Structure, governance, and management
Halstead 21st Century Group formed in January 2013 and registered as a Charitable Incorporated Organisation (Foundation model) in November 2018. Up to April 1st we had 172 members (18 of which are Friends).
The Group is controlled by its governing document, the Constitution, and has been managed by seven Trustees during the year April 2020 -2021.
Under the terms of a foundation model CIO, only Trustees have voting rights. Trustees usually meet every month and during the Pandemic they have held monthly meetings via Zoom.
A grant was awarded by the National Lottery Heritage Fund during the previous year, for our Readiness and Resilience project, designed to build governance skills and increase the Group’s resilience. The Trustees have been attending both bespoke and routine training courses, using these new skills to update our policies and procedures. We are behind during the period this report covers we were behind due to covid on the training, the National Heritage Fund has been extended until November 2021 – subject to a satisfactory revised project timetable.
Work on building a new website has been completed, we have full membership of the Heritage Trust Network, and insurance has been purchased. However, while training in governance skills has begun, most has been delayed as a result of the Covid-19 pandemic.

The Group usually holds an AGM in April, although there is no legal requirement to do so. This too has been delayed.

Friends
Friends do not have voting rights but are invitees to all Trustee meetings in an advisory capacity and receive regular updates on meetings and governance matters.
Their membership (£10 per person or £15 per couple) assures a small income and encourages us to consider value for money and accountability. We now have 19 Friends, some of whom are very active in thought and deed. We are very grateful for their contribution.
Associate Members
All associate members continue to receive newsletters and regular updates.
Meetings
Trustees’ meetings usually take place monthly and during the COVID pandemic these have been held via Zoom. Other working party meetings have been held to address specific issues, such as governance, as part of the Readiness and Resilience project.

Working for the public benefit
Since its formation in 2013, the Group has made many representations and presentations to local councils in a bid to preserve Halstead heritage and green spaces.
In November 2013, the Group set up its first display to promote and provide education about our heritage at a local event. The number of displays has increased in number and variety since then. Group members have exhibited outside of Halstead and adapted displays to fit events while retaining an educative purpose.
A project to record local social heritage began in 2014 and some of the oral histories recorded were used by Braintree District Museum in 2015. The Group has been involved with the Local Heritage List since its launch in August 2015 and most of the Courtauld buildings in Halstead have been added and approved. No further work has been done on the list, but the group have been researching possible buildings for addition.
We have been continued to campaign to preserve the Land East of the High Street, which includes the air-raid shelters, along with other areas within Halstead.
We continue to campaign for the Halstead Heritage Park.
Three of the Trustees are involved with the Earls Colne to Halstead Cycle Path group.
The Group has representation on the Halstead Public Realm Group, working with Halstead Town Council and other community groups to enhance areas within Halstead.
During this year we have been working on the Ancient Tree Project run by the Woodland Trust, members of the group have submitted trees to be included.
As a result of the Covid-19 pandemic, some events and activities were delayed from March 2020.
Trustees have complied with the duty in section 17(5) of the 2011 Charities Act to have due regard to guidance published by the Charity Commission on public benefit. Charity number 1180748.

Financial Review statement for 2021
The financial year runs from 1 January to 31 December 2021.
The full accounts are provided in a separate document.
The Group remained in credit throughout 2020 and ended the year with an income of £6936.67, expenditure of £4712.03 and a balance of £3036.89. Income included the first instalment of the Heritage Lottery Grant of £6,650. Additional revenue came from the new Friends membership, talks and donations. Our greatest expenditure was for our new Website and Trustee training.
The Group holds reserves of £200, an amount set to cover any outstanding invoices (e.g., room hire) and other contingencies, and guard against any financial loss.
Charitable Object 1: To preserve, maintain and enhance local sites of historic or architectural importance in the area of Halstead, Essex for the public benefit.
We made representations on planning applications impacting on heritage or green space
We networked with organisations about a planning appeal for Land off St Andrew’s Road for which we submitted our own report to the Planning Inspectorate. The appeal was subsequently dismissed.
In February 2020 we nominated Halstead for a conservation area appraisal and we continue to campaign for this to happen, at present we have been told there are not funds available.
Charitable Object 2: To advance the education of the public on the subject of the local heritage, historic assets and natural environment of Halstead, Essex.
Due to the ongoing COVID 19 Pandemic we were unable to hold any talks during this period
During February 2021 we began working with a local school who are keen to utilise the group’s knowledge on Halstead’s cultural heritage, more specifically the air raid shelters and Land East of the High Street. The school has been writing persuasive letters and posters to save the shelters, to be used in shop windows and a pop-up gallery. We will continue to work with the school and utilise the contacts we have made to work with more

schools in the future.
Charitable Object 3: To promote for the benefit of the public the conservation, protection, and improvement of the physical and natural environment in Halstead, Essex
Unfortunately, Braintree and Essex councils have not resumed work on the Local Heritage List
Due to uncertainty due to the pandemic this year’s Heritage Open Day’s did not take place
Supporting the preservation and planting of trees by our town council
Members have supported: (i) Essex Industrial Archaeology Group an organisation that promotes industrial heritage across the county. (ii) River Care and River Improvement groups (iii) Halstead Town Council’s Tree Charter commitments (iv) The Earls Colne to Halstead Cycle Path Group (v) Halstead Public Realm Group (vi) Halstead & District Local History Society. We have sent out at least one letter of objection to planning. We regularly update our website with information, blogs etc.
Organisational sustainability: To ensure that we are legally compliant and able to withstand external demands and recognise and respond to opportunities
The Friends membership continues to increase our income and accountability
Trustees and volunteers have taken part in training, webinars, and conferences.
We made a successful application to the National Lottery Heritage Fund, last year, to undertake a project to increase our resilience resources and reach, this included the design and implementation of a new website, from February 2020 until May 2021, this has been extended until November 2021 due to the Pandemic. We have appropriate insurance cover and full membership to the Heritage Trust Network for this year.
