Objectlves and arti¥itles
l. To promote social inclusion for the public benefit of residents in Saword and Bolton and in
particular but not exclusively the area of Little Hulron by preventing people from becoming socially
excluded, relieving the needs of those people who are socialty excluded and assisting them to
integrate into Society.
2. To promote and protect the good health of residents at rtsk of poor ernotional health, poverty,
Isolation, ill-health, antpsocial behaviours and unemplO￿nent in Safford and BoP(on and in particular
but not exclusivety the area of Little Hulton by the provision of an evNlenced-based rnentoring and
befriendin8 project.
3. To further such other purposes which may be charitable according to the law of England and
Wales a5 the trustees see frt from time to lime.
The trustees Confirm that they have referred to the Charity Commission's guKlance on public benefft
when reviewin8 the ChariWs aims and obj'ectives, in planning future activiiie5, and Setting the
policies for the year.
A revlew of our achlevernents and perfomiance: How our a¢tlvltles dellvered publlc benefft
At our AGM we celebrated that we had supported acros5 our service Imentorin& befrlending and
PEARL programmesl. We have received 182 new referrals and supported over 327 people. We have
delivered 35￿ faCe-t￿face sessions. We have provided 34CQ sUPPOrt phone calls. We have
contributed 325 hours of volunteer time. We have provided 300 hour5 of group activity. In 2023, we
have continued to deliver student placements. offering placement opportunities to The Universty of
Salford and Lancaster Unrversity. In total we have facilrtated 22 placements for students in their
communty placements. who were training as either. social W0￿er$. nurses. orthotics or
occupational therapists. This reciprocal partnership has been hugety succe55fv1 in educating
students whilst also helping to infomi and develop our own practice as a service, whitst providin8 an
income for the charity to continue and athance our work. Through participation in the Digital
Inclusion Project, we have helped 78 people to develop their IT ski115 and build confidence. We
supplied Winter Warmer Parcels. to 60 at risk clients to support their safety and warmth through
the challenging winter months.

The trustees have reviewed the accounts and are happy with the financial condition of the CIO.
Investment powers and pollcy
The trustees. havinE regard to the liquidity requirements of operdting the Charity. will keep available
funds in an interest-bearing deposrt account.
Reser¥es pollry and 8oln8 concern
The balance held in unrestricted reserves ai 31" December 2023 was £17.836 of which all are free
reserves. after allowing for funds tied up in tanBible rtxed assets.
The trustees aim to maintain free reserves in unrestricted fvnds at a level which equates to
approximatety three months of unrestricted charrtable expenditure. The trustee5 consider that thi5
level will provlde SLrfllcient funds to respond to applications for 8rants and e￿u￿ that support and
Bovernance costs are covered.

Rlsk rnanagement
The trustees have conducted a ￿VIeW of the major risks to which the charity is exposed and systems
have been est8blL4hed to mttlgate those risks.
Plans for Future Perl¢Jds
Moving Into 2024, we aim to build upon the 5ucces5es we have achieved over the last 12 months. In
addition to our usual seryices, the continued renovation and modernising of our new premises will
enable us to broaden our offer. During 2024 we hope to...
• Continue fa¢e-to-f3ce 'SMART recoverl and'SMART friends and famiv groups so that
individuals impacred by substance mi%u5e can attess the 5UPPOrt they need.
Continue complimentary therapies (recovery from substance misuse. All staff are now fvl
NADA trained.
• Continue tn-person. classroom based, peer mentortralning and deliver our training to
other agencies.
. Continue to provide placements for student nurses as part of the *ersonali4ed Care
Interprofe5sional Education Framework, IPerCIE)

medical student placements to Mental health. occupational therapy. wcial work and
orthopaedic students.
We look forwards to contlnuing our partnerships with LNin8 Well Salford for the delivery of
our PEARL programme.
Structurei 8o¥ernance and rnanagernert
The Charity is a registered charitable incorp)rated organ￿tiOft and is constituted under a trust deed
dated Wjanuary 2019.
Appolntment of trustees
New trustees are appointed by expre55K>n of interest in writing or via our AGM. They are appointed
by exlstlng trustees and se￿e for three year5 after whKh they may Put themselves forward for re-
appointment. The Trust Deed provides for a minimurn of three trustees. to a maximum of twelve
trustees. wfth no more than three trustees due for re-appointment In any one year.
At the quarterty trustee meetings, the trustees ag￿e the broad strategy and areas of aCt￿ty for the
Charity. including investment, reserves and risk management policies and performance. The day to
day administration of the Charity is delegated to the chair. Karen WhTtehead.
Trustee Indurtlon and trainin8
The CIO trains and inducts trustee5 via a system of mentoring and intemal tralning. Trustees can
atcess training by Salford CVS on their roles and responsibilities should they wish. They are 3150
provided with a copy of our conStitut￿n and a verbal explanation of their roleslreswnsibilities.

The charity trustees are responsible for preparing a trustees. annual report and financial statements
in accordance wtih applicable law and UnTted Kingdom Accounting Standards (United Kingdom
Generally Accepted Accounting Practicel-
The law applicable to charrties in England and Wales requires the charrty trustees to PTÈpaTe
financial statements for each year which gNe a true and fair view of the state of affairs of the charity
and of the incoming resources and application of resources, of the charity for that period. In
preparing the financial statements, the trustees are required to:

The charity's trustees are r¢sponsibl¢ for the preparation of the accounts. The Charity trustees
onsider that an audit is not r￿Uired for this year under section 144(2) of the Charities Act
2011 (Ihe 2011 Act) and thal an independenl examination is ne￿¢d. The charity is preparing
accrued accounls and l am qualified to undertake the examination by b¢in8 a qualified
member of the As50ciation of Chartered Certified Accountants.

Basis of Independ¢nt Examiners Report
My examination was carried out in accordance with the General Directions given by the
Charity Commission. An examination includes a review of the accounting records kept by the
charity and a wrnparison of the accounts presented with those records. It also includes
n5ideration of any unusual items or disclosures in the accounts. and seeking explanations
from you as trustees concerning any such matters. The procedures undertaken do not provide
all the evidence that would be required in an audiL and wn5equently no opinion is given as to
whether the accounts present a '%rue and fair vieW' and the rewrt is limited to th0￿ matter5
set out below.
