Report from the Chair 2020 – 2021

For all of us, including those of us on the Committee of the Penarth Civic Society, it is a relief that the year 2020 – 2021 is drawing to a close and we are all looking forward to the coming year.

It has been a very different year to the one we had planned. None of our usual monthly meetings, no Christmas Event, no walk around the town guided by Alan Thorne. Behind the scenes, however, a lot has been happening.

Sadly, I have to report the deaths of two former Chairs/Vice Chairs of the Society. My mother, Mrs Daphne Kibble, died peacefully at the end of May. In June, James Long RIBA died after a short illness. James came to the rescue of the Society when it was threatened with closure. The Society was represented at both these funerals.

As the 2020 AGM would normally have been held soon after the start of the lockdown, we were not able to run it. Since then, we have all become used to using Zoom and are advised by Glamorgan Voluntary Services (GVS) that this is an acceptable way to run such an event. Nomination forms for the Committee were circulated earlier in March 2021. All Committee members who served in the year 2019 – 2020 continued to serve in their posts during the year 2020 – 2-21. We were very pleased to welcome Chris Riley to the Committee during the year. Chris has a particular interest in the history of the town which is proving to be invaluable. It had been planned that Geoff Cheason and James Long would arrange the transfer of our archive to the Glamorgan Archives in Leckwith. Chris is now helping with that task, which is considerable. No other nominations for the Committee have been received for the year 2021 – 2022 and the present Committee will therefore continue in their current roles. Extra Committee members would be very much appreciated.

One particular success during the year has been saving our Victorian lampposts after a two- year campaign. We achieved this by using a Freedom of Information Request to find out the grounds for replacing the Victorian columns with unsuitable modern galvanised units. We then worked with a street furniture company who had been involved with Canterbury City Council to upgrade their columns with LED lanterns. We were able to demonstrate that there was a cost-effective way to upgrade rather than replace, and successfully argued that the Victorian posts were an essential part of the heritage of the town. The Vale of Glamorgan Council agreed with us, and the upgrade programme is now underway.

We were delighted to work with the Vale Council on this initiative. It remains disappointing that both they, and the Penarth Town Council, do not consult us on many key issues such as the Pier Pavilion and The Kymin.

Many of our subgroups, including the Beach Wardens, The Railway Path Project and The Italian Gardens Project have not been able to operate this year due to the pandemic. Two of our subgroups, the Penarth Tree Forum (headed by Nick Crofts) and Friends of Victoria Square (headed by Haydn Mayo), have however continued with their excellent work.

The Tree Forum continues to work with the Vale Council on a number of fronts. At the end of 2019 we were informed that they were working on a Tree Strategy for the whole Vale of Glamorgan. We have heard nothing since but are continuing to press for this important work to be progressed. The

Council have declared a Climate Change Emergency, and increasing the tree cover should be an integral part of that. It is however excellent that earlier this year 180 large trees were planted using funds left over from the Penarth Heights development. Unfortunately, the Council do not have the funds to properly maintain these and we have created a group with over 40 members to help with this. Our intention is to then develop a Street Tree Warden scheme to help look after our sadly decreasing, but very important, street trees.

Friends of Victoria Square have continued with their efforts despite the pandemic - a further successful grant application through the Heritage Lottery Fund / Welsh Government “Community Woodlands” scheme has secured monies to continue with tree management works; improve the drainage; create additional wildlife habitat with stumperies, a bog garden, wildflower areas and a community garden. Much of this will be delivered through volunteer activities and in the longer term they will be exploring wider community engagement with local schools, GP practices and care homes. For a number of years, we as a Committee have been aware that there are a number of other Third Sectors organisations in the town working on projects similar to ours and we have been keen to work together. I am delighted that, this year, we have been working very closely with Gwyrddio Penarth Greening (GPG), in particular with their Growing Together project which is encouraging us all to grow more of our own vegetables. Another joint initiative is Penarth Unlocked, which is working with the Town Council and traders to revitalise the town centre after the pandemic. Our Tree Volunteer scheme also has members from a number of local groups and we very much hope that this cooperation will continue.

We look forward to the coming year 2021 – 2022 with an encouraging degree of confidence that it will be better and easier than the last year, and that we will be able to go from strength to strength for the benefit of the whole town. An excellent start to the forthcoming year is our brand new website – do have a look!
