who are displaced or adversely affected by armed conflicL natural disaster or other hLtmanitarian
crisis anywhere in the wodd.
Objectives, strategi•s and aclivitiès
MOASIUKI is an independent UK regislered ¢harity but it is worth noting that the Malta based charity,
MOAS. with whom we work closely. ￿lebrated rts 10th anniversary in 2024. Since its ¢￿atIOn in
2014, MOAS has saved over 200.000 lives from sea rescues in the Mediterranean and Aegean Sea
lo the provision of aKJ in conflict zones like SLHJan. Yemen, Somalia an(J Ukraine.

Ukraine Mission
The main locus for MOAS{UK} in 2024 was the continualion of the vital medical mission in Ukraine.
This is now overwhelmingly dedicated lo the evacualion of ¢riti¢8lly injured soldiers from the front line
and providing life-saving medical care. Since the start of the full-5cale invasion. IrtOAS has eva¢ualed
over 63.000 patients using its fleet of 50 ambulances and 150 Ukrainian doGtors, nurses and drivers.
The Ukraine mission is based arcmjnd the fleel of emergency response vehicles wth different
speciftcaknons and ¢apacibes, indtlding mobile medical team base units. critical care transport
vehi¢les. secure resupply arhd logistics vehides and personnel deployment vehicles. The vehicles are
equipped with portable medical Supplies, stocks of pharMa￿Ub"caIS state of the art equipment
that allows the teams lo provide both basic and advanced life supwrt. advanced clinical interventions.
transport and triage. as well as some more expanded crits'cal care medical intervenbons as and when
needed. Each vehicle is manned by N¥0 licensed mediral personnel and a local driverlcullural
mgdiator. As rnany patients as possible are triaged. I￿ated and ￿leaSed in the field, but the most
¢rili¢al and high-risk cases are then tran5POrted by MOAS leains Iri critical Gare transport vehi¢les lo
higher echelons of Care, away from the front lines. for surgery and further inlervenlion.
In August 2024, one of MOAS'S fronuino bases in eastem Ukraine was struck by a Russian attack.
narrowly missing the 19 medics and personnel inside. The blast caused signfficant damage. induding
a fire that deslroyed cribcal medical equipment. as well as darnaging two ol MOAS'S ambulances. Al
st8ff 50ughl safety in the shelter and only sustained minor injuries from flying debri5_ This marked the
first time MOAS w85 directly hit during rt5 2.5 years of ¢¥)erats"ons near the fronuine.
The Tole of MOASIUKI during this period has been the processing of donations received primarily
from USA and UK in order to support Ule Ukraine mission. MOASIUKI is kept up to date with the
mission through regular contact with the MOAS Head of the Ukraine mission based in Kiev and
MOAS in Malta.
Unfortunately, the lif&saving mission in Ukraine is faang a fvnding crisis as donor sources run dry.
The operation costs around $1 millk)n pèr monlh unless new sources of funding can be found
quickly the mission %wll bo dosed down. This does not affect the financial viability of the other
Charitable work.
Yémgn Somalia ènd Sudan
The need for humanitarian aid deliveries lo oU￿r l¥oubled part5 of the Wodd has certainly not
diminished and nutritional aKI has been sent to Somalia and Sudan. Thi5 Was supplemented by
medical aid parcels lo Sudan.
Tralnlng and Dlsaster Rlsk Reductlon
MOAS remains committgd to Resilien¢8-btAilding and Disaster Risk Reduction for vulnerable
mmuniti$s, such as refugees. wodthvide. MOAS provides (xjnsultsncy services. to¢hni¢al advice
and specific equipment which assist local partners respond to the issues posed by water and fire in
refugee camps worfthide.
MOAS provides technicAI advice lo volunlegts in refugee camps and nearby hostcommunities. The
training prepares volunteers lo lace emergency situats.ons proper p￿pafation and response. Mofe
than 3,000 volunteers have been provided training and techn￿al advice on fire and water safety.
All this is done with the support of inlernabonal organisations on the ground arKI in collaboratson with
local partners.

MOAS is mindful that ¢hanges in the earth's Glimate provide a driving lor¢e for the displacement of
ornmunitie5 and fflwJration in search of foo(J water. MOAS uses ils social media plaffom)s to
educate on the realities of dimale driven refugees and to highlight the need for policy solutions.
Public benefit
The trustees confirm that they have complied with Ihe wuirements of 5ects.on 17 of the Chanlies Act
2011 to have due regard to the public benefit guidance published by the Charity Cornfflission for
England and Wa￿s.

by its Memorandum ol AsS￿atson dated 12 Oclober 2018. as amended on 15 March 2024 and 12
June 2024.

adopt the Charity Govemance Cc*Je.
Tnjstees are appointed by members for a tom) of up to three years. they are eligible for
re-appointment rf the member5 think fit for a further term of up to three years each. A trustee May

The charity acts as an agenl fw MOAS Malta, a Maltese registered inteMat￿nal humanitarian

payments as required. The tnjstees are mindful of the fact that the charity is indeperldent of the Malta

in the year lo provide protective equipment, management teams, shipping costs and bank charges.

MOAS Mafta
IMOAS Malta is an inlemational humanitarian organisation. registered in Malta and founded by
Chrislopher Catrambone and Regina Egle Liotta. who were also trustees of MOAS IUKI until 12 June
20241
MOAS {UKI work in ￿llabOratiOn wth MOAS Matta carrying out field work in the main areas of
operation.
Ukraine Mission
During the year MOAS IUK) actsd as an agent for MOAS Matta. payments of
£118.816 were made lo contractors in the medical teams together wth pLtrGhases of medical and
support equipment. The operational support itself was provided by MOAS in Malta.
These are further explained in the TnEsteès' Annual Report and not6 13 to the accounts. At the
balance sheet date the amount due lolfrom lo MOAS Malta was £Nil12023 - £219.5401.
P & S Hinchliff8 Ltd
IP & S Hinchliffe Ltd, a company controlled by Peter Hinchliffe and Susan Hinchliffe has a contract for
management services wth MOAS Malta. During the year £24,0(M) 12023: £24.0001 was paid in
connèction accountancy. administrab.on an¢J compliance services. There were no Iransactions
with MOAS IUKI.)
At the balance sheet dale the amount due lofftom P & S Hinchliffe Ltd was £Nil (2023 - £Nill.
13 Agency arrangements
The charily distn'butes aid funds as an agent for MOAS Malta. Al the 31 October 2023 a balan￿ of
£219,540 was outstanding and included in ¢reilitors. During the year ended 31 Octob81 2024 this
balance wa5 fully disbursed and balance5 were outstanding al the year end.
