The club was originally established in 1982 and was established as a Charitable Incorporated Organisation (CIO) on 17 December 2018. The club's objectives are exdusively charitable including: to advance citizenship to promote the voluntary sector for publbc benefft, to empower volunteers to seNe their communrties. the relief of poverty and to meet humanitarian nej$. the advancement of health, to promote for thè benefft of the public the conservats'on, protection and improvement of the physical arKI natural environment. to promote ¢ommunty parti¢iP8tion in healthy recxeation. The Lions Club of Idmnslow rai88s funds each year to enable it to provKle grants to deserding cau8e8 within the Winslow and Buckingham area. nationally and overseas via the Lions Clubs Intemational Foundation. It also supports and puts on events to benefft and ser4e the l¢)¢al communty. Grants are made in accordan¢8 with the Club's Grant Making Policy. Since registration as a CIO. the Trustees have paid regard to the Charity Commission's guidan on public benefrt in dealing with the objectives and activities of the club. The Club relies on the surpluses generated from furKlrai5ing events and, on occasions, donatlons from the public, to provide the funds with which to conduct ts objectives. of the Club are met from donations paKI by ts members. There has been no change to th&%e policie8 during the reporting period. The work of the CIO is Conducted entirely by volunteers. From time to time as appropriate. the Club works closely wth other local and national agencies. other Lions Clubs and Lions Clubs International to achieve its obje(Xives. 4. Management and govomance arrangements The club is govemed by ils CIO document dated 17 December 2018 and by the Constitution and By- laws of Lions Club Intemational. The Trustees are appointed as apwopriate by the members of the Club and have overall responsibility to ensure the Club operates in accordance yth Charity law and the Club's CIO document. The day to day wnning of the dub is overseen by the Club's Officers, elected each year by the members. All business of the club is ratified or Othe1¥e by members in general meetings held once a month. The Club is ably supported by the volunteer seNices of its members and others. Truste Report- Fundralslng and Communlty Service activitles In 2023, 1 was very proud and honoured to take over the presidency of Lions Club of Winslow. The club had weathered and come through the dfficutties of the Covid years and retumed to its full range of activities. During my time I was fortunate to induct two new members to the club wrth one of my first acts as President to join our first female member Zoe Bradford and one of my last acts to induct Alan Hodgetts. During my year, the club donated to a wide range of causes and organisations. Local ones such as Treehouse Playgroup and the Winslow C o E school for equipment and we continued to support our local food banks as well as keeping our commitrnent for three year funding for Young carers based in Buckingham. We also donatad to regional organisations including Bucks MirKI and Action for Youth. I would like to thank the club for supporting my chosen charity of BURPS, a neo natal charity based at Stoke Mandeville Hospital and now currently chaired by my daughter, Nikki Dean. l am pleased to say that five sleep apnoea monttors have now been purchased with the £5,000 donated by the club and are in use helping to save lives of seriously ill premature babies. The club has also responded to intemational disaster appeals as they arise. The year also had its series of challenges. My thanks to Colin for his work on Data Protection - something I know he particularty enjoyed. DBS reared rts head during the year with District trying to get clubs to have all members so checked. On balance the club decided not to go down this route. Possibly the bi99est chalknge facing the club was that of Insuran cover following tha realisation that the insurance provided by District was inadequate to say the least and left 250312 Annual Report.dtyx
both the club and its members exposed lo potential daims. This required extensive research, and liaison to ensure that we were protected from civil and criminal litigation should an incident occur at any of our events. The added costs of this insurance brought into question the value of continuing fundraising aclivrtbes. However, wrth careful management, they were held sucSsfUllY throughout the year. Behind the scenes pressure from this club and other M105A clubs eventualty resulted in a new, fairly comprehensive insurance package being provided by the ntre. There remains the need to secure written confirmation of cover for each event with provision of all required documentation and monitoring for any insurance gaps with the importance of a designated insurance officer for the club becoming clear. The club, however, is now in a much stronger and secure position than before. Could l also thank all our Committee and Event leads for the work and efforts they undertake for advance planning and preparats'on behind the sneS as well as on the day that ensure all our events are so successful. The club also supported our own members where ne(xsary. and here l think of our fondly remembered friend Keilh Harvey who we unfortunatety lost last year. My thanks to Andy Crossey who c(Fordinated transport assistsnce and ongoing welfare contact during that period. I was pleased to pass over io our current president Daniel Bradford who is doing a sterling job in the role and doing his best to keep our meetings shorter. It is the policy of the Club to maintain unrestricted funds only to the extent that they are expeGted to be required thin the near fulure to meet the objectives of the Club. The adequacy of the reserves policy is reviewed periodically. The Trustees have considered the major risks to which the Club is exposed to Satisty themselves that systems are in place to mitigate those risks. Receipts and Payments AccouTts for Llons Club of Wlnslow The receipts and payment account infomation detailed on page 10 is taken from the Charity Commission provfomia for receipts and payments accounts which provides the recommended fornat for the preparation of such account$ and therefore meets the requirements of the Charity Commission. The pro fornia is designed to meet the minimum recommended levels of accountabilty. Receipts and payments accounts are statements that summarise the movement of cash into and out of the charity during the financial year. In this context 'Gash' includes cash equivalents for example bank current arvj other cash accounts into which money is banked or used to make payments. It 18 accepted that receipts and payments accounts should not report all individual receipts and payments- these are recorded in the Club's cash book from which this Summary information 18 drawn. These financial statements arè prepared in G8P Stérling. rounded to the nearest pound which 18 the functional currency of the Lions Club. Lions Club of vnSIoW meets ts definition of a public entity under FRS102. The Trustees consider that there are no material uncertainties about the Lions Club of Wnslow's abilty to continue as a going concem. Receipts induding fundralsing and donations are recognised when there is éntitlement and certainty of receipt and the amount can be assured with sufficiènt r8liabilty. Fundraising income and membern. Gontributions are reco9nised when they fall due. Payments are recognised vthen a liabilty is incurred: Costs of fundraising events, hlre of rooms. and bSIte & publicity are those incurred in running fvndraising events and ottracting donations. Donations made represent the donatbons and grants made in furthering the objectives of the club. Dues to Lions Intemational and District 105A indude those payments associated with constitutional requirements. The Charity Guent account comprises funds raised. and donations reiVed which. nomially, have not been restricted by the donors or designated by the Trustees for a partiGular use. The Trust8es are entitled to allocate such unrestricted funds as they see frt towards the 0.eCtS of the Glub. The Administration current account comprises funds raised by contribLrtions from th8 members and are for use in the administration of the Club in accordance with the Club's constrtution.
