Structure, Governance and Management

The Clockwork Charitable Trust (“Clockwork”) is a Charitable Incorporated Organisation (“CIO”) governed by a Constitution.

The names of the four Trustees, each of whom served throughout 2022, are as follows:

Trustees are appointed for a term of three years by a resolution passed at a properly convened meeting of the charity trustees. In selecting individuals for appointment as charity trustees, the charity trustees must have regard to the skills, knowledge and experience needed for the effective administration of the CIO.

Clockwork is a member of the British Association for Counselling and Psychotherapy (BACP).

Objectives and Activities

The objectives of the charity set out in its governing document are as follows:

To relieve the needs of the young people suffering from mental health in Oxted, Surrey and surrounding district by:-

  1. The relief of financial hardship, in particular but not exclusively, by the provision of financial assistance so that they can access counselling and other mental health services.

  2. The preservation and protection of good physical and mental health such as peer support listening to such people in need.

Summary of the main activities in relation to those objectives:

Clockwork provides free counselling to young people in the Oxted area. In addition, Clockwork provided a grant to Oxted School that enabled the School to increase its in-house counselling from three days per week to five days per week during 2022.

The provision of counselling in the local area and within Oxted School helps to alleviate significant problems resulting from unacceptably long waiting lists for support from NHS sources. This provides a significant public benefit and helps families and individuals to cope with mental health issues.

While, by definition, the provision of one-to-one counselling hopefully provides benefits to the individual concerned, the Trustees confirm that the provision of such counselling addresses, and goes some way to alleviating, a public need for better mental health support for individuals, families and the general community and, as such, conforms with Charity Commission Guidance on Public Benefit.

Financial Review

On 31[st] December 2022, the charity’s bank balance was £100,757.14 (2021 £105,766.90) held in unrestricted funds. The charity had no restricted or endowment funds and had no other assets. During the year, Clockwork received £22,658.25 (2021 £31,779.88), £2,316 from Clockwork events and the remainder in the form of donations.

Trustees’ Annual Report

During 2022, the charity continued to provide counselling to young people in the Oxted area through our four contracted counsellors. This provided approximately 380 counselling sessions in 2022 (2021: 390) or approximately 7.3 sessions per week. In contrast to NHS mental health services, which have waiting times measured in multiple months, Clockwork has typically been able to provide access to one-to-one counselling sessions for young people within one to two weeks.

In addition, Clockwork continued to provide a grant to Oxted School to enable the School to increase its provision of one-to-one in-house counselling in the School from three days per week to five days per week in term time.

Unfortunately, in November 2022 the in-house counselling facility in Oxted School ceased to function due to the resignation of the manager and counsellors who were providing the counselling. As the Clockwork grant to the School was conditional upon the provision of five days counselling within the School, the grant was suspended and then cancelled. This left the School with almost no counselling or in-house mental health support.

Clockwork held a series of meetings with the School Principal and the School Safeguarding Team to see what could be done to help the School in both the short term and the long term. As a result, Clockwork started to try to recruit counsellors who could be contracted to Clockwork to work within the School to provide counselling in the School. It is difficult to find suitably qualified counsellors to work with young people and those that do exist are extremely busy, often with waiting lists of their own.

Happily, Clockwork was able to find three suitably qualified counsellors who started to provide counselling within the School in February 2023 at the rate of 12 sessions per week, equivalent to approximately 2.5 days per week. Discussions with the School are ongoing to see if it is possible to increase this facility in 2023.

The total cost to Clockwork of providing counselling services in 2022 was £24,577 (2021: £23,051). With the addition of three more counsellors, the cost of counselling in 2023 is likely to increase significantly and may exceed the current annual level of donations. However, the Trustees agree that the clear public need justifies the increased expenditure in the short and medium term given the significant reserves of the charity. We believe that it is better to use the available funds to further our charitable objectives rather than keep the funds sitting in the bank.

Clockwork does not receive any fixed central or local authority funding, and so we are totally reliant on the generosity and efforts of those who donate to us, and raise money in our name, to be able to continue our work helping young people in the local community.

During 2022, Clockwork received a number of significant grants and donations for which we are extremely grateful. These have enabled us to expand our counselling capacity going into 2023. Total donations received in 2022 amounted to £22,658.25 (2021: £31,779.80), including £2,316 from Clockwork events. The underlying level of donations in 2022 remained consistent with previous years. The reduction in total donations in 2022 was mainly due to one very large donation of £10,000 in 2021 that was a one off only contribution.
