We now have two lady’s teams with over 30 players. The teams play in Thames Valley League. Training takes place once a week and games are on a Sunday. Age 17-30 year olds.
The trustees have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake.
Policy on grant making
Small gifts are occasionally given to individuals who are in a disadvantaged situation. Each gift is given serious consideration by the trustees on the basis of need and fulfilment of the charitable objectives. There are no upper or lower limits of support. For each decision a minute is recorded at the Trustees Meetings.
Contribution made by volunteers
Cardinals in the Community is very grateful to the volunteers who give their time and resources regularly to serve the organisation and to enable us to do all that we do. Without the regular committed volunteers, we would not be able to function or achieve our objectives.

Achievements and performance
Key Areas
Throughout the year the charity has been looking to target three main areas, firstly fitness levels of participants and the frequency that they access our services. Secondly growth in self-esteem of the participants and thirdly the delivery of our lessons within schools, below are our findings on these three areas.
Fitness Levels and frequency of activity in participants
We have worked closely with Active Surrey and Woking Borough Council to gauge the least active schools for PE and the least active areas within the Borough of Woking. This includes the number of school sport events the schools attend and Woking Borough Councils aim to increase activity levels in particular areas. Some schools only attend 0/1/2 events throughout the year out of over 20 on offer and there are also a lower number of girls participating. In 2 particular areas of Woking, 90% of children do not attend any external clubs.
From the data we have collected we note that children are accessing our courses more than once, many sign up for the after schools clubs for the whole of the school term. We have tried to be diverse in the sports we offer to appeal to all children.
The schools where we act as PE Coordinators now attend up to 10 events per year in varying sports When delivering PE in schools we perform baseline fitness tests at the beginning of the school year, midterm and end of term. We are responsible for writing reports on children at the end of the school year.
Our data shows that fitness levels in most participants has increased, to help this improve we have worked with schools and now spend 10 minutes during a lesson explaining the importance of fitness, healthy eating etc.
Growth in self-esteem.
The most notable growth in self-esteem is that of participants within our Surrey Community Football League programme. Many of the teams are reporting to us that people are returning to work either on a part time or full-time basis.
The above activities have a significant impact on society as a whole.
New Centre at Woking College
After several years of planning and with the support from the Woking Borough Council and the Football Foundation a full size artificial grass pitch was completed at the beginning of September 2020 in the grounds of Woking College. Since that time the charity has been responsible for supervising and managing the facility on behalf of Woking Borough Council . By early 2021 the facilities will include changing facilities, offices and a large club room and the charity will be then based on site.

Financial review
Highlights of the finances for the first accounting period are as follows:

With the management team the Trustees agree a budget (income and expenditure) at the start of the year and this is monitored closely through the year with the Trustees receiving monthly written reports as well as verbal reports during Trustee meetings.

Total income for the 10 months ending 31st March 2020 was £348,014, total resources expended were £274,674.
-
We received a number of grants throughout the year, the largest being from the National League Trust which amounted to £32,500 for “Opportunities for All”, some of which relates to the 2020/21 accounting year.

We finish the year with an unallocated surplus of approximately £73,340 after paying professional fees, the majority of which arose form a transfer of assets from Woking Football Club at the inception of the charity.

The Trustees are therefore pleased to report that the financial performance of the trust is favourable this year and are confident that the charity operates good financial controls. This can be evidenced in the attached accounts.
It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to between three and six month’s expenditure. The trustees considers that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the Period.
At the period end, unrestricted reserves represented 3.3 months of unrestricted expenditure.
The trustees have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks.
Structure, governance and management
The charity is a Charitable Incorporated Organisation registered on 28th March 2019.

The Trustees have resolved that whenever a trustee departs a skills audit of the remaining trustees will be carried out. Efforts to recruit a replacement will take account of the skills audit and the skills being lost by the departure. Consideration will also be given at that time to any other skills that the trustees feel should be added to supplement those of the existing trustees.
Woking Football Club Limited may appoint two trustees to the charity, Mr I Nicholson is a Woking Football Club Limited appointment, there is also a vacancy.

TO THE TRUSTEES OF CARDINALS IN THE COMMUNITY
I report to the trustees on my examination of the financial statements of Cardinals in the Community (the charity) for the Period ended 31 March 2020.
Responsibilities and basis of report
As the trustees of the charity you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act).
I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
Since the charity’s gross income exceeded £250,000 your examiner must be a member of a body listed in section 145 of the 2011 Act. I confirm that I am qualified to undertake the examination because I am a member of the Association of Chartered Certified Accountants, which is one of the listed bodies.
Your attention is drawn to the fact that the charity has prepared financial statements in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has now been withdrawn.
I understand that this has been done in order for financial statements to provide a true and fair view in accordance with Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

1 accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or
-
2 the financial statements do not accord with those records; or
-
3 the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.

1 Accounting policies
These financial statements for the Period ended 31 March 2020 are the first financial statements of Cardinals in the Community prepared in accordance with FRS 102, The Financial Reporting Standard applicable in the UK and Republic of Ireland. The date of transition to FRS 102 was . The reported financial position and financial performance for the previous period are not affected by the transition to FRS 102.
Charity information
Cardinals in the Community is a Charitable Incorporated Organisation.
1.1 Accounting convention
The financial statements have been prepared in accordance with the charity's governing document, the Charities Act 2011 and "Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)". The charity is a Public Benefit Entity as defined by FRS 102.
The financial statements have departed from the Charities (Accounts and Reports) Regulations 2008 only to the extent required to provide a true and fair view. This departure has involved following the Statement of Recommended Practice for charities applying FRS 102 rather than the version of the Statement of Recommended Practice which is referred to in the Regulations but which has since been withdrawn.
The financial statements are prepared in sterling , which is the functional currency of the charity. Monetary a mounts in these financial statements are rounded to the nearest £.
The financial statements have been prepared under the historical cost convention, modified to include the revaluation of freehold properties and to include investment properties and certain financial instruments at fair value. The principal accounting policies adopted are set out below.
1.2 Going concern
At the time of approving the financial statements, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis of accounting in preparing the financial statements.
1.3 Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives.
Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statements.
Endowment funds are subject to specific conditions by donors that the capital must be maintained by the charity.
1.4 Income
Income is recognised when the charity is legally entitled to it after any performance conditions have been met, the amounts can be measured reliably, and it is probable that income will be received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the donation, unless performance conditions require deferral of the amount. Income tax recoverable in relation to donations received under Gift Aid or deeds of covenant is recognised at the time of the donation.

Legacies are recognised on receipt or otherwise if the charity has been notified of an impending distribution, the amount is known, and receipt is expected. If the amount is not known, the legacy is treated as a contingent asset.
1.5 Expenditure
Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probably that settlement will be required and the amount of the obligation can be measured reliably.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.
1.6 Tangible fixed assets
Tangible fixed assets are initially measured at cost and subsequently measured at cost or valuation, net of depreciation and any impairment losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their useful lives on the following bases:
Plant and equipment 20% reducing balance Computers 25% reducing balance Motor vehicles 25% reducing balance
The gain or loss arising on the disposal of an asset is determined as the difference between the sale proceeds and the carrying value of the asset, and is recognised in net income/(expenditure) for the year.
1.7 Impairment of fixed assets
At each reporting end date, the charity reviews the carrying amounts of its tangible assets to determine whether there is any indication that those assets have suffered an impairment loss. If any such indication exists, the recoverable amount of the asset is estimated in order to determine the extent of the impairment loss (if any ) .
1.8 Stocks
Stocks are stated at the lower of cost and estimated selling price less costs .
Net realisable value is the estimated selling price less all estimated costs of completion and costs to be incurred in marketing, selling and distribution.
1.9 Cash and cash equivalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-term liquid investments with original maturities of three months or less, and bank overdrafts. Bank overdrafts are shown within borrowings in current liabilities.
1.10 Financial instruments
The charity has elected to apply the provisions of Section 11 ‘Basic Financial Instruments’ and Section 12 ‘Other Financial Instruments Issues’ of FRS 102 to all of its financial instruments.
Financial instruments are recognised in the charity's balance sheet when the charity becomes party to the contractual provisions of the instrument.
Financial assets and liabilities are offset, with the net amounts presented in the financial statements, when there is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a net basis or to realise the asset and settle the liability simultaneously.

Basic financial assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured at transaction price including transaction costs and are subsequently carried at amortised cost using the effective interest method unless the arrangement constitutes a financing transaction, where the transaction is measured at the present value of the future receipts discounted at a market rate of interest. Financial assets classified as receivable within one year are not amortised.
Basic financial liabilities
Basic financial liabilities, including creditors and bank loans are initially recognised at transaction price unless the arrangement constitutes a financing transaction, where the debt instrument is measured at the present value of the future p aymen ts discounted at a market rate of interest. Financial liabilities classified as payable within one year are not amortised.
Debt instruments are subsequently carried at amortised cost, using the effective interest rate method.
Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of operations from suppliers. Amounts payable are classified as current liabilities if payment is due within one year or less. If not, they are presented as non-current liabilities. Trade creditors are recognised initially at transaction price and subsequently measured at amortised cost using the effective interest method.
Derecognition of financial liabilities
Financial liabilities are derecognised when the charity’s contractual obligations expire or are discharged or cancelled.
1.11 Employee benefits
The cost of any unused holiday entitlement is recognised in the period in which the employee’s services are received.
Termination benefits are recognised immediately as an expense when the charity is demonstrably committed to terminate the employment of an employee or to provide termination benefits.
2 Critical accounting estimates and judgements
In the application of the charity’s accounting policies, the trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.
The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.
