The Board of Trustees present their reports for Swindon CCRC Trust for the period ending 31
December 2022.
Structure Governance and Mana
ement
Governlng Documents
The or82nisation 15 a charitable company limited by 8uarantee, incorporated on 30 January 2018 and
registered as a charity on 06 December 2018. Swindon CCRC Trust was established under a
Memorandum of Association that e5tabli5hes its objects and power5 and is governed under its
Articles of A55ociation. Members of the charitsble company guarantee to contribute an amount not
exceeding £10 to the assets of the charitable company in event of winding up.
Strurture
The directors of the company are also charity trustees for the purpose of charity law. The Board of
Trustees is responsible for the governance and management of the church. The responsibility for
leadership of the church's activities, development of its spiritual life and its daily management has
been delegated to the senior leadership team who are supported in that role by the stsff team
including clergy. The Board of Trustees retains final decisions over policy, employment of staff and
finance, and takes responsibility for all matters of legal and regulatory compliance.
Trustees give their time voluntarily and receive no financial benefit from the charity. Trustees are
appointed by trustee members and can be appointed by ordinary resolution at a general meeting of
members.
Decision Maklng
All financial and strategic decisions over £10,000 are taken by the entire Board of Trustees. Any
financial and strategic decisions over £5,000 are taken by the senior leadership team. The
organisational implementation of the strategy is carried out by senior leadership. The Revd Joel Sales
fulfils the key day-to-day senior management role.
The salary of the key management role is paid by the diocese in accordan￿ with the agreed salary
structure of ordained personnel in the Church of England.
People
Volunteers are the primary source of activity at Pattern Church. There are great teams supporting
Sundays with hostin& worship, produttion, children's work and youthwork. There are volunteers
mentoring young people> pastoring Pattern Groups, and hosting Alpha groups. Volunteers lead
Growbaby and The Table, support Crosslight Debt Advice, and help with Starting Point and Safe
Families. There are also people who help maintain the building. Pattern Church is the volunteers.
The staff team, made up of clergy, ministry and operations members, support and lead these
volunteers.

Pattern Church benefit5 from the dedicated work of this great number of volunteers. In accordance
with FRS 102 and the Charities SORP11021, the economic contribution of general volunteer5 15 not
reco8ni5ed in the account5.
All staff, volunteers and trustee5 undergo a forrnal recruitment and selection proce55, followed by an
induction period that includes any training consldered necessary to effectively perform their role.
Senior Leadership of the church consists of clergy, whose pay is set via stipend. the level of which is
set by the Diocese.
S•fe8uardlng
The Board of Trustees have adopted the Diocese of 8ristol'$ 5afeguardin8 policy relating to children,
young people and vulnerable adult5 and appointed Mr Alan Brownlie as Safeguarding Officer. The
Safeguarding Officer has completed the necessary diocese training courses in safeguardlng young
people and vulnerable adults.
The trustee5 are committed to the principles of best practice in relation to safeguarding and comply
with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 in respect of
having due regard to House of Bishops, guldance on safeguarding children and vulnerable adults.

Pattern Church as part of the wider Church of England recognise our duty of care to Staff, volunteer5
and stakeholders and seek to safeguard those at risk of abuse, protect and support those who have
been abused and promote the welfare and safety of all.

Swindon CCRC Trust. acting under the name of Pattern Church, is an Anglican ¢hurch, led by Revd
Joel Sales who was commissioned by the Bishop of Bristol to plant a resource church in Swindon.
Our objectives are set in our governing documents, the Memorandum and Articles of Association,
which was agreed by the Board of Trustees in December 2017.
Our objectives:
The advancement of the Christian religion principally..
through the provision of an Anglican place of worship in Swindon. and
by contributing towards the establishment, renewal and revitalisation of churches with
the Anglican communion.
The Board of Trustee5 IS tommitted to the vision statement of the church to play our part In the re-
evangelisation of the nation, the revitalisation of the church and the transformation of Society by
'Inviting people into family to serve Swindon,. In accordance with the vision statement, the church
aims to meet its objectives through the provision of church services, courses and planting Churches.
Given the diversity of the church's activities, performance is measured on a Case by case basis.
Publ1¢ Benefit
Having thoroughly reviewed the Charity Commisslon's guldance on public benefit, speclficallv
focusing on the advancement of religion, the Board of Trustees is confident that Pattern Church
surpasses the established requirements in numerous ways. This public benefit has been
demonstrated by the artivsties undertaken sin¢e inception of the charity outlined in this document.

Pattern Church's primary beneficiaries are those who engage directly wlth us through ministry and
service, but our impact extend5, not least through our dirett beneficiaries. to the wider public. Thi5
has been particularly visible in 2022 through our ministry to young families, to those in debt and to
Ukrainian refugees. Christians are called to Serve others, whether they are fellow believers or not,
and work for the wellbeing of the communities and organisation5 Qf which they are a part. We seek
the "welfare of the city" and are committed to being the "salt" and 'light" of Jesus.

Performance
Since the charity was formed all decisions made and the structure PLrt in plate will help us deliver
our vision: "inviting people into family to Serve Swindon" We exist to give people an opportunlty to
explore and encounter faith in Jesus, to grow in that faith and a5 a strong community. and to serve
thetownwe live in.
The highlights of 2022 at Pattern Church were as follows:
Invittn8 People
Alpha is 3 Series of session5 exploring the Christian faith. In 2022 we ran six Alpha courses for adults
(including one with Ukrainian translation), youth Alpha, and children'5 Alpha. Our sunday Services
continue to be welcoming places Wlth a hosting team, and brilliant groups for 2-16 year old5. Our
morning 5ervice5 have Ukrainian translation and our evening services have Farsi translation. At the
end of the year, our fourth birthday and Christmas servlces had many visitors. Our social media
presence has continued to grow.
Into Famlly
Wednesdays are busy with Pattern group5 (groups meeting mid-week, largely in people's homes)
continuing to grow and new groups emerging as Alpha groups have continued meeting. Youth
Wednesdays have been a great place for young people to bring their friends and explore faith. Each
term a new cohort of leaders have been trained to serve Alpha, youth, children's teams and other
places. Throughout 2022 we had meals together, 130 people came to Focus, our church weekend
way, ond we held our first "Hearin8 God" conference.
ServinE Swlndon
Growbaby lour free "shop" and stay & playl has continued to thrive seeing over l(YJ people coming
every Wednesday to access the baby-bank and stay and play. Crosslight debt advice ha5 transitioned
to being completely volunteer led as the Centre Manager post was made redundant. Our work with
Ukrainian refugees began in April 2022 as we hosted a weekly meal, which Secured funding to offer
English lessons and summer trips.
The Well
As well as planting Pattern Church, a resource church in the town centre in 2018, the charlty aims, as
part of its objettives, to "plant churches that plant churches.. "The Well- was planted in North
Swindon in September 2021, and there are plans forming for future church plants.

The Well is a new church community, planted in September 2021 and serving the forty thousand
sidents of North Swindon. The vision for the church 15 to'worship Jesus and build community in
North Swindon" Following a successful launch in 2021, the following year wa5 one of consolidation,
growth and advance in the mi55ion of the church. The year began with Sunday services in St Franci5
school and Alpha Courses runr¢ing in homes for adults and young people.
A5 the year went on, Several new projects were started including Little Wellies la weekly toddler
group regularly gathering 100 people), The Living Room la tea-time hospitality project for struggling
families referred by the schooll, A Light Party la children'5 party at Holloweenl, a men's group
meeting in a pub (which also held a camping 50ciall and regular women's events. The church's
birthday wa5 celebrated in September with 280 people attending to See 4 church members baptised.
Future plans
In 2023 Pattern Church looks to continue growing as a church, running Alpha every term lincluding
Ukrainian alpha) with three weekends away* welcomin8 new people of all ages. We will continue to
launch new Pattern Groups and plan to run the Bible Course and the Pre-marriage course. We plan
to run the "Hearing God" conference and an evangelism conference.
We are looking for funding to support an employee for Growbaby, so we can continue to seNe
Swindon. We will also recruit a bookings coordinator to increase income from hiring the bulldlng. We
are also in the early Stages of planning two future church plants and exploring new project5 to
5UPPQrt youth and young adults across the town.
risks and uncertainti
The principal risks and uncertainties that the trustees see as facing the charity and any subsidiaries
include the ongoing ￿spOnSIbl11ty of the financial cost of maintaining the Pattern Store bLbilding and
staffing costs.
At the end of 2022 we made two staff positions redundant as we came to the end of our SDF
(Strategic Development Fund,part of the Church of England) planting funding for stafFing and had
not increased other forms of income. In 2021 and 2022 we received £120k from the jerusalem Trust
for central operational Costs which we are not experting to receive aeain, and $0 need to continue to
increase other forms of income into 2023.
Our social artion in 2022 has also been largely funded by and ￿lIant on grant income. The trustees
plans and strategies surrounding these risks include exploring opportunities to apply for relevant
grants as well as generating rental income.
Financial Review
In the period ended 31st December 2022 the total income of the Trust came to £423k12021 £223kl
of which £190k12021 £50kl was restricted. Giving from the congregation totalled £289k12021
£187kl. Grant income totalled £119k12021 £50kl.
There was a surplus on unrestricted funds of £7k12021 deficit of £21kl with restricted funds
increasing from £128k to £133k.
Total expenditure came to £417k12021 £329kl of whl¢h £192k12021 £136kl wa5 restricted.
Funds carried forward totalled E256k of which £133k was restricted. The detsils behind these figures
are shown in the attached finaAcial statements.

Reserves Poli
The Board of Trustees are aware of the need to maintain Sufficient reseNes. The PCC aims to hold
free reserves of at least 3 months of unrestricted expenditure. 3 months of free reseNes at 2022
expenditure leve15 would indlcate a resetves target of £57k. Artual free resetves at the end of the
year were £92k.

onsibilities in relation to the Financial Statements
Charity law requires the trustees, who are also directors, to prepare a statement of financial
activities and statement of assets and liabilities for each financial year, which gives a true and fair
view of the state of affair5 of the church and of it5 financial activities for that year and adequately
dlstinguishes any material speclal trust or any other restricted fund of the church. In preparin8 those
financial statements the trustee5 are required to:

make judgements and estimates that are reasonable and prudent,.
state whether policies adopted are in accordance with appropriate SOAP on Accounting by
Charities and the Accounting Re8ulations and with applicable accounting standards, subject
to any rnaterial departures disclosed and explained in the financlal statements-
prepare the accounts on the ongoing concern basis unle55 It is inappropriate to presume the
Church will continue to operate.
The trustees are responsible for keeping proper accounting records which disclose, with reasonable
accuracy at any time, the financial position of the church, and to enable them to ensure that the
financial statements comply with applicable Accounting Standards and Statements of Recommended
Practice, the Companie5 A¢t 2006 and the regulations made under the Charities Act 2011. They are
also responsible for safeguarding the assets of the church and hence for taking reasonable steps for
the prevention and detection of fraud and other irregularities.

## **Independent examiner’s report to the Trustees of Swindon CCRC Trust Ltd.** 

I report to the charity trustees on my examination of the accounts of the Company for the year ended 31 December 2022 which can be found on pages 9 to 17. 

## **Responsibilities and basis of report** 

As the charity’s trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’). 

Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act. 

## **Independent Examiners Statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe: 

1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or 

2. the accounts do not accord with those records; or 

3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination; or 

4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)]. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

I ACCOUNTING POLICIES
Basis of preparation
Thefinancial statements have been prepared in accordancewith the CompaniesAct 2006 and
Accounting and Reporting by Charities.. Statement of Recommended Practice applicable to
charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland IFRS 1021 leffective January 20191 {Charities
SORPIFRS 10211. the Financial Reporting Standard applicable in the UK and Republic of Ireland
(FRS 102) and the Charities Act 2011.
Swindon CCRC Trust Ltd meets the definition of a public benefit entity under FRS 102, Assets
and liabilities are initially recognised at historical cost or transaction value unless otherwise
stated in the relevant accounting policy notels).
The trustees consider that the Swindon CCRC Trust Ltd Is a going concern and have
accordingly prepared the accounts under the historical basis of accounting.
Funds
General funds represent the funds of the charity that are not subject to any restrirtions
regarding their use and are available for application on the general purposes of the church.
Restricted funds are those donated for Specific purposes.
Income
Voluntary income and copitol sources
Donations and other income are recognised when received and an estimate of income tax
recoverable 15 recogni5ed when the related donation5 are recognised.
Grants and legacies to the Trust are accounted for as soon as the church is notlfied of Its
legal entitlement. the amount due is quantifiable and its ultimate receipt by the church is
probable.
Fixed assets
Additions and improvements to the newly acquired church premises are written off a5
incurred. Only items costing £500 or above are capitalised. Fixed assets are depreciated on
straight line basis as follows:
Improvements to the building5: 10 years
Fixtures and fittings includin8 electricals.. 5 years
Plant & machinery including sound and audio: 5 years
Computer equipment- 3 years
Current assets
Amounts owing to the church at 31 December in respect of fees, rents or other income such
as gift aid are shown as debtors less provision for amounts that may prove uncollectable.
