## **Structure, Governance and Management** 

Osgodby Village Institute Community Association is an unincorporated association with subscription-free membership being the residents aged 18+ residing in the Barlby & Osgodby Parish.   The Association is managed in accordance with its Constitution.  Trustees (Management Committee) are elected on an annual basis at the Annual General Meeting.

Martin Bishop and Colin Young did not stand for re-election at the Annual General Meeting in August 2021. 

In September 2021, June Wanless was appointed a Trustee, and in February 2022 Zoe Matsell.

**Summary of Objectives and Activities** 

As stated in the Constitution the objectives of the Association are: 

- a) The provision and maintenance of a village hall for the use of the inhabitants of Osgodby and neighbourhood without distinction of political, religious or other opinions, including use for: 

- b) meetings, lectures and classes, and 

- c) other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the inhabitants 

The Trustees remain committed to enabling as many people as possible to access the facilities provided by Osgodby Village Institute, and keep in mind the Charity Commission’s guidance on public benefit.    To achieve this: 

- A commitment to open the hall every day of the week at affordable rates, with specific subsidised charges to local residents and   local community groups/Charities 

- Maintenance of the building’s facilities to a proper standard, ensuring compliance with relevant legislation 

- Proper management of the organisation’s finances, with budgeting and detailed analysis and review, thus ensuring long term stability for the hall’s activities 

## **Financial Review** 

The Accounts for the year ended 31 March 2022 are set-out in Appendix 1 and accurately reflect the financial position of the Association and were signed-off by Trustees at a meeting on 11/08/2022.  As per our Constitution, an Independent Review of the Accounts was undertaken. 

## **In summary** 

With Income of £28,609.69 and expenses of £19,178.39 this led to a surplus of £9,431.31 for the financial year end 2021/22. Due to cash in hand at the end of 2020/21 of £55,596.69 we ended 21/22 with cash in hand of £65,028.00. 

The surplus of £9,431.31 for the financial year end 2021/22 can be attributed in full to the grants we were successful in applying for particularly the £10,667.00 in Covid Grants we received from Selby district Council as without this we would not be in the position we are today. 

Going into 2022/23 we have cash reserves of £65,028.00 of which we have the following reserves in place leaving us a balance of £28,201.41 towards operating costs.

## **Achievements and Performance** 

One of the measurers of success is how frequently the building is used by the widest spectrum of the local community and surrounding area. 

The re-opening of the hall was permitted from 17 May 2021 within Government COVID 19 regulations in relation to types of events, capacity, ventilation, face coverings and social distancing. The majority of regular hirers returned even though the restrictions on numbers were still in place. 

**The Youth Club** did not return and was disbanded in 2021. 

**Osgodby Heritage & History Group** re-commenced monthly meeting in May 2021. 

## **“Natter & Nibble”** 

With the financial support of North Yorkshire County Council Stronger Together Communities, a monthly “Natter & Nibble” commenced to support loneliness and social isolation in September 2021. 

## **Regular Hirers** 

One regular hirer, Monday Dance Club unfortunately disbanded and will be missed as they had been a very long-standing booking. A second regular hirer Moo Music did not return following the opening of the building.  There were two further regular weekly bookings, but unfortunately numbers attending did not make the session financially viable. 

In September 2021, a local dance school commenced new regular weekly classes.  In December 2021, a new weekly Yoga class commenced.  January 2022 the Selby Health Visiting Team started using the hall on a weekly basis on a Wednesday morning. 

By March 2022, eight weekly regular hirers were occupying the hall.

A comparison on previous year’s hall use is not possible due to the disruption of the pandemic. However, comparing to 2019/2020, (63 one-off bookings/227 hours) it is pleasing that bookings for the ten-month period May 2021- March 2022 are favourable.

## **April – June 2021** 

During this period, the Committee took the opportunity to reflect on up-coming events and the impact of continuing COVID19 restrictions which remained in place. 

## **July - September 2021** 

With the lifting of some of the COVID restrictions on 19 July Committee-organised events returned, together with weekly classes. 

A Quiz Night was held on 17 July 2022. 

The first Coffee Morning in many months was held at the beginning of August, and local residents welcomed the social event returning. 

The Annual Horticultural Show returned at the end of August with once again record entries.  A small change had to be made with the auction taking place in the Institute due to the closure of the Wadkin Arms. 

As the older generation of residents had missed out on VE Day celebrations the previous year, a free Afternoon Tea was enjoyed by 38 local residents in September. 

The free website via BT Community had ceased.  Following quotations, a web designer was appointed to develop a new website, with the Heritage Lottery Fund paying the fees, and the Management Committee committing to annual running costs. 

The developer had submitted the planning application for the housing development and alterations to the Institute building. 

A programme of repairs was undertaken to ensure the building was well maintained. 

## **October – December 2021** 

During this period, regular events returned for the first time since the lifting of national restrictions: 

A Quiz Night was well attended with the usual health competition between teams. 

The Annual Community Monster Mash/Halloween Bash was held in partnership with Barlby & Osgodby Community Events. 

Once again, the ever-popular Annual Craft Fair was well attended 

## **January – March 2022** 

By the end of the financial year, all regular monthly events were being well attended and the Institute was again back fully functioning as a hub of the local community

## **Volunteers** 

The Trustees are very grateful to the volunteers who help at all events run throughout the year, without whom it would be difficult to function.  We are grateful to Sarah Jackson who continued to provide cleaning services to the hall throughout the year 

## **Networking** 

Membership of the Community First Yorkshire continued through zoom meetings, with active participations in the Community Buildings network to share good practice and exchange ideas, and the Community Buildings Facebook Group where members across Yorkshire support each other. 

## **Communications** 

Our website and social media communications have been maintained on a weekly basis. We continued to contribute to the Parish Magazine. 

## **Looking Ahead** 

The Trustees will continue to look ahead: 

- Maintain a sound financial basis 

- The continuation of the refurbishment of the building 

- The continuation of fundraising activities 

- Review of social events organised for the benefit of the local community 

- Recruiting of volunteers and new Committee members
