OBJEcfivES AND ACTIVITIES
The object of the Charitable Incorporated Organi5ation ICIOI, formed ors l February 2019, is to provlde housing
for retired, elderly people of good charncter and in straightened circumstances. Applicants are rèquired to be
apable of independent I1wF￿ in line wrth the Cl(Ys policv.
The charity owns, administers and maintains the property and grounds of numbers 53, 54, 55 and 56 Castle
Street. Farnham. which a￿ the original almshouses and now a Grade Il. Listed building of I￿al and historlc
interest.
The charity also owns, adminlsters and maintains the pmpÈrty and grounds of numbers 2. 4, 6. 8, 10 and 12 Park
Row, Farnham. which were constructed in the 19Ws and aresituated to the rearofthe Castle Street properties.
The Castle Street and Park row properties all share a communal garden.
The properknes owned. adMiniste￿d and malntained by the charity are for the use of the appointed residents.
When an almshouse becomes vacant, the Trustees IIK)k to appoint a new resldènt in a￿ordanCe with its
charitable objertives. In Cases of equal eligibility. priority is g￿Ven to applicants who have family ties within the
Farnham area and who have contributed in a positive way to the community.
All residents benefft from lower accommodation costs than those payable In the prNate rentsl market.
These objettive5 fvlfy meet the public benefit requirement Provislon of accommodatlon to those In housing
need is clearly beneficial.
ACHIEVEAIENTSAND PERFORMANCE
The Charity continues to provide accommodation for older person5 In houslng need, who have Ilmited financial
resource& The objectives of the Charity fully meetthe public benefit requlrement.
The Trustees continued to monitor the resideFtV5 welfare and wellbeing through in person vlslts to resl(lents.
DLsring the year. the TrLtrStees cairled out planned malntènan¢e works oft the Andrew Windsor Almshouses for
the benefit of current residents and to ensure the Almshouses remain viable for future ljenefidaries. The
maintenance works include consideration of general maintenance. cydical and extragrdinary maintenance
vlorks; an example being the rectifKation works carried out followlng the damage to the •kndrew Windsor
Almshotsses caused by two HGV lorries. The rettlfic*lon works requI￿d a road doSUTe licence and a speclalist
contrartor.
TheTrustees have an ungoingdialoguewith Surreycountycouncll andthe local MP regardingthe onBoing issues
wlth the trees on Castle Street.
The Trustees have an onEoin8 dialoEue with Surrey County CoLtndl regarding the on80inB i55ues with illegal
parking on the pavement outside the Park Row Alm5hou5es.
Two Trustees attended an In-person trasninq toursè at AbboV5 Hospital Almshouses In ￿lIdford. The training
session included consideration of the Charities Act 2022, anti•soclal behaviour and hoardlng issues.
The Charity has undertaken a review ofall of Its operational documentation and Islookingto attract newTrustee5
to asslst In the ongoing viability in the funning of the Charity-
The Charty continued to meet all its financlal and admlnlstrative commitments relating to the fundlng of the
roof project (completed in 20191.
All Almshouses have current EPC. EICR and Landlord Gas Safety Certifi¢ate5.
There were no significart arrears.

maintenance can be carried out.
PLANS FOR FLITURE PERIODS
Looking to the future, the Charttyls increasing fuF￿5 to both our Cyclic31 Maintenance Fund and Ext[￿rdInary
Maintenance Fund. Routine maintenance is on80in8 and is reviewed quarterly at Trustee Meetrng5.
For the forthcoming year, the Trustees have the followlng plans under ¢onslderation:

GOING CONCERN

Andrew Windsor Almshouses is a charitable incorporated organisatlon governed by its registration wlth the
Charity Commisslon on l February 2019.

Extraordinary repairs fund has been deslgnated by the TTUStees for a particular purpose. The Tnjstees may
also reverse these designations at a lutuie date. Expenditure canntst be set dlrettly against reserves but Is
taken through the Statement of Financial Activities. This reserve Tepresents amounts set aside for major
repair5 and maintenance work to the proper￿e$ and is supplemented by transfers from the Revenue
Reserve according to the formula recommended by the Almshouses Association.
The Revènue reserve Is avaSlable to be spènt for any purpose of the charlty.
