Structure and Governance
The Charity was registered as a Charitable Incorporated Organisation on 17 December 2018, having been reconstituted from the previously unincorporated Charity number 209145. The Charity changed its name from the Egypt Diocesan Association (EDA) to Friends of the Anglican Province of Alexandria (FAPA) in June 2020. The Charity is governed by a constitution which places no maximum on the number of charity trustees that may be appointed; membership is open to anyone who is interested in furthering the purposes of the Charity.

Report of the Trustees
The Trustees present their annual report and financial statements of the charity for the year ended 31 December 2023.
Objects and Activities
The object of the Charity is to benefit the public by encouraging support with financial grants, prayer and personal service in order to advance the Christian faith in the Episcopal/Anglican Province of Alexandria - to provide and maintain its church buildings and to enable public worship, pastoral care, outreach and witness, training and education, healthcare, the relief of poverty and community development.
The Province of Alexandria contains four dioceses (Egypt, North Africa, the Horn of Africa, and Gambella) which are being established over a five-year transition period. Assistant Bishop Anthony Ball, Chair of The Jerusalem & Middle East Church Association, is tasked with establishing the legal and administrative arrangements for the three new dioceses of North Africa, Horn of Africa and Gambella. The first Provincial Synod was held in Cairo in February 2023, and despite access difficulties (especially visas) Diocesan Synods have been held in all four Dioceses during the year. Structures for the functioning of the different dioceses are gradually being put in place – in Ethiopia this involves altering the current registration with the Ethiopian government to include two dioceses within the country; in North Africa this requires a lot of groundwork in establishing a diocesan centre potentially in Tunis or Algiers. Church membership has increased in most areas despite enormous challenges, and Bishop Anthony has reported encouraging signs of a spiritual awakening. Archbishop Samy Shehata, Primate of the Province of Alexandria has a vision for the whole Province and, with structures increasingly in place, a major focus is on personnel - it is hoped that by 2025 it will be possible for bishops to be elected in the new dioceses. For the moment, Archbishop Samy has temporary appointed diocesans for North Africa, Horn of Africa and Gambella.
Promoting Support and Interest in the Province The Trustees have met remotely by “zoom” to conduct business during the year, plus informally at the Annual Gathering. A Safeguarding Policy has been adopted by the Trustees. The AGM of the charity was held in April 2023.
A (hybrid) Annual Gathering was held in St Margaret’s Church, Westminster (by kind permission of the Dean and Chapter of Westminster Abbey on 13 September, 2023. About 15 members attended in person, including our Patron Bishop Michael Ipgrave, and a similar number joined via the video link. The gathering enjoyed an uplifting talk from Archbishop Samy Shehata (via a video link from Cairo) – members are encouraged to pray for:

The consecration of the new Cathedral in Gambella; encouragement of Archdeacon Jerimiah, and the clergy, lay persons and Mothers Union leaders and members throughout the Diocese of Gambella. .

For the development of clergy and lay members in the Horn of Africa; plus the delicate situation on Ethiopia, in the camps near the border etc.

For the missionary Diocese of North Africa, especially the need for a mature priest to guide the ministry at Holy Trinity, Algiers. And the general climate of hostility to Christians and Christian witness within the political and security apparatus of the country.

For the blossoming of old and new ministries through many institutions in Egypt as new hospital wards, education centres, cultural centres etc. come on stream. For the various “sector” directors and their staff.

For the clergy and congregations of the many churches and congregations throughout Egypt; including the celebrating of Church of Good Shepherd in Giza in its 100[th] Anniversary.

For the ministry to desperate refugees and migrants throughout the Province.

For the ministry of the Alexandria School of Theology through its many campuses; with thanks for the gradual gaining of PhD’s by various faculty and progress towards good accreditation of AST courses.

For ecumenical cooperation and interfaith involvement at local level throughout the Province.
A Pilgrimage Study Tour to Tunisia has been organised to take place in April 2024 (delayed from April 2023). This will be a private tour for FAPA members and friends led by Trustee Richard Hibbert with a Tunisian guide.
Extended Study Opportunities Trustee Christopher Andrews has initiated an Extended Study Opportunities programme in Cairo, Alexandria and at Anafora Retreat Centre – an opportunity for persons exploring the possibilities of study leave or a sabbatical in the Province to:

Experience the living Christian faith and worship of Anglican Episcopal congregations and ecumenical links with the Coptic and other churches;

Explore ‘Interfaith’ through the Diocese's networks and contacts at Al-Azhar University, Cairo;
-
Discover the warm welcome and vibrant contemporary life, worship and ministry of the monasteries of the Egyptian desert;
-
Encounter the social justice ministry of the Diocese of Egypt;
-
Pursue individual research or participate in a course of theological study at the Alexandria School of Theology.
Communication. Three FAPA newsletters were published in 2023 and distributed widely to sister organisations and to about 100 FAPA members.
The FAPA web site www.fapa-egypt.org is the main vehicle for equipping and inspiring members to pray for the Province - a vital FAPA mission activity.
Financial Review
The Charity received Unrestricted income of £5,435 from individuals, and £19,202 from individuals and two partner churches as Restricted donations. A charity can claim Gift Aid of 25% of donations from individuals who pay tax and have signed a Gift Aid form. Income from donations and subscriptions include the Gift Aid the charity has claimed. The charity remitted £26,313 for the Province of Alexandria which comprised income donated for specific purposes of £20,688 and £5,625 from general donations remitted to be used at the discretion of the Archbishop.
The Charity is immensely thankful to all individual donors and partner church donors for their generous donations as this has enabled FAPA to make significant grants to support the activities of the Province of Alexandria.
The most significant risk is sustainability of donations.
Reserves
The Trustees consider that approximately £1,500 should be retained to meet future needs of the charity. At 31 December 2023 the level of unrestricted reserves was £1,437.

1 Friends of the Anglican Province of Alexandria is a Charitable Incorporated Organisation registered in England.
2 Basis of Accounts Preparation The accounts are prepared on a cash basis with income being recognised when received and expenditure recorded when paid. Where applicable income includes Gift Aid claimed.
3 Charitable Funds Unrestricted funds are available for use at the discretion of the trustees in furtherance of the charitable objectives. Restricted funds are subject to specific conditions by donors as to how they may be used. The grants made from such funds are set out in note 4.

Respective responsibilities of the Trustees and the Examiner
The charity’s trustees are responsible for the preparation of the financial statements. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011(the Charities Act) and that an independent examination is needed.
It is my responsibility to:

Examine the Financial Statements under Section 145 of the Charities Act,

To follow the procedures laid down in the general directions given by the Charity Commission (under section 145(5)(b) of the Charities Act), and
-
To state whether particular matters have come to my attention.
Basis of Independent Examiner’s Statement
My examination was carried out in accordance with the general directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes a consideration of any unusual items or disclosures in the financial statements and seeking explanations form the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair” view and the report is limited to those matters set out in the statement below.
Independent Examiner’s Statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that in, any material respect, the requirement:

-to keep accounting records in accordance with section 130 of the Charities Act.

-to prepare accounts which accord with accounting records and comply with accounting requirements of the Charities Act have not been met; or
-
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the financial statements to be reached.
