Exhibition and Brandling Parks Community Trust (EBPCT) is a Charity Incorporated Organisation (CIO) (a registered charity), No. 1182411. It is contactable, via the Treasurer, at 4 Castleton Close, Jesmond, Newcastle upon Tyne, NE2 2HF.

The Charity is administered through a management committee which sits approximately every 6 weeks and to which all trustees belong. All members of the management committee serve a period of 3 years before being eligible for re-election. Honorary Officers are elected from trustees serving on the management committee. Other members of the management committee are co-opted as necessary for their expertise but have no voting rights. 

Trustees are sought from all of Exhibition and Brandling Parks’ served interest groups including ethnic minorities and health and social services professionals. Potential trustees are given the opportunity to get to know the organisation before committing to becoming a trustee. During this period, some training of the potential trustee is completed. Suitable potential trustees are elected by the other trustees. The trustees make all policy decisions and may substantially influence or decide major operating choices.

The main risks faced by the charity are:- 

- low levels of volunteer recruitment. 

- public liability (mitigated by appropriate insurance as necessary). 

- lack of funds to continue the charitable activities (position continuously reviewed with an appropriate reserves policy – see below). 

- lack of new trustees. 

The charity has no paid staff but is supported by volunteers from groups using the Parks who give their time to maintain/improve the Parks for the benefit of all Parks users. 

The charity has no related parties or subsidiaries. The charity works closely with other local organisations including Newcastle City Council, Newcastle Parks Forum, Tyneside Society for Model and Experimental Engineers (TSMEE), Tyneside Croquet Club, Wylam Brewery, local residents’ associations, the Universities, local disabled groups, Park Run, Go-Ride, Connected Voice and the Freemen of the City. 

The Trustees have taken due regard of guidance published by the Charity Commission and have complied with the duty of section 4 of the 2006 Act with respect to Public Benefit of the Charity. 



In addition, Trustees have written additional policies to ensure coverage of those areas considered mandatory by the Charity Commission. The exceptions are those policies for investments and paying staff which are thought irrelevant due to no investments or paid staff. Extensive review of procedures covering governance, volunteer management and safeguarding is ongoing. 

## **Objectives and Activities** 

The object of the CIO is to provide or assist in the provision of facilities for recreation and other leisure time occupation in the interests of social welfare with the object of improving their conditions of life for the inhabitants of Newcastle upon Tyne but not exclusively by the preservation, promotion, support, assistance and improvement of Exhibition and Brandling Parks. 

Activities include the maintenance and development of the water-play facility. 

## **Achievements and Performance** 

Exhibition and Brandling Parks Community Trust (EBPCT) continues to look for appropriate and requested unmet needs with respect to additional facilities, activities and events within the users of the Parks. 

## **Financial Review** 

The accounts have been prepared on an “receipts and expenses” basis. The detailed accounts can be found on page 3. The accounts have not been subject to independent examination, but can be viewed in detail on application to the Treasurer. 

Unspent reserves at 30[th] April 2025 were £4757.30. The trustees consider this level of reserves to be adequate for small/incidental expenditure but recognise that larger projects will require grant applications to be successful. 

With changes to funding streams and the current economic climate, additional effort in grant applications will be needed. However, the trustees believe that they have a sufficient mix of expertise to be successful in such endeavours. 

## **Targets for 2025/26** 

Exhibition and Brandling Parks Community Trust will continue to develop ideas for these Parks which will improve facilities, activities, events and access for all sectors of the community. A key measure of success is footfall within the Parks and the committee will look to develop ways of measuring footfall and gaining feedback on facilities particularly used or appreciated by Parks users. 

EBPCT will also complete the review of its current policies and procedures to ensure compliance with the Accounting and Reporting by Charities SORP (revised 2005), the Good Governance recommendations and the new Charities bill.
