**Objects:** TO ADVANCE EDUCATION AND TO PROTECT AND PRESERVE THE PHYSICAL AND MENTAL HEALTH OF YOUNG PEOPLE WHO HAVE BEEN IN THE CARE OF PORTSMOUTH CITY COUNCIL (&quot;CARE LEAVERS&quot;) IN PARTICULAR BUT NOT LIMITED TO:-A) BY PROVIDING EDUCATION IN LIFE SKILLS AND GUIDANCE THROUGH FREE SERVICES OR GRANTS TOWARDS THE COST OF SUCH EDUCATION, TRAINING, ADVICE, INFORMATION AND OTHER APPROPRIATE RESOURCES OR FACILITIES.B] ADVANCING THE EDUCATION OF THE PUBLIC DELIVERED IN THE FORM OF CONFERENCES, TRAINING ACTIVITIES AND RESEARCH IN ALL MATTERS RELATING TO STRATEGIES AND SUPPORT SYSTEMS TO OVERCOME THE PROBLEMS FACED BY SUCH CHILDREN AND YOUNG ADULTS.C] PROMOTING AND CULTIVATING COMPETENCIES, WELLBEING AND ABILITIES BY SUPPORTING SOCIAL, HEALTH, SPORTING AND OTHER RELEVANT ACTIVITIES TO THAT EFFECT.D] PROMOTING SELF-EFFICACY, PROSPERITY AND SOCIAL MOBILITY BY BUILDING ON THE SKILLS AND EXPERIENCE OF CARE LEAVERS, SUCH EXPERIENCE TO BE GAINED BY MEANS OF CAREER DEVELOPMENT AND CREATION AND/OR FUNDING OF OPPORTUNITIES (E.G. INTERNSHIPS, WORK EXPERIENCE, SHADOWING ETC),
