**Summary of the main** In 2023 CPR entered Ratwenstall town centre inro the Royal Horticultural **achievements of the charity** Society Britain in Bloom competition in the North West. The town was **during the year** awarded a gold medal.

The RHS invited CPR to also enter the town into the national competition and the town won a silver gilt medal.

Working with Rossendale Hospice we raised money for both charities by producing a 2024 calendar. Work was started in a local park, Whitaker Park, to bring the grounds back to life. Formal beds have been planted, wild flower areas created, trees planted and a willow sculpture built.

Work continued in another park, Sparrow Park, to bring back colour to this town centre area. Flower beds created, planters installed, new benches and the whole area weeded and tidied up. Local businesses and individuals continue to support the charity with regular donations.

## **Section E Financial review**

The amount of reserves needed is set by considering the following **Brief statement of the** reasons why they may be needed – the 5Cs. These are set out in **charity’s policy on reserves** guidance by the Charity Commission.

- Cash flow – a bill has to be paid before the money to cover it has been received.

- Contingency – unexpected expenditure in the event of an emergency.

- Commitment – a commitment to occasional significant expenditure which cannot be covered by the annual income.

- Conservation – funds which cannot be spent immediately without compromising the legal responsibility to ensure that resources are used necessarily and reasonably in fulfilling the charity’s objectives.

- Closure – the charity becomes financially unsustainable and has to be wound up.

In setting the reserves level for 2023 consideration has been given to the 5Cs, the financial position at 31 December 2022 and the income and expenditure in 2022, and the amount received in grants for specific projects that has not yet been spent.

**Details of any funds materially in deficit**
