Structure, Governance and Management
The Clockwork Charitable Trust (“Clockwork”) is a Charitable Incorporated Organisation (“CIO”) governed by a Constitution.
The names of the four Trustees, each of whom served throughout 2024, are as follows:

Trustees are appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees. In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

Clockwork is a member of the British Association for Counselling and Psychotherapy (BACP) and the National Council for Voluntary Organisations (NCVO).
Objectives and Activities
The objectives of the charity set out in its governing document are as follows:
To relieve the needs of the young people suffering from mental health in Oxted, Surrey and surrounding district by:-

The relief of financial hardship, in particular but not exclusively, by the provision of financial assistance so that they can access counselling and other mental health services.

The preservation and protection of good physical and mental health such as peer support listening to such people in need.

Summary of the main activities in relation to those objectives:
Clockwork provides free one-to-one counselling to young people in the Oxted area. In addition, Clockwork provides free to the students one-to-one counselling in Oxted School, one of the largest secondary schools in Surrey. Clockwork is currently providing 25 counselling sessions per week during term time.
The provision of counselling in the local area and within Oxted School helps to alleviate significant problems resulting from unacceptably long waiting lists for support from NHS sources. This provides a significant public benefit and helps families and individuals to cope with mental health issues.
While, by definition, the provision of one-to-one counselling hopefully provides benefits to the individual concerned, the Trustees confirm that the provision of such counselling addresses, and goes some way to alleviating, a public need for better mental health support for individuals, families and the general community and, as such, conforms with Charity Commission Guidance on Public Benefit.
Financial Review
On 31[st] December 2024, the Charity’s bank balance was £113,548.57 (2023 £109,638.38) held in unrestricted funds. The Charity has no restricted or endowment funds and has no other assets. During the year, Clockwork received £38,063 (2023 £41,124), all in the form of donations plus £28,780 as income from Charitable Activities (2023 £23,294). Administrative expenses for the year amounted to a total of £4,357 (2023 £3,489) and charitable expenditure on counselling for the year was £59,540 (2023 £52,048). Clockwork has only one part time hourly paid administrator whose total remuneration in 2024 was £2,205 (2023 £1,505).
Clockwork has a “Reserves” policy which stipulates that the Charity’s reserves must not be allowed to drop below the expected net expenditure for the next 12 months. Currently the charity’s reserves significantly exceed the anticipated cost for 2025.

Trustees’ Annual Report
During 2024, the Charity continued to provide counselling to young people in the Oxted area through our contracted counsellors. Expenditure on this local counselling amounted to £16,925 in 2024 (2023: £23,294). This decrease was due to losing one counsellor, who moved away from the area, and restrictions placed upon availability by another. As a result, Clockwork has moved to recruit additional counsellors to enable local counselling to be increased in 2025 with a target to double the availability of local community counselling by the end of 2025.

In contrast to NHS mental health services, which have waiting times measured in multiple months, Clockwork has typically been able to provide access to one-to-one counselling sessions for young people within one to two weeks.
Clockwork continues to provide significant levels of one-to-one counselling within Oxted School, one of the largest Secondary Schools in Surrey. For the Spring and Summer terms, Clockwork provided an average of 22 sessions per week in the School. In the Autumn Term, Clockwork recruited an additional counsellor and increased counselling to 25 sessions per week with the approval and support of the School.
At the end of the Summer term the Oxted School Safeguarding Team wrote:
“We just wanted to formally write our gratitude to Clockwork for the phenomenal support they are providing our students. Clockwork provides one to one counselling for our students. Schools have struggled to be given the mental health support needed as many services have been cut over the years and services such as CAMHS have very long waiting lists. Clockwork have been a saviour to the students at our school. Working alongside the school to provide high quality and regular counsellors. The team of counsellors are incredible – so compassionate and professional.”
Clockwork's existing counselling in Oxted School has significantly reduced attempted suicides in the school and helped to improve the mental health of students. Clockwork intends to significantly increase our direct counselling in the community in the new Master Park “Hub” in Oxted, which is due to open in Spring 2025.
Clockwork enters into a written contract with each independent counsellor to provide as many sessions as they are happy to fit into their busy workload (typically three to eight per week). Clockwork pays the counsellors a commercial rate and provides the counsellors with comprehensive information about the individuals who are referred to them through a confidential database system.
The total cost to Clockwork of providing counselling services in 2024 was £59,540 (2023: £52,047 During 2024, Oxted School made a significant contribution towards that cost of £28,780 (2023: £23,294).
Clockwork does not receive any government funding, and so we are totally reliant on the generosity and efforts of those who donate to us, and raise money in our name, to be able to continue our work helping young people in the local community.
During 2024, Clockwork received a number of significant donations for which we are extremely grateful. Total donations received in 2024 amounted to £38,063 (2023: £41,124). Significant donations were also received from Croham Hurst Golf Club, The United Reformed Church, Schroeders, George Trapp, Tandridge District Council, The Broughton Family Charitable Trust, the Howard Partnership, Warlingham Horse Club, Titsey Rotary Club, Matthews of Oxted, M.J. Davies and both the Caterham and the

Godstone Lions Clubs. These donations have enabled Clockwork to expand our counselling capacity in 2024 without reducing our reserves.
In 2023, Clockwork produced a video, which can be viewed on our website at clockwork.org.uk or on YouTube at https://youtu.be/YeQRs7l4FVk. The video features music from the Queens of the Stone Age album “Like Clockwork”, used with their support and approval and features three of Clockwork’s Trustees talking about their experiences.
