Trustees’ Annual Report for the period

From 1 April 2022 Period start date To 31 March 2023 Period end date

Charity name: Cylch Meithrin Talhaiarn

Charity registration number: 1181684

Objectives and Activities

SORP reference
Summary of the purposes of
the charity as set out in its
governing document
Para 1.17 To provide sessional care and early years
education through the medium of Welsh
to children aged between two and four.
Children from all backgrounds are
welcomed.
Summary of the main
activities in relation to those
purposes for the public
benefit, in particular, the
activities, projects or services
identified in the accounts.
Para 1.17 and
1.19
The Cylch is situated in a small rural
village and sits in the grounds of a
primary school. It provides parents with
childcare close to home, five days a
week, from 9-11.30am for younger
children and 9-12pm for nursery age
children, who then go on to attend school
in the afternoon. This enables parents to
work and children to thrive in a holistic
learning environment.
The Cylch has equipment such as, toys
and resources which reflect the
developmental needs and the age range
of the children. Activities for children
reflect the Foundation Phase (the
national early years curriculum in
Wales) so that the Cylch can ensure that
each child receives the best possible
start in all aspects of his/her education.
Activities include singing, arts and crafts,
cooking and role-play and there is an
emphasis on learning through play. The
staff are trained and experienced to
ensure that consideration is given to
each individual child’s developing needs,
so that personal, social, emotional and
physical development are encouraged
and supported alongside language
development.
Careful attention has been given to
planning the outside play areas, so that
the Cylch can offer children opportunities
for stimulating activities in the open air.
Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit
Para 1.18 Trustees of the Cylch are aware of their
responsibility to ensure public benefit.
The Cylch welcomes children from all
backgrounds both inside and outside the
village and aims to support parents with
childcare needs. Weekly playgroup ‘Ti a
fi’ sessions are also held for parents with
babies and toddlers to forge good links
with the community and support new
parents. The Cylch also seeks to support
the local community where possible, for
example by buying fruit for the children’s
snacks from the village shop.

committee of volunteers, including the
registered person, chairperson, treasurer,
vice treasurer and secretary.

Achievements and Performance

SORP reference
Summary of the main
achievements of the charity,
identifying the difference the
charity’s work has made to
the circumstances of its
beneficiaries and any wider
benefits to society as a
whole.
Para 1.20 Many children who attend the Cylch
come from English-speaking
backgrounds. The Cylch provides
activities and games through the medium
of Welsh, so that when the children move
up to the bilingual school, they are
familiar with many everyday words,
phrases, greetings and questions in
Welsh. The school benefits from the
Cylch, as most children who attend the
Cylch will then go on to attend the
school. The Cylch joins the school for
many activities, for example sports days
and village parades, to help prepare the
children for school and ensure a smooth
transition.

Performance of fundraising
activities against objectives
set
Para 1.41 During the period 2022-2023 we held two
very successful fundraising events: an
advent raffle and a variety of fundraising
activities at the local village sports day.
Fundraising for this period totalled
£1,312, which was a considerable
increase from the previous year when we
still felt constrained by covid restrictions.

Financial Review

Financial Review
Review of the charity’s
financial position at the end
of the period
Para 1.21 1 April 2022: £4406.37
31 March 2023: £5556.94
Income: 25728.85
Expenditure: £24578.28
Statement explaining the
policy for holding reserves
stating why they are held
Para 1.22 The charity trustees have decided that it
is appropriate to operate without holding
any reserves. We reached this decision
because the terms attached to much of
the funding we receive does not allow
any of this money to be set aside for
reserves.
Amount of reserves held Para 1.22 0
Reasons for holding zero
reserves
Para 1.22 Because of our size the trustees have
decided that it is in the best interests of
the charity not to hold any reserves at the
moment, but to spend all of its budget on
salaries and resources. We will continue
to review this policy.

The charity’s principal
sources of funds (including
any fundraising)

Para 1.47

The Cylch’s principal source of funds is
from fees paid by parents or funding from
the three-year-old education grant and
the Childcare offer for Wales.
However, during the period 2022-2023, we
also received grants from Conwy
Borough Council and Mudiad Meithrin.
These were primarily put towards staffing
costs and resources for the setting.
We also ran two fundraising events.
A description of the principal
risks facing the charity
Para 1.46 Covid restrictions meant that we were
unable to open our parent and
baby/toddler group at the same time as
we re-opened the Cylch. Traditionally,
many of the children who attend this
group go on to enrol in the Cylch, so the
number of children we have registered
with us has dropped. However, since we
have been able to reopen the
parent/toddler group and engage in
community fundraising events, we hope
that numbers will rise again.
