The Trustees present their annual report with the accounts of the charity for the Year Ended 31st October 2024.

THE OBJECTS OF THE CHARITY

The objects of RUTHIN MEMORIAL PLAYING FIELDS ASSOCIATION CHARITY CIO (hereinafter referred to as RMPFA CIO) are:

THE OBJECT OF THE CIO IS TO FURTHER OR BENEFIT THE RESIDENTS OF RUTHIN AND THE SURROUNDING AREA ("THE AREA OF BENEFIT") AND THE NEIGHBOURHOOD, WITHOUT DISTINCTION OF SEX, SEXUAL ORIENTATION, RACE, OR OF POLITICAL, RELIGIOUS OR OTHER OPINIONS BY ASSOCIATING TOGETHER THE SAID RESIDENTS AND THE LOCAL AUTHORITIES, VOLUNTARY AND OTHER ORGANISATIONS IN A COMMON EFFORT TO ADVANCE EDUCATION AND PHYSICAL HEALTH AND TO PROVIDE FACILITIES IN THE INTERESTS OF RECREATION AND LEISURE TIME OCCUPATION WITH THE OBJECTIVE OF IMPROVING THE CONDITIONS OF LIFE FOR THE RESIDENTS. IN FURTHERANCE OF THESE OBJECTS BUT NOT OTHERWISE, THE TRUSTEES SHALL HAVE POWER: TO ESTABLISH OR SECURE THE ESTABLISHMENT OF PLAYING FIELDS AND TO MAINTAIN OR MANAGE OR CO-OPERATE WITH ANY STATUTORY AUTHORITY IN THE MAINTENANCE AND MANAGEMENT OF SUCH LAND FOR ACTIVITIES PROMOTED BY THE CHARITY IN FURTHERANCE OF THE ABOVE OBJECTS, AND TO MAINTAIN AND IMPROVE THE FABRIC AND FACILITIES OF THE LAND SO THAT IT IS ALWAYS AVAILABLE FOR THE USE AND BENEFIT OF THE GENERAL PUBLIC OF THE AREA OF BENEFIT

In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustee meetings. The Charity meets the Charity Commission's public benefit criteria under the advancement of Education and Health.

GOVERNANCE AND MANAGEMENT STRUCTURE

The Charity was registered as a Charitable Incorporated Organisation on the 8th March 2019. It is an Association structure,

The Board of Trustees is responsible for the strategic direction and policy of the charity

Trustees are appointed by the members, on a rolling programme, to serve for at least one year but may be re-elected or re-appointed.

The administrative work of the RMPFA CIO is carried out by the executive committee or by delegation to a subcommittee who report to regular Trustee meetings. Meetings are normally held six times a year at the clubhouse and at the Annual General meeting. They aim to make decisions together.

ACHIEVEMENTS AND PERFORMANCE IN THE YEAR

RMPFA CIO provides for the advancement of education and health through the provision of facilities for amateur sport.

PLANS FOR FUTURE PERIODS

RMPFA CIO will endeavour to increase the involvement of Ruthin residents in activities and in involvement in the running of the organisation itself.

FINANCIAL REVIEW

RMPFAs' policy on reserves is to hold sufficient resources to continue the charitable activities of the RMPFA CIO should income and fundraising activities fall short.

Any surplus funds which are not likely to be needed to pay for activities are placed on deposit to earn interest.

Furthermore there is an ever increasing need for us to ensure that those to whom we direct our resources are the most suitable recipient and that we continue our prudent management of outgoings.

We need to increase these unrestricted funds in order to meet any unforeseen expenditure that may occur, for example equipment repairs/replacement.

1 ACCOUNTING POLICIES

Basis of Accounting

The Financial Statements have been prepared in accordance with the guidelines of the Charity Commission on a receipts and payments basis.

2 FUNDS

Fund Accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the Charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Unrestricted Funds

The Trustees have resolved that the financial reserves of the Charity should be reviewed on a regular basis and that adequate provision is made for unforeseen expenses whilst also being minded that reserves should not be held without valid reason.
