Aims and Organisation
Lions Clubs International
The Dartford Lions Club (CIO) is a local club formed as part of Lions Clubs International voluntary service organisation that helps, supports and guides local clubs to serve their local communities. Clubs are chartered as separate entities with their own constitution but have links to other clubs in their Zone, to their District in the South East of England, the Multiple District of the UK and Ireland and to Lions Clubs International. Linkages with other Lions Clubs and the Lions Clubs structures provides a vehicle for the exchange of ideas and through co-operation the clubs work together to help on national and international charitable projects.

Dartford Lions Club (CIO)
Dartford Lions Club (CIO) is a voluntary organisation which exists to help the local community and support, as it sees fit, Lions Clubs’ national and international projects. The administration of the Club is wholly financed by its members. All time to organise activities to raise funds and provide community service is given freely by the members and friends of the Lions club, for no payment or reward. This is the Club’s 57[th] year as part of Lions Clubs International and of serving Lions International initiatives and the local community.
The objects of each Lions Club are to:

create and foster a spirit of understanding among the peoples of the world;
-
promote the principles of good government and good citizenship;
-
take an active interest in the civic, cultural, social and moral welfare of the community;
-
unite the clubs in the bonds of friendship, good fellowship and mutual understanding;
-
provide a forum for the open discussion of matters of public interest; provided, however, that partisan politics and sectarian religion shall not be debated by club members;
-
encourage service-minded people to serve their community without personal financial reward, and to encourage efficiency and promote high ethical standards in commerce, industry, professions, public works and private endeavours.
Membership
The Lions Club’s membership at the beginning of the year was 37 with 23 men, 13 women and 1 non-binary. At the end of the year the membership was 36 with 22 men, 13 women and 1 non-binary.
In undertaking its work, the Charity relies on the members of the Dartford Lions Club (CIO). All members are volunteers; their time is given freely and without charge and without this support the charity would not be able to function. Family, friends and other volunteers also assist with fund raising, giving freely of their time.
Dartford Lions Club (CIO) is managed by its members and meets monthly at a “Business Meeting”. The Club elects and appoints annually a number of Officers and Directors who meet regularly to discuss strategic or important issues. Detailed affairs relating to fund raising and decisions on Community Service proposals and donations are considered at regular monthly committee meetings.
Club members paid an annual donation of £70, paid half yearly. These donations and fundraising social events for members pay for the members’ dues which are paid to support Lions District, Lions Multiple District and Lions Club International administration and for the administration of the Club. These monies, relating to the administration of the club, are held entirely separately from the charitable and charity fund-raising monies in a separate “Administration Account” bank account. This Administration fund pays for the administration and running of the Lions Club.

Trust Composition
In accordance with the Constitution, Charitable Incorporated Organisation is managed by a maximum of twelve Trustees who are, ex-offico, the Club President, Secretary and Treasurer plus elected Trustees (currently six). At least two new Trustees are elected each year to serve for a two-year period. Trustees may be re-elected to serve. The Trustees are elected at the same time as the Lions Club Officers and Directors by the members of the Lions Club in March each year and take office on 1[st] July. Trustees are made aware of their roles and responsibilities and are provided with copies of the Charity Commission guidance CC3 "The Essential Trustee". Trustees are also encouraged to attend the Lions District 105SE Spring Forum where guidance is given on the role of Trustees. Lion Avtar Sandhu stood down as President, though was appointed as a non-ex-offico Trustee. Lion Mick Tandy stood down as Trustee, Lions Barbara Whitehead and Paul Hovell were both elected as First Year Trustees.
The Club’s charitable work and donations are administered through the Trust. Donations and grants are considered in accordance with the Lions Club / Trust's Grant Making Policy. All financial expenditures and donations are individually approved by a majority of the Trustees, subject to there being a quorum of 5. The Chairperson, Lion President, having a casting vote.
Purposes of the Charitable Trust
The Charitable purposes of the CIO fall into the following general categories:

the improvement of health or the saving of lives.

the relief of those in need, by reason of youth, age, ill-health, disability, or other disadvantage.

the advancement of citizenship or community development.
-
the relief of financial hardship.
-
the advancement of environmental protection or improvement.
CIO Registration
It should be noted that on 2[nd] March 2019 Dartford Lions applied to the Charity Commission to register as a Charitable Incorporated Organisation (CIO). On 6[th] March 2019 the Charity Commission approved the registration of Dartford Lions Club (CIO) and entered it onto the Register of Charities with the Registered Charity Number 1182354. The CIO has sought and obtained a Section 105 Order from the Charity Commission to transfer the assets and liabilities of the Charitable Trust to the CIO. The formation of the CIO involving the adoption of the CIO Constitution, Lions Club By-laws and Grant Making Policy took place on 4[th] June 2019. The assets of the Charitable Trust were then transferred to the new CIO. The Charitable Trust was deregistered with the Charity Commission on 11th August 2020. The objectives and operations of the CIO are identical to the former Charitable Trust. It should be noted that these actions have been taken because the Charity Commission have advised that the most appropriate entity for a Lions Club is a CIO (Association).

Finance and Activities
Income
The CIO relies entirely on the Dartford Lions Club (CIO) for its income. Members and friends of the Club undertake a variety of fund-raising activities throughout the year.
The club continued with recent initiatives to raise funds, with the placement of collection tins throughout the borough, facilities for online donations, small scale Boot Sales, Easy Fund Raising.

After the deduction of only valid expenses are funds to be made available for the Club to donate as approved by the Lions Club members and subsequently approved by the Trustees.
A separate income stream in the form of donations made by members supports the administration of the club. A small number of fund-raising events with members and guests are clearly designated as being for administration rather than charity. Income derived from such fund-raising is accounted for through the “Administration Account”.

Community Service Activities
The Club organised / supported the following Community Service activities: Collection of spectacles recycled for use in under-developed countries. The provision and distribution of Message in a Bottle. These bottles are intended to bring to the attention of the emergency services medical and personal details of vulnerable people, particularly those living on their own. Litter picking within the borough. Environmental books and support provided to local primary schools in the borough of Dartford.
Dartford & Crayford Sea Cadets, Unit 99 Of The Sea Cadet Corps. A�ended the Firework event to sell Remembrance Poppies.
Reserves Policy
Given the CIO's scale of operation and the fact that it only dispenses grants / donations within the limit of its funds at any given time it is not considered that there is a need for significant reserves. However, the Charitable Trust looks to maintain a minimum balance in its account of £3,000 to pre-pay for fundraising initiatives and to cover any urgent needs or requests for financial grants / donations, plus £20,000 to cover the cost of organising the annual Fireworks event.
Fixed Assets
All assets owned by the Club have now fully depreciated.
Risk Policy
Not having property interests or employees, the Charitable Trust’s exposure to risk is relatively low. The Trustees are covered to the level of £2 million by the Trustees’ indemnity element of the Lions Multiple District Insurance policy. Due diligence in checking the insurance details of any organisation employed at events is essential.
The main perceived risk is insolvency. This is addressed by the trustees ensuring that grants / donations do not exceed the available funds held by the CIO at any given time. The risk policy of the Trust is subject to annual review.
