The principal object of the charity is to proV￿e supported housing in the Portsmoulh region to those who are
homeless oi insBcurely hgused.
Tho charity 3irns lo use investment resource5 to buy houses for 2-3 lenan15. Each home is linked to a local
urch ttat provides a positive community, friendship, befn"endinglmentoring and support. Also included is a
Professional Empowerrnenl Vvorkor who provid¢s experbse to the tenants in benefi15. tenanries, jobs. liaising
with other agencies and action ￿an$. Each house is with the support ol a local church and thèy
fonn a Fr￿ndship and Support group to support the lenanls.
This holis*c approach fwst seeks to address the irnrnediale challenges fac4ng the individual. Seeking to
Identify the reasons for hornelessness and the underfying o8uses of their poverty. Then addressing th8
complexrties that have kept them from progressing in life and achieving their goals. The biggest impact
comès ttirough building a positive framework of relationship through the supr>ort worker and the friendship
and support group IFSGI. This provides a safe environment for them to share and grow in confidence in a
no￿]Udgments1 ther3peutic dynamic. We try and build on the positive and seek to empower thèm to develop
their strengths. Over time this builds self-worth and confiden￿. With new skills and qualifications, they
devdop néw Tel*K)nships redueing Iheir isolation and work lowards indep8ndent living.
There is a wder imwacl on the other services piovidiry supported 8cCornrn￿*oll in the loc81 area. As we
seek to move people on from hostels and other local seN1￿$ to independent living, this frees up addthonal
bed spa￿S along the pathway out of homelessness for people to pro9Tess Ihiough the system. There is also
wider benefit to the local community as we are assisting people to break their cycle ol disadvanta9e so that
Ihey can get back lo a pOs[￿"0n of contnbutsng positpiely to society. Most ol the Indiv￿uals we work alongside
Fxogres5 on to their own independent livin9 and becotne capable ol supportlng Ihern5elves rather than
relying on the th3rity of others and the benefit system. Many find work and become assets within their lor21
mmunty pathpaling towar¢Js the d¢velopmenl of their lo￿1 communrtles.
In makiny deTh5ions rglative to tsle wnning of the charity, the tru3lee3 have h8d due regard in all instanrRs to
the cornmissÉon's public benefft guidance when exercssing their powers or duties. Given that the objects of
the charity ale the Felief of povgrty specifi¥ rules apply in rolalv)n lo the'public asPOGt of th¢"publir benefit
Despite this the trustees are nonetheless satisfied that there is a public aspect tri benefrt as has been
shown above wf(h regards lo the Impact of the work of the charity on other organisations providing suw)ort9d
accommodation and the ￿￿er community.
There is an a￿d￿"on81 aspect to the benefit thal is worth mentioning. 11 is our experience as a charitabte
organisation. the volunteers frorn our friendship and support groups al80 benefit from being involved in the
achvi(ies that we provide as well As the churches who we are partnered wth. There is an opportun1ty for the
c*uro*e5 to demonstrate in a public way that they are relevant and involved in their local communities
making 8 real differen¢e lo people's lives. Each house 13 run in wnjundion with a lo¢xl Ghurch who sign a
fiv&year parthership w¢th us committing to build loTh>term, holistic relationships with the tenants who were
fomierfy homeless.
Volunteer3 C￿tribUte a few hours a w￿k and they tell us th* they feel that they learn as tnuch from
volunlewing aPongside th8s8 individuals as thè dients themselves. This is assisted by the fact that they
themselves are provided with ongoing support and training throughout their time v(Aunteering. An initial fvll
day's trainirYJ is complemented by on90ing trainin9 and suppcrt from staftwho work for the charity in various
capaaties.
In so many regard5 this model is as much abcpLrt a way of building communfy as it is about housing
individuds. T•nants 8r8 empowered by volunteers, whts arè supptsrtÈd by Empowèmiènt Workars.
Working togethèr we are seeking to build a sense of triendship. family and support that Iransttènds raual,
social. cultural. polthcal and teligious ijivides lor the puip05e ol building a better Eornmunty. And in the
process, Individuals who are struggling wth the challenges of poverty, identity, relationship and resource are
seein9 probleffls r¢ducod and therefore begin to regain th￿[ indopelldenGe.

ACHIEVEMENT AND PERFORMANCE

The year stsrted wth some unexpected thange5 in the lead8r5hip toam. Tracey Ansell. having been Chair of
Tmsteès foi several years, and done 811 the hard work of sel*"ng up and growing HIAP, stepped down from
her rde in May 2023. Steve Macfarlane look on the role of Ath'ng Chaw at this lime. Ihen ber￿mE Chair ol
Trustees in September 2023.
The st8ff tearn had been through some diffeuV( issues and required significant support frorn the trustees
through 2023. The trustees wod(ed dosely wilh Hope into Action UK to ensure everyone was supported In
the best way possiNe. The stsff te8ffl saw 8 numk￿r of ehsngés through th• yaar with new Empowerment
Wot*ers joining thè t&am and Michelle Treacher was appointed as Franchise Lead in tlecember 2023_
Carobne Deans wa5 also womoted to Senior Ern￿W￿rmènt ￿￿kÈr.
In July 2023, the tearn relocated to new office5 in Ihe St CUth￿r￿S Church Cèntrè. This gave us the space
for our larger t6am of 5-6 stsff, with room for meetings, as well as being a ￿ntral kncalion in the city and
having air-condf(ioning for the sumrner and a churth-run tAfé all yèar roLJnd. This nèw location is vèry much
Ilked by Ihe t¢am.
On the housing front, wa purchased house number 11 at the start of 2024, which wll be the second house
supported by St. James, Church in Emsworth. There were no major problèms revealed by the survey and
r¢furt)ishment was belng plannod as we r¢a¢he4 the end of March 2024.
Throughout the year. our occupancy rate ha3 been very high with only a few bods vacant at any one time.
One of our houses has had to be reduced from 3 to 2 bedrooms. as it was discevérÈd that onè bèdroom was
fraction81ty undw the minimuffl size requireworts. We had one thangE in churth partnerships, with the 2
North End Baptist Church houses being taken on and supported by Christ Central Church.

the team thilsl ￿1th us.
FINANCIAL REVIEW

The Trustees, policy with regard lo reserve3 is to seek lo maintain Unrestri￿￿4 funds, other than those
designated from ts'me to brne for specific purposgs. at a level suffiuent tts provide the charity with enough
workn.ng capitsl to carry on its 8XlSting activits.es 5ucce5sfully for two to four months. This will enable Ihe
Injstees to ensure continuity of activities and honour contr8ctwl liabilities. As the Charity grows, il was
agreed that we would calculate the reserves with a 90Yo occupay rate.
Tha gross incom8 up to March 2024. was £275.186. £214,875 wa5 received from Housing AIIow8nce and
represents 78Yo of our income.
The team now consists of the Franchise Lead, a Finance arKI IAainlenance A(kninistrator and 3
ErnpowèrmÈrnt Vvorkers. soon to bernme 4. ThÈ plannÈd Hèad of Tenant S￿1￿$ role did not work out as
)ped and it was decided that ￿ was better to have a Senior Empowerment Worker ICaTolinè D@anl able to
give supportto the other EWS.
M the of March 2Q24 we are housing 29 tenants, inc4uding 6 chlldren under 18.

and encourage the Charitable aims, and attend all Trustee Meetings. Ambassadors are appointed by tre
Board of Trustees and bring a part￿ular specialism and skill set that th6 TrLJStees valu6. Trustees consult
lty ¥Mth the Ambassadors and make them fulty aware ofoperational and govemanTr plans.
Whilst there is a wuirement lo maintain the core elements ol the Hope into Action model as part of being a

fact that we invest in building great relationshSps first and foremost.
