OBJEcnvES AND ACrnIITIE5
The objèct of the ChaTStable Incorporated Organisation ICIOI, formed on l February 2019. Is to provide housing
for retired, elderly people of Bood chararter and in straightened circumstance5. Applicants are required to be
capable of Independent lsvin& in line with the CIO'S policv.
The charity own5, admlnlsters and maintsins the property and 8rounds of numbers 53, 54, 55 and 56 Castle
Street, Farnham, which are the oriBinal almshouses and now a Grade 11 Listed building of local and historlc
interest.
The charity also owns, administers and maintslns the property and grounds of numbers 2, 4, 6, 8, 10 and 12 Park
Row, Farnham. which were construtted in the 198Us and are situated to the rear of the Castle Street propertles.
The Castle Street and Park row properties 811 share a communal garden.
The properties owned, 3dminlstered and maintsined by the charity are for the (tse of the appointed residents.
When an almshouse becomes vacant, the Trustees look to appoint a new resident in accordance with its
charitable objectives. In cases of equal eligibility. priority is given to applicants who have family tie5 Withln the
Famham area and who have contrlbuted in a positive way to the communlty.
All ￿sIdentS benefit from lower a¢commodatlon costs than those payable in the prlvate rental ma￿et.
These objectives fully meet the public benefit reqtsiremenL Provision of a¢commodation to those in houslng
need Is clearly beneficial.
ACHIEVEMEMTSAND PERFORMANCE
The Charlty contlnues to provide accommodation for older persons in housing need, who have limited flnanclal
resource5. The objettives of the Charty fully meet the public benefit ￿q￿treMent.
The Trustees continued to monitor the residenys welfare and wellbeing through in person vislts to ￿sIdentS.
Durlng the year, the Trustees carried out planned maintenante works on the Andrew Wind50r ￿MShOU5tS for
the benefit of current residents and to ensure the Almshouses remain viable for future beneficiaries. The
maintenance works Include consideration of general maintenance, cyclical and extraordinary maintenance
works,.
No 12 Park Row was ￿￿rb1shed, works included a new bathroom. cloakroorn. kitchen. rede¢oration
throughout and new flooring;
RefurbÈshment work5 were carrled out at No 54 Castle Streetfollowing the relocation of a resident to
an alternative Almshouse (No 12 Park Rowl, works included redecoration throughout and new
carpeting:
All rear windows and back doors were replaced atthe park Row properties, double glazed window and
doors were installed as part of the upgrade to assist with heat retention and energy efficlency,.
Maintenance works We￿ carried out to the front of the Castle Street Properties to include
replacement and painting of the handrails and repolnting of the ironstone cobbles area in front of the
Castle Street properties;
Roof repairs were carried out on 53 Castle Street followin8 another HGV incident whereby a HGV lorry
knocked into a lamppost sttuated on Castle Street, which fell into the comer of 53 Castle Street and
caLFsed damage to the corner of the property.
TheTrustees have an ortgoingdlalogue with Surreycounty Countil and the local MP regardin8the ongoing issues
wlth the trees on Castlè Street whlch result in the Charity divertÉngfunds to address the clean-up of fallen debris
from the Countil malntained trees.
The Trustees alsD have an ongoing dialogue with 5urrey County Council regarding the fvturè plans for trafflc
management and resurfaan8 works on park row. which impact the fvture works neces53ry at the Castle Street
Almshouses.

In January 2025, th&TnJstees appointed a new re5iderst a5 a beneficiaryfollowing an Intervlew and
appointment prooss.
The Charity has txndertaken a review of all of its operational documentation and Is looklngto attract new
Trustee5 to as515t in the ongolng viability in the running of the Charity.
The Ch3rity contlfiued to meet all its financial and administTatlve commltments relètlng to the fuJ)din8 of the
roof projett (completed in 20191.
The Charity Participated in the Farnham Herrtzge Open day Initiative and re￿Ived over 100 visitors to the site
in September 2024.
All Almshouses have current EPC. Elcft and Landlord Gas Safety Certificates.
There were no slgnificant maintenance contribution arrears at the end of the period.
Mlss Lorna Sutherland ￿tired as Chalrman and Trustee in May 2025 followin8 five years of dedlcated seThI￿ at
the Alm5houseg. The Charity was pleased to welcome four nèw Trustees to the board. Elizabth Butler assumed
the role of Chairman and is supported by exlsting Trustees and new Trustees, Gail Merrltt, Joseph MerrFtt and
Linda Eade5.
FINANCIAL REVIEW
At the end of the period. the charitvs reserves show a balance of £168,46912024- £188,629). The free reserves
available to the charity totals £120,39812024- £148,474).
The Charftvs finances are in 3 53ti5factOry state as at 31 March 2025. TheTrustees continue to reviewthe Weeklv
Maintenance Charge IMMC") payable monthly and the beneficiarie5 were notified of an Sncrease to the WMC
to become effettive Aprll 2025. theTrustees wll reviewthis on an ongoing annual basls.
The financial ¢ommltments to The Charity Bank continue to be met and the Charity has commenced regular
investment in Ilne with Almshouse Association guid4nce to ensure that future cyclical and extraordinary
maintenance can be carried OUL
PLANS FOR FUTURE PERIODS
Looking to the futu￿, the Charlty Is Increasing fund5 to both our Cycllcal Maintenance Fund and Extraordinary
maintenan￿ Fund. Routlne malntenance Is ongolng and is reviewed quarterly at Tru9tee Meetlngs.
For the forthcomin8 year. the Trustees have the following plans under consideration..
Continue to monitor the welfare and wellbeing of residents:
Recruitment of new Trustees to ensure the ongoinE governance and operational wabllity of the Charity;
Ongolng planning re8arding routine. cytlital at)d extraordinary maintenan￿.
Finalisation of website for the Charity to help ralse the profile of the Almshouses lotallv;
Liaison with local orEanisations such as Heritsge Farnham to raise the profile of the Almshouses locally.
GOING CONCERN
After making approprlate enqulrles. the trustees have a reasonable expectation that the Charity has adequate
resources to continue in operational existence forthe foreseeable future. Forthi5 reason they continue to adopt

Andrewwindsor Almshouses Is a charitable Incorporated organisatlon governed by its registration wlth the
Charity ComTni5slon on l February 2019.
RECRUITMENT AND APPOINTMENT OF TRUSTEES
New trustees are appointed by the trustees from local people with appropriate skills.
ORGAfiIISATIONAL STRUCTURE
The charity is controlled by the TTU5tee* Trustees durlng the period are detalled on page l.
The trustee5 have appolnted a clerk to admlnlster the charlty and Its propertles. The clerk reportsto thetrustees
at, at least, quarterly meetings, with frequent e-mail and telephone contart between meetlngs as necessary.
RISK MANAGEMENT
TheTrustees have a risk register fortheir review and cornmerlts. The major risks to which the charity Trs exposed,
as identified by the Trustees, have been reviewed and systems have been estsblished to manage those risks.

Simon Howell. FCCA. of TC Group. has been re-appointed as independent exarniner forthe ensuing year.

furtherance of the general objects of the Charity and which have not been designated for the other
purposes.
Designated funds comprise unre5trided fvnds that have been set aside by the trvstees for particular
purposes. The aim and use of eath designated fund is Set out in the rtotes to the financial statements.
Incoming Tesourtes
All incomin8 resource5 are included in the statement of Financial Activitles when the Charlty Is legally
entitled to the income and the amount can be quantified with reasonable atcuracy.
Donations are recognised orb a rèceivable basis when receipt is probzble and the amount can be reliably
measured
Charitable actlvitie5 income represents malntenance contribution5 rÈteived from resldents.
Resources expended
All expendlture is recognised once there is a legal or constructive obligation to that expenditure, it is
probable settlement is required and the amount can be measured reliably. All expenditure is accounted for
on an attruals basis. Governance costs include the costs of servicin8 the Trustees, meetings and strategic
planning.
The charity has estsbllshed a regular programme of Lycllcal repalrs and maintenance. Costs are charged to
the Cyclical Ma5ntenance Fun(l. or the Statement of Flnancial Activities in the year in which they are
incurred, according to the discretion of the Trustees.
The cost of Extraordinary repairs Is charged to the Extraordinary Rèpairs Fund or the Statement of Financial
Actlvities in the year in which they are incurred, according to the discretion of the Trustees.

represented by this reserve are not avaSlable for spending in the chariV5 day-to-day affairs.
Cyclical maintenance fund has been deslgnated bythe Trustee5 for a particular purpose. The Trnstees mav
also reverse these designations at a firture date. Owing to the need to build up thss fund due to the age of
some of the almshouses, tiansfers to this fund are at levels above those recommended by the Almshouse
Association. Expenditure is taken to the Statement of Financial Activitie5 and no related transfer Is made.
Extraordinary repairs fund has been deslgnated bythe Trustees for a particular purposè. ThèTrustees may
also reverse these deslgnations at a future date. Expenditure c3nrhot be set directly agalnst reseryes but is
taken through the Statement of Financial Activities. This reseThÈ rèpresents amounts set aside for major
repalrs and maintenance work to the properties and ts supplemented by transfers from the Revenue
ReseNe according to the formula recommended by the Almshouses Association.
The Revenue reserve is available to be spentfor any purpose of the charity.
