Penarth Civic Society AGM 17 Apr 25 Chair’s Report / Speech, RE Anne for Tree Meeting.
Well, 2024/25 has certainly been a proactive and plentiful year for the Society & its Sub-Groups. It seems that so much has happened, and with so many positive and engaging outcomes.
Before I talk about what we’ve done so far, and the results they’ve achieved I want to again pay homage and acknowledgement to my predecessor as Chair, Anne Evans, who formally stepped down in the last part of 2024.
What was nice about that was that Anne was prepared to step down at the 2024, citing difficulty in being able to commit to leading the Society and fulfilling the various duties the role brings, especially without a Vice Chair to deputise to, but when I decided to put myself forward into that role, simply to assist in this way, Anne agreed to stay on as chair for another term as a result (with the intention of making it her last). While she didn’t complete the term, having her remain for as long as she did helped me to learn more about the PCS and its functions. So when Anne did finally step down, she was able to do so with a smoother transition. As Vice Chair at the time, I was voted into to take over the role for the remainer of the term.
With Anne as a PCS Committee Member, and under her leadership, the PCS has grown in strength, adding new subgroups, as well as established some fairly successful campaigns (such as Save the Victorian Lampposts – which saved 200 of them), and of course supported the various projects we created, that are now on their way to their successes as well (more about them below).
So, on behalf of the Penarth Civic Society, Its Committee and its Members I Thank Anne for all she has done, and wish her good health and happiness in all she continues to do.
The Projects
In the last year, the PCS has taken on some interesting challenges for itself, mainly in regards to progressing its current active projects. We’ve three main projects on the go at the moment, The Penarth Town Heritage Trail, The Penarth Original Town Trails Revisited project, and The Civic Awards.
The Penarth Town Heritage Trail , under the coordination of David Noble, has gone from an idea in concept to something that should soon, in 2025, start becoming a reality (more about this will be talked about in the presentation by David, which is to follow the AGM).
The Penarth Original Town Trails Revisited (POTTR) project , which is coordinated by myself, is also starting to take shape and produce new works, which we are looking to launch the first one soon.
The Penarth Civic Awards however, though launched, has yet to see some results in places being nominated for this award, though we will not look to abandon this project just yet, as it may yield some results in the coming year. Chris Wyatt is coordinating this one.
The Sub Groups
We’ve five active sub-groups as The Railway Path Project has now been absorbed into the PTF, rather than as a separate sub-group.
The Penarth Tree Forum has had quite a productive year, with lots of new trees having gone in across the town, and the VoGC’s tree strategy continuing to be strengthened for Penarth. One recent bit of news heard from the Vale’s Tree Strategy roadshow last week is that, depending on which metric is used, Penarth may have reached the 20% tree canopy coverage for it to apply for woodland town status (with a side-note that it may in fact be a lower target needed, because we are a coastal town). We will look to explore this further in the upcoming year to clarify if this is possible.
Friends of Victoria Square has grown to be one of the most volunteered groups in the town (with up to around 40 active volunteers + around 100 passive members). Their work at The Square continues to be a source of delight and pleasure for those who visit. Some recent activities to note include the installation of a water fountain / bottle refill station + mains tap hose point) on The Square, which has already proved popular. FoVS are also now in their third
year of being part of the National Open Gardens Scheme (NGS), which has seen a good increase in visitors to the area from all over the country. Plant Sale on May 10[th] and NGS on June 7[th] .
Friends of St Joseph’s Park has also seen an increase in both members and activities (so much so, they are currently considering holding regular sessions). Recently, like FoVS, they installed a wormery. They are also exploring what they can do with assisting in the maintaining of the woodland area of the park
Friends of Arcot Triangle continue to have a good membership, who are keeping the park in good condition.
Friends of the Italian Gardens are steaming ahead with their maintenance & restoration actions. They recently unveiled a plaque commemorating Constance Maillard who helped create the garden. They are currently working towards the 2026 centenary year for the garden, for which we hope to offer some celebration to mark it.
The Newly Proposed sub-group, Penarth Town Rescue has been put on hold for the moment as those who are looking to form it need a bit more time to prepare. Also, with Placemaking about to stir things up, we may have to take that into account.
Other PCS Work
With the Vale of Glamorgan Council launching their part of the Welsh Government Placemaking Charter in 2024, which sees pots of money from the WG being given to all towns in Wales for the purposes of developing communityled transformation projects. PCS has been in consultation with the VoGC and also with other local community organisations such as GPG, Benthyg Cymru (Benthyg Penarth), the Penarth Business Group and more to discuss what we would like to see this money spent on.
For this purpose, we helped form a Penarth Forum , where heads of the various community organisations (sans the councils) can discuss amongst themselves what they think would be suitable projects, as well as where their interests cross-over for them so they can collaborate on them.
We are expecting the next round of information from the VoGC that [hopefully] should include what projects they are looking to roll our first in June 2025.
PCS 2025/26
Over this coming year we’ll be looking to continue to grow and enhance the society, and will be looking for new ways and opportunities to increase things like membership, project, activities and more. With the increased options for collaborating with both other community organisations and the local council(s), we will be looking to Get Involved in as much as we possibly can.
Key to this will be finding more ways our members can also do the same.
