commencing from 1 January 2016).

The CLCI is a membership organisation that brings t￿ether a netriork of organisations and
individuals who support life-course immunisation and healthy aging. Our vision is Ihat all
people whatever their means or background and of whatever age or stage of lrfe should have
the opportunity to be protected against vaccine-preventable diseases- vaccination as a right
not a privilege.
Our mission is, beginning in Europe in the first instance, to identfy and share the best policies
and practices regarding the lrfe-course approach to vaccination and to encourage their
widespread adoption. CLCI seeks to educate and infomi patient groups, health care
professionals. r8gulators, and polw makers of the benefits of widescale vaccination.
The Need
The Coronavirus pandemic, although waning, continues to bring the value of vaccinatil
across the lrfe-course into the consciousness of policy makers and the PLtblic alike. N¢)w we
must make sure that thls recognition continues viith routine vaccinations becoming the nomi.
Low routine vaccFnation covorage in older people across most of Europe, variable vaccine
recommendations between countries. incomplete data collection and reporting are indicative
of variations in political will between countries to make this happen. A c(￿Certed European-
wide effort is vital to change poliw and practice and to level up variable national vaccination
coverage ratès to the highest possible level.
Application of the lrfe-course approach will empower indlviduals to become more r85ponsible
for their own health through the protection that immunisation confers. It also promotes Ihe
expansion of vaccination delivery from the healthcare setting into the wider community,
supporting all people, induding the most vulnerable. to a￿sS vaccination vthenever and
wherever is convenient for them. Highor vaccination coverage also holds significant cost
Savings for healthcare systems and hence society at large. whilst also promoting healthy
aging.

The Trustees have (x)m￿led wtth the duty in section 4 of the 2006 Charities Act to have due
regard to guidance published by the Charity Commission.

the public alike, of the benefits of vaccination at all ages and slages of lrfe.

paving the way for our rnember organisations to increase access to res￿rceS in their

Opportunities for the voices of members to be heard by policy makers, key opinion
leaders and the public.
General recognition that wide-spread access to vaccination promotes societal health
by enhancing wotection of all people at all ages and stsges of life.
The main vehicles which help us carry out our work are the production of position papers and
policy documents. seminars and webinars which raise awareness in healthcare professionals,
policy makers and civil society," and infomation and communication campaigns. All of these
acttvities are designed to create a positive momentum to increase the uptake of vaccines and
save lives.

Actlvltles In 2023
After a great year in te￿8 of both achievement and ftjnding in 2022, the Coalition for Lrfe-
course Imrnunisalion (CLCI) has continued lo build in 2023. The Belgium-based sister
organisation is now registered, has an operational bank account and has become the major
recipient of fijnding and source of charitsble activities in 2023. Additionally, funding was
available from 2022 grants from Sp￿SOrs whith was used io support UK-based project
proposals ac*ivities in 2023.

The reputation of CLCI has deepened due to the continuation of its innovative
way ofthinking
CLCI is grateful to all its sponsors, and their support has allowed the organisalion of events,
preparation of reports, representation at Europe8n events and working groups, expansion of
MEP engagwnent. and enhanced Communications.
The one setback was the loss early in the year of the senior policy and research officer,
seconded from CLCI member Intemational LorwJevity Centre {ILC UK), vtho resigned from
ILC UK. However, the scfjpe of the work has ￿en covered very well, albeit in a different

proposed to form an MEP Interest Group on Lrfe Course Immunisation ILCI), endorsed by
MEPS Tomislav Sokol and Cyrus Engerer, to translate the ideas discussed at Ihe roundtable
Into coordinated Eu-level action. We also built a resource pack available on Ihe CLCI
website via a QR code- a small new innovation for CLCI.
We have successfully launched a
odcasl series. another innovation, in collaboration with
Global Health Press, on the COVID pandemic, where CLCI board members Professors Joe
Schmitt and Catherine Weil-olivier spoke to Seading vaccine and virology experts in Europe
to understand what COVID has meant for our health systems and what the future holds.
Thus far we have published GOVID-19- Update on Win)logy with Professor Bruno Lina. Long
Covid with Professor Danny Altmann, Improving COVID-19 Vaccine Confjdence.. What
Science Tells Us with Dr. Emilie Karafillakis. COVID-19 Vacunalion in Peace Time with
Professor Pier Luigi Lopalco. and COVID-19 Experience in Children with Professor Federi
Marknnon Torres. A final episode will be recorded for release In late OctoLEr followèd by a
round-up report by year end.
Continuing its missFon of working wrth others to meet its objectives, CLCI has co15aborated
wilh the Active Citizenship Network to condud tts first foreign language workshop with
expert5 in France. The workshop, L3 SOGielé civile favorisanl la vaccination toul au lon
de
la vic (Civil society promoting vaccination throughout life). was led by CLCI board member
Professor Catherine Weil-olivier with the support of Sandra Evens. It is expeded that a
report will follow in both French and English.
The major event for 2023, the CLCI Members Summit on Life Course Immunisalion, look
pla￿ on 22 -24 November in Ameria, Spain in collaboration with a CLCI member.. The
831mis Inslitule. The summit brought logelher the CLCI fflembership, extemal experts and
stakeholders to explore solutions and strategies to pave the way fobward and ullimatety
inform Ihe 2024-2029 CLCI manifesto for the new European Padiamenl in 2024, and the
program features a range of relevant and important dialogues. A round-up report will be
published after the event.
External engagement: In addition to the Work reported above, CLCI has been represented

As required by the articles of as$￿tatiOn Gary Finnegan and Catherine Weil-oliver
resigned at the 2023 AGM and offered themselves for r&election. Additionally,
Francisco Gimenez-sanchez offered himself for election to Ihe Board. Ernail voting
was available for those not at the AGM and so final resulls were announced after the
end of th8 voting period; all three candidates were elected.
Trustees must be members of CLCI in order to be eligible for eledion.
The trustees rnanage the business of the charity and may exercise all the powers ofthe charity
unless they are subject to any restrictions imposed by the articles or any special resolution.
All trustees give of their time freely and no trustee remuneration was paid in 2023. Trustees
are required to disdose all relevant interests and regisl8r them wilh the General Secretary. In
accordance with the charity's policy, trustees will wthdraw from discussion leading to
decisions where a conflict of interest may arise.

The figures quoted here have been examined by an Independent Examiner and will be
submitted to Ihe England & Wales Charty Commission. The total amount of restricted
reserves carried over continues to be high because activities have necessarity been disrupted
du8 to the ¢ontinuing health crisis.
CLCI'S efforts to diverstfy its funding in order to provide a more sustainable base for Its
activities has continued. Following the organisational access changes wilhin the EU following
Brexit, the majority of grants in 2023 were lo its Belgium-based sister organization.
Nevertheless. CLCI {UK} was able to fund acttvities arising from grants received in 2022 and
was able to secure unrestricted grants. as well as gffts in kind in 2023.

CLCI has secured funding from unrestricted grants. alC￿g with gifts-in-knnd from a trustee.
Since CLCI is a membership organisation, avoiding competing for funding with our members
is a key f8Ctor and d￿$ create ￿rtain limitations to where we can source our funds.
Investment Pollcy
Aside from retaining a prudent amount in reserves each year, all of the charity's funds arè to
be spent in the short term or are restricted to long-temi projects currently in progress.
Therefore, CLCI does nol have any investments or material assets.
Rlsk Fact
The trustees h8ve assessed the major risks to whith the Charity is exposed and are satisfied
that s￿ems are in place to mitigate exposure to the major risks. Risks may relate to
govemance, operational factors, finance. exlernal factors OT Complian￿ with law and
regulation. Such assessment processes will include horizon scanning for new risks.
Th6 trustees Te¢ognize the need to diversify funding support and actively work to mitigate tho
risk of becoming over4ependent on any one sour￿. The trustees also recognize Ihe need to
have some free reserves.
Furthermore, the trustees recognize the need to separate management and govemance and
this continues to be c1058ly monitored.

1. Aecountlng policies
Charlty Infomiation
The Coalltlon for Life-course Immullisation is a charitable incorporated organisation registered
wtth the England and Wales Charity C¢)mmission. The regislered office is Horts House, 22
Whitecourt. Uley. GL115TG, UK.
1.1 Accounting convention
The accounts have been prepared in accordance with the charity's Artides of Asso(ialion and
"Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to
charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland {FRS 102)" {as amended for actounting periods
commencing from 1 January 2016). The charity is a Public Benefit Enlty as defined by FRS
102.
The financial ststements are prepared in sterling, which is the functional currency of the
charity. Monetary amounts in these financlal ststements are rounded to the nearest £.
The financial stat8ments hav8 been prepared under the hlstorical cost convention, modified
to include the revaluation of freehold properties and to indude investment properties and
certain financial instruments at fair value. The princFpal accounting policies adopted are set
out below.
12 Golng concern
At the time of approvlng the financial stalements, the trustees have a reasonable expectstion
that the charlty has adequate resources to continue in operational existence for the
foreseeable futur6. Thus, the trustees continue to adopt the going concem basis of accounting
in preparing Ihe financial statements. Funding in the current dimate has been carefully
considered and w8s raised for discussion at all trustee meetings but was not considered to
cause significant difficulties for the charity in this regard.
1.3 Fund accounllng
Unrestricted funds arè available for use at the discretion of the trustees in furth8ranoe of their
charitsble objedives unless the fvnds have been designated for other purposes.
Restricted funds are subject to specffic conditions by donors as to how Ihey may be used. The
purposes and uses of the restricted ftjnds are set out in the notes to the financial ststements.

Income is recognised when the charity is18gally entilled to it after any perfomiance conditions
have been met, the amounts can be measured reliably, and it is prObat￿e that income will be
re￿ived.
Cash donations are recognised on r￿Ept. Other donations are recognised once the charity
has been notsfied of the donation unless perft)rmance conditions require deferral of the
amount. Income tsx recoverable in relation to donations received under Gift Aid or deeds of
covenant is recognised at the time of receipt from HMRC.
Legacies are recognised on receipt or otherwsse if the charity has been notrfied of an
Impending dislribution, the amount is known, and receipt is expected. If the amount is not
known. the legacy is treated as a contingent asseL
Tumover is measured at the fair v81ue of the consideration received or receivable and
represents amounts receivable for goods and seniices provided in the nomal course of
business. net of discounts.
1.5 Resources exponded
Income and expenses are included in Ihe financial ststements as Ihey become re￿Ivable or
due. Expenses include VAT where applicable as Ihe charity cannot reclaim it.
1.6 Cash and cash equlvalents
Cash and cash equivalents include cash in hand, deposits held at call with banks, other short-
term liquid investments with original maturilies of three months or less, and bank overdrafts.
1.7 Flnanclal Instruments
The Charity has applied the provlslons of Sectlon 11 'Basic Financial Instruments, and Seclion
12 '0ther Financial Instruments Issues, of FRS 102 to all of its financial instruments.
Financial instmments are recognised in the charitys b81an¢e sheet vthen the charity become5
paty to the contractual provisions of the instrument.
Financial assets and liabilities are offset. wth the net am¢)unts wesenled in the financial
stslements, when there is a legally enforceable right to set off the recognised amounls and
there is an intention to settle on a net basis or to realise the asset and settle the liability
simultaneously.

Basic financial assets, which indude debtors and cash and bank balanc6s, are initially
measured 8t transaction price induding transaction costs and are subsequently carried at
amortised cost using the effective interest method unless the affangement constitutes
financing transaction, vthere Ihe transaclion is measured at the present value of the future
receipts discounted at a market rate of interest. Financial assets classffi&J as receivable within
one year are not amortised.

Trade creditors are obligations to pay for goods or services thal have been a(4uired in the
ordinary course of operations from suppliers. Amounts payable are dassified as current
liabilities rf payment is due within one year or less. If noc they are presented as non-current
liabilities. Trade creditors are recognised initially at transaction price and subsequently
measured at amortised cost using the effective interest metht)J.

In the applicatK)n of the charity's accounting policies. the trustees are required to make

EFPIA kindly agreed to a grant to support CLCI in its core goal of vaccination for all thr(wJgh:
promoting resilience in healthcare syslerns,. addressing the challenge of the 'vaccine
infodemic,; laying foundations for the possible formation of an MEP interest group on lif
course immunisation,. & updating our manifesto in the light of what has been leamed in the
face of the Covid-19 pandemic.
MSD Grant for COVID-19 medla campalgn
In 2021, MSD kindly agreed a grant which allowed us to undertake the COVID & Beyond
campaign which covered an intertm survey and report in 2021 and then a final report, which
was launched in 2022.
