Purpose:

Practically, the ‘Mentrau Iaith’ were established to arrange a variety of events for people of all ages, background and linguistic ability to enjoy and socialise in Welsh including parents, families, children and young people, adults and learners. The Mentrau offer community events and activities in order to promote use of the Welsh language.

Menter BGTM works in the local community in many ways to create opportunities for people to use Welsh. This includes:

Public benefit:

The charitable incorporated organisation’s charitable activities have contributed to the growth in the use of the Welsh language in Blaenau Gwent, Torfaen and Monmouthshire. The Menter has increased confidence levels and raised awareness of the Welsh language locally.

The trustees confirm that they have complied with the requirements of section 4 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales.

Cyflawniadau a Pherfformiad / Achievements and Performance

New Staff

Two new development officers were appointed following the departure of Delyn Fritter and Joshua Wheeler, namely Sioned Davies (Blaenau Gwent and Torfaen) and Marged Roberts (Monmouthshire). These posts are funded by the Welsh Government's Welsh language promotion grant.

The Welsh Government grant is also responsible for paying the salary of our Chief Officer, Thomas Hughes and since April 2020, covers 96% of the salary of our Support Officer, Jo Price.

We decided to redistribute our project funding during the year 2020-21 to secure the jobs of our core workers as it was not possible to open our After School Clubs during the pandemic.

Reacting to the Pandemic

During the Covid-19 pandemic the Menter has successfully adapted to offer activities, resources and information in a virtual way.

Prior to the lockout in March 2020, Menter Iaith BGTM had 513 followers on Facebook but by the end of March 2020 we had 1,920 followers. Over half of our new followers are women aged 25-45. Our Facebook content has reached 598,639 people with 26,411 engagements ('likes', 'shares', comments, retweets).

Our online events have enabled the Menter to reach new audiences and help keep in touch with our core users

Online Events

A daily chat group was set up over Skype with over 40 members. The language confidence of many new speakers increased as they had the opportunity to speak naturally for at least an hour every day for 6 months.

Online 'Play Time' sessions were organised for primary school children over Zoom to increase the use of the Welsh language and to ensure that the children had the opportunity to retain their Welsh while the schools were closed during the lockdown. The Menter registered 72 children from the Blaenau Gwent, Torfaen and Monmouth area.

Information was shared about 'Cynllun Cyfaill Cymru' - a national service offering Welsh telephone conversations for vulnerable individuals. Our Development Officers offered one hour of their time each week for the scheme over the summer months.

We received £1,500 from Torfaen Council for 'Torf-Hwyl' - an online digital festival that offered a platform for local groups and artists. The Festival was watched by over 7,000 people.

486 activities were organised over the year with 878 signing up for our events giving people the opportunity to use the language locally. These events are open and attract people of different ages and linguistic backgrounds.

We received £1,000 from the Moondance Fund to fund our Parent Support Group.

Our Facebook videos (Weekly Quiz, Children's Quiz, Home Activities for Kids, Fitness Sessions, Live Performances and Musical Events) have been viewed 153,253 times.

Outdoor Events

Between August and October 2020 walking clubs were held in the three counties. Attendees are expected to register for the events (see numbers below) and we keep their contact details for the TTP systems.

The events have also provided opportunities for some of our vulnerable users who are not comfortable with technology to socialise and keep in touch with the Welsh community.

NCVO Trusted Charity Mark

The Trusted Charity Quality Mark is a quality mark administered by the National Council for Voluntary Organizations (NCVO), and is the only quality standard in the United Kingdom that helps third sector organizations operate more effectively and efficient. Menter Iaith BGTM was assessed against the 11 standards of effective practice by NCVO, including governance, leadership and management, staff and volunteer management and money management, and proved to meet all of these standards.

Receiving this quality mark is important in developing opportunities for the Menter in terms of seeking new sources of funding and developing higher-level projects than ever before.

Communtiy Audit

A Community Audit of organizations that operate in Welsh or promote the Welsh language within our communities was undertaken, in order to try and gauge the impact of COVID-19 and the potential impacts for the future. Due to our close links with many of these organisations, Menter Iaith BGTM was expected to play a leading role in the first two stages of the audit, namely distributing the questionnaire and updating our Language Profile.

Working with Welsh Language Societes

Since September 2020, our Monmouthshire Development Officer has been working with members of Cymreigyddion y Fenni to help them with the technical element of their online Welsh lectures and social events on Zoom during the winter. As many members are unfamiliar with Zoom, our officer has provided technological assistance to the group and has conducted telephone conversations with a few members to explain how to download the software.

Following a suggestion of the community audit, the Menter has assisted the Abertillery conversation group that used to meet every Thursday evening to socialise over Zoom. The group has 13 members.

Menter Iaith Language Forum

We organized 3 meetings of our Fforwm Iaith and invited Welsh language partners including local schools, local authority officers, Dysgu Cymraeg Gwent and representatives from the local health board. Information was shared about financial support available to organisations and opportunities for collaboration were discussed.

Supporting Children and Young People

Children of key workers during at the various community hubs were provided with Welsh language resources during lockdown. Each week children's resources such as word searches, lego challenges with Welsh vocabulary and colouring charts were shared with children attending the hubs

During March 2021 Menter Iaith Officers prepared 500 age-friendly worksheets (colouring sheets, crosswords, educational challenges etc.) to encourage children to use more Welsh during the holidays.

3 ‘Cwis Dim Clem’ sessions were held over Microsoft Teams and were attended by 72 children to promote Welshness outside the classroom. The quiz is an opportunity for the children to use the language in a fun environment and provide an opportunity to teach the children about Welsh history, culture and traditions.

Young People

Our Gwent Ifanc social nights evenings are organized over Zoom in conjunction with Menter Iaith Casnewydd. The project is aimed at giving young people the opportunity to socialise in Welsh, with the aim of raising the confidence of speakers who have not used the language since leaving school.

Youth Forum

The Youth Forum ( comprising of 8 members from Ysgol Gyfun Gwynllyw) continue to keep in touch with our officers and have created resources and videos promoting health and well-being. Yoga workshops were organised for forum members. Our Development Officer had a positive influence on the reading habits of the forum, with the members meeting online every two weeks to discuss a Welsh book.

Family Activities

In May 2020, an online group was formed to share fun and educational resources for parents educating children at home. This group was advertised by the three local authorities and family information services. The group had 14 members, with information and resources shared every Friday from May through to early September 2020.

As restrictions eased, 6 outdoor activities were held which gave families the opportunity to mix in Welsh, hear Welsh and discuss language transmission within a family. Information was shared about and opportunities for adults to learn Welsh and opportunities to use the language in a social setting. These activities were attended by 95 people.

After-School Clubs

Our After-School Clubs at Ysgol Y Fenni and Ysgol Bryn Onnen closed for most of the year due to Covid-19 restrictions. A number of useful resources and activities were also shared with the parents of the children to ensure that they had the opportunity to use the Welsh language whilst staying home.

Clwb Carco Bryn Onnen reopened duirng the Autumn of the 2020 term with 30 children attending weekly. The Menter ensured that the Carco Club employees received money from the Job Retention Scheme during lock-down periods.

Structure of the Menter

The Menter has been approved by the Charity Commission to be a Charitable Incorporated Organisation. It has three trustees serving as a Management Board. This is underpinned by clear and robust procedures with the following mission:

• Create an organisation with simple and clear financial procedures that is resistant to any external audit

• Create strong systems, policies and processes that are easy to find and implement for anyone joining the organisation.

• Creating an organisation that attracts and enables staff to work efficiently within the Menter and offers opportunities for professional development

• Creating a constitution that is efficient and appropriate to suit the CIO status and ensures agile and efficient development and operation

• Creating a culture that enables and empowers the organisation and its staff to work for the benefit of that mission

Prif ffynonellau cyllid

Darparwyd cyllid gwerth £118,332 gan Lywodraeth Cymru am gyflogaeth y Prif Swyddog, Swyddog x2 Datblygu a chyfraniad tuag at gyflog y Swyddog Cefnogi ac hefyd rent, treuliau, marchnata a chostau prosiect. Derbyniwyd gwerth £3,344 o grantiau eraill a chodwyd £2,898 o’n Clybiau Gofal.

Financial Review

At the balance sheet date (31.3.2020) the Menter reserves amounted to £37,729.

Reserves policy:

• Menter Iaith reserves the right to hold reserves. These funds are for the protection of the organisation in an emergency situation.

• The money can be used to pay bills and salaries when the Menter's financial position is low. This money will be repaid upfront i.e when there is enough money in the current account.

• The money can be used on the winding up of the Menter to pay salaries, bills and any other costs associated with this.

• The Trustees are authorized to move the money from the reserve account to the current account

• The reserves are identified as 'Reserves' within the accounts.

• The Menter will endeavor to keep the total to £ 35,000 unless otherwise decided at Trustee meetings.

• The Board of Trustees aims to keep to this amount which is more than adequate for 3 months should the Menter cease to exist.

• The money over and above what is needed to close the Menter will be money that can be used in an emergency or to run a specific event, job or campaign, this money will not be used without a majority vote in a meeting of the Trustees.

Principal funding sources

Funding of £118,332 was provided by the Welsh Government for the employment of the Chief Officer, x2 Development Officers and a contribution towards the Support Officer's salary as well as rent, expenses, marketing and project costs. £3,344 was raised in additional grant money and £2,898 was raised from our After-school Clubs.

Structure, Governance and Management

The nature of the governing document

Menter Iaith Blaenau Gwent, Torfaen a Mynwy became a Charitable Incorporated Organisation (Foundation Structure) on 11.12.2018.

The Charitable Incorporated Organisation was established under a constitution which sets out the aims, powers and governance of the Menter.

Recruitment and appointment of new trustees

1. With the exception of the charity's first trustees, all trustees must be appointed for a term of three years by resolution passed at a meeting duly convened of the charity trustees.

2. In selecting persons to be appointed as trustees of the charity, it must the charity's trustees to address the skills, knowledge and experience necessary for the effective administration of the Institute.

3. Trustee (s) Nominated

(a) Menter BGTM (“the appointing body”) may appoint three charity trustees.

(b) Any appointment must be made at a meeting held in accordance with the normal practice of the appointing body.

(c) All appointments must be for a term of three years

(d) The appointment will be effective from the last of the following two dates:

(i) Date the post becomes vacant; a

(ii) The date on which the charity trustees or their secretary or secretary clerk informed of appointment.

(a) The person appointed does not have to be a member of the appointing body

1 Accounting policies

1.1 Basis of preparation

The financial statements have been prepared under the historical cost convention and in accordance with the Financial Reporting Standard 102 (effective 1 January 2016).
