|Summary of the main<br>achievements of the charity,<br>identifying the difference the<br>charity’s work has made to<br>the circumstances of its<br>beneficiaries and any wider<br>benefits to society as a<br>whole.|By working in partnership locally, Friends of Honley Library has<br>considerably developed its work towards the aims of our Mission<br>Statement namely:<br>-<br>to advance the education, skills and well-being of the general<br>public in Honley and the surrounding area by supporting the<br>provision of the library service from Kirklees Council and<br>providing events, courses, talks, availability of IT, training and<br>children’s activities. We aim to continue to grow these services.|

|Achievements against<br>objectives set|In last year’s report the Friends of Honley Library outlined the plans<br>in place to provide additional space at Honley Library to develop as<br>a thriving community hub.  We have had to revise these plans as<br>follows:<br>**1.     Original Plan to extend Honley Library**<br>The original plan was to build an extension to the library building,<br>consisting of a new accessible entrance, accessible toilet, kitchen,<br>store and meeting room, new heating system, solar panels and<br>window replacement for the current entrance, leading to remodelling<br>of the existing library.  At the latest estimates the cost of this plan<br>was approaching £443,000 including VAT.  Unfortunately, this plan<br>is no longer feasible and has been retired.<br>The withdrawal of the Community Ownership Fund (value £250,000)<br>by the new Labour Government without any similar replacement<br>scheme means the project is now unaffordable.  We were fairly well<br>advanced in applying for this grant and were hopeful that we would<br>be successful until the change in government.<br>Consequently, we have decided to implement a smaller plan.<br>**2.    Revised smaller extension plans for Honley Library**<br>**T**he revised extension plans will retain the existing entrance. The<br>extension to the rear of the building will consist of an accessible<br>toilet, store and lobby area.<br>The revised costs for the smaller extension are significantly lower<br>than the original plans and are estimated at £150,000.|





Revised plans have been drawn up by our architects, who are in the process of discussion with local authority planners. We would then expect to go out to tender with local builders for the construction costs in the second half of 2025. As will be seen from the Financial Review in the next section, the Friends of Honley Library have continued to raise smaller grants successfully, from a number of different organisations, and there are other grant applications in place. In the year ended 31[st] March 2025, Friends of Honley Library also raised donations of £22,766 from the local community towards the extension.  These amounts include tax recovered as a result of our Gift Aid registration last year. We have also continued to receive the annual grant of £15,000 towards maintenance and running costs from Holme Valley Parish Council and we are very grateful for their support. 

## **Financial Review** 

The accounts for the year ended 31[st] March 2025 are attached. 

|Review of the charity’s<br>financial position at the end<br>of the period|The accounts show income of £51,830 (2024 - £45,442) with<br>expenditure of £20,120 (2024- £39178) resulting in a surplus for the<br>year of £31,710 (2024 - £6264).<br>The increase in income of £6,388 is mainly a result of donations<br>received towards the proposed extension (£22,766) offset by reduced<br>grants from Holme Valley Parish Council (£10,000) and Kirklees Council<br>(£5,000).<br>The reduction in expenditure of £19,058 is mainly a result of less<br>expenditure on repairs and maintenance as a significant amount of work<br>was carried out in 2024 following the Friends of Honley Library taking<br>on, by a lease from HVPC, the running of the property since the transfer<br>of the asset from Kirklees Council, and carrying out much needed<br>repairs.|

Our Reserves<br>Policy states that we intend to build the unrestricted reserves to a value<br>of £5,000 over a 5-year period.|

## **Independent examiner’s report to the trustees of Friends of Honley Library** 

I report to the trustees on my examination of the accounts of the Friends of Honley Library (the Trust) for the year ended 31st March 2025. 

## **Responsibilities and basis of report** 

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. Accounting records were not kept in respect of the Trust as required by section 130 of the Act; or 

2. The accounts do not accord with those records; or 

3. The accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.
