|Summary of the purposes of
the charity as set out in its
governing document|Para 1.17|To establish and maintain a museum to
promote an interest in Bancroft Mill and its
engines.
To advance the education of the public in
the history of cotton weaving and other
related subjects of industrial or
archaeological interest.|
|Summary of the main
activities in relation to those
purposes for the public
benefit, in particular, the
activities, projects or
services identified in the
accounts.|Para 1.17 and
1.19|The activities of the Charity in this period
have been significantly curtailed by the
COVID pandemic. In normal times the
Museum is open weekly free of charge on a
Saturday and the engines run under steam
power at least 12 times a year.
The Mill featured on national television in
February: the potential for enhanced
publicity was largely vitiated by the
lockdown which affected us almost
immediately afterwards.
We have however utilised our period of
lockdown to carry out a number of tasks
which could not be undertaken with the
public present.
The weaving area has been enlarged and
completely revamped, with a newly-
donated additional loom installed and with
all equipment relocated for better access.
The old doors to the Bradley shed were
removed and were replaced by a custom-
built frame in readiness for the future
improvements to the building frontage.
Quotations for boiler and chimney repairs
were sought in expectation of actions to be
taken in due course.|
|Statement confirming
whether the trustees have
had regard to the guidance
issued by the Charity
Commission on public
benefit|Para 1.18|The attention of the Trustees has been
drawn to this Guidance and they have had
full regard to it.|

## **Financial Review**

|**Financial Review**|||
|---|---|---|
|Review of the charity’s
financial position at the end
of the period|Para 1.21|This charity, Bancroft Mill Engine Museum,
was established as a CIO in 2018 to take
over the assets and operations of Bancroft
Mill Engine Trust (the Trust). The COVID
pandemic drastically affected this, the
period when the charity took over the
running of the Museum from the Trust. Only
one public steaming day could be held
rather than the planned fourteen and the
celebrations for the centenary of the
opening of the Mill, which was planned and
intended to be a major fund-raising
opportunity, had to be postponed. Donation
income was roughly half that received by
the Trust in the previous period, but the
efforts of one volunteer in particular in
weaving and marketing tea towels raised
our sales income by over 40% over the
figure achieved for the previous year by the
Trust.
No major maintenance work (for example,
to the boiler or chimney) had been planned
for this period, so even with the much-
reduced income there was a surplus of
Normal Income over Expenditure of £6493.
Our funds were further boosted by £10,000
received from central Government in the
form of a COVID Business Support Grant.
In addition to this, the charity received a
cash transfer of £41,919 from the Trust,
which will now be wound up as soon as
practicable.|
|Statement explaining the
policy for holding reserves
stating why they are held|Para 1.22|Significant reserves are held in order that
essential maintenance of the infrastructure,
particularly the chimney, can be carried out.
This is a vital part of our estate: without the
chimney we cannot run the boiler and
without that we cannot run the engines, so
preserving the chimney keeps the Museum
alive as well as preserving an
architecturally significant local landmark
which is now one of only a tiny number still
existing.
We are also building up reserves with a
view to redeveloping the frontage of the
Bradley Engine House. This is a long-term
project which will upon completion see a
greatly increased amount of space which
we can devote to the public, be it for
exhibition space or for some other use.|
|Amount of reserves held|Para 1.22|£50,000|
|Reasons for holding zero
reserves|Para 1.22|N/A|
|Details of fund materially in
deficit|Para 1.24|N/A|

|Explanation of any
uncertainties about the
charity continuing as a going
concern|Para 1.23|No uncertainties have been identified|
|---|---|---|

## **Additional information (optional)**

You may choose to include further statements where relevant about:

|The charity’s principal
sources of funds (including
any fundraising)|Para 1.47|More than £41,000 has been transferred to
the Charity from the Bancroft Mill Engine
Trust (Charity No 517795) which originally
ran the Museum. This sum is clearly
identified and accounted for. The principal
sources of funding going forward are grants
and public contributions by way of
donations, purchases or admission
charges.|
|---|---|---|
|Investment policy and
objectives including any
social investment policy
adopted|Para 1.46||
|A description of the principal
risks facing the charity|Para 1.46|Our income from paying visitors during the
pandemic has been seriously curtailed. We
would be in severe difficulty if the
restrictions on opening were extended into
2021 and beyond. Our very viability
depends on our visitors continuing to come.
We are working to expand our presence on
social media in order to try to counteract
this reduction in footfall.|
