Governance Cylch Meithrin Dinas Powys ("the Cylch") was registered as a Charitable Incorporated Organisation on 27 December 2018, established under a foundation constitution. Trustees have been selected and appointed on the basis of their experience and skill set. They meet every 6/8 weeks and hold an annual general meeting each year. The trustees and staff have adapted policy templates provided by Mudiad Meithrin for their own use and consider that they have a comprehensive set of policies in operation. These policies are reviewed on an annual basis and amended as necessary. There is a risk register to identify and categorise the key risks facing the Cylch so as to put in place measures to minimise the risks facing the setting. This register is reviewed periodically. The Cylch is registered with the Care Inspectorate Wales {"CIW") to provide sessional day care and is affiliated with Mudiad Meithrin. Objertives The objectives of Cylch Meithrin Dinas Powys are to advance and promote the education of pre- school children in Dinas Powys and the surrounding area, through the medium of the Welsh language. It is a long-established playgroup and prides itself on offering a quality, caring learning experience for children from the age of two until they commence school. The sessions provide structured play and educational activities in a safe and stimulating environment. Review of Artivities and Performance The Cylch continues to successfully provide educational activities for the year in keeping with the new curriculum for early years childcare in Wales. The sessions provide the children with opportunities to learn through play in a Welsh speaking setting. During tills financial year, the Cylch Meithrin Dinas Powys has continued to operate in a classroom in the local Welsh medium primary school- Ysgol Gymraeg Pen y Garth. This has not only benefited the Cylch with increased links and positive communication with the feeder school, but it has also allowed the nursery to expand in terms of numbers of children. This setting has a large and secure outdoor space so now the children are able to enjoy outdoor activities as well as their indoor
facilities. The nursery is at capacity at the moment with a waiting list of children to jotn. We have a healthy number of staff who work together in providing a safe place for children to learn and play. Future Plans The Cylch Meithrin is still operating in a spare classroom within Ysgol Pen-y-Garth. We hope to expand the nursery with the expansion of our space into a purpose built facility Ivithin the school site. There are still plans to build a purpose built facility within the school grounds and a grant has been submitted to Welsh Government to fund this. Unfortunately, Welsh Government have prioritised other projects ahead of ours. The project is still being considered by Welsh Governement, but this is now likely to be reviewed in 2026. In its current location the Cylch is thriving and is at full capacity. Should the new purpose built facility be granted it will allow the Cylch to expand further. The Cylch is registered for tax free childcare and the Childcare Offer to encourage the take up of new places. The Cylch is also still working with Flying Start to accept more children from low-income families in disadvantages areas. Financial Review The Cylch has been in a strong financial position throughout this year. This has been due to a stable and high number of children using the childcare facility. The Cylch has been able to invest in appropriate equipment to support the curriculum which has benefitted the experience of children attending the Cylch. Fundraising has been limited this year, as the need for this and volunteer input to arrange fundraising has been limited.
