Report of the Trustees for the year ending 31 March 2022
The Trustees are pleased to present their annual report and financial statement for the charity to 31 March 2022. On 25[th] March 2020, West Kent Community Radio was offered the licence for a community radio station in the Tonbridge and Tunbridge Wells area. Covid 19 delayed our plans but we successfully launched the station on 28th October 2021 after moving into our new studios in the centre of Tunbridge Wells. We successfully installed 2 transmitters to receive our FM frequencies before the “go-live” date.
Fundraising continued during the year in review. Grant applications were made to several organisations, with good results. The station received £18,980 in grants during the period. We also benefited from a further £10,000 following the closure of our former organisation (Hospital Radio Tunbridge Wells). This was the remaining balance in the account that was transferred to our reserve account.
Several donations were made to the charity & membership subscriptions for the year commencing 1 April 2022 (after the period covered by this report). These started to arrive during March 2022 and their value is reflected in the financial statement.
Since our launch, we have been successful in securing sponsorships and sales for advertising. Although this has proved to be more difficult than expected given the economic climate, we continue to explore all avenues to attract more revenue for the station. Thanks to the grant received from Ofcom we appointed our first two paid employees for "sales" and "grant finder". These positions were filled after the period covered by this report.
The trustees acknowledge the help and assistance of the membership to launch the station successfully in October 2021 and their continued support.

Reference and administration details
West Kent Community Radio, of 1b Camden Road, Tunbridge Wells, Kent TN1 2PS is registered with the Charity Commissioners (Charitable Incorporated Organisation 1180738). The charity is administered by a board of Trustees.
In the period covered by this report, two new charity trustees, John Butt and Christopher Makey, were elected by the membership in accordance with the rules and procedures set out in the published constitution. Two of the existing trustees, Christopher Manser and David Anthony Finn retired at the 2021 AGM. David Anthony Finn did not stand for re-election and Christopher Manser was re-elected by the membership. Nigel Peacock reached the end of his 3 year term as an appointed trustee on 22nd January 2022 and decided not to seek re-appointment. Claire Backhurst, Philip Kidby and Arthur Hosmer were the other trustees throughout the period covered by these accounts.”
Structure, governance, and management
The charity is governed by a constitution dated 16 November 2018 as amended 25 January 2021. Trustees are elected by the membership at General Meetings for renewable terms or appointed by the Trustees for a fixed term, in accordance with the constitution.
Objectives and activities
The Charity was established in November 2018 in order to:

apply to Ofcom for a Community Radio licence for the areas of Tonbridge and Tunbridge Wells.

operate the Community Radio licence if and when it was granted.
The objects of the Charity are:
(1) the relief of sickness, poor health and old age amongst people living in Tunbridge Wells, Tonbridge, Pembury, Sevenoaks and surrounding areas of West Kent by providing a local broadcasting service for hospitals, residential homes and similar institutions, and for patients receiving community care; and
(2) the advancement of health and prevention or relief of sickness for the public benefit through the promotion of the benefits of living a healthy lifestyle, and the importance of maintaining good personal mental and physical health by (mainly, but not exclusively) the means of broadcasting health education messages to people living in Tunbridge Wells, Tonbridge, Pembury, Sevenoaks, and surrounding areas of West Kent, using FM radio, digital radio, online and through social media.
Achievements and performance
The licence was offered on 25 March 2020, with the requirement that the radio station launch within two years. During the period under review the ongoing impact of Covid-19 and the economic situation continued to curtail the preparation work to launch the station. However despite facing many obstacles we secured new premises in

Tunbridge Wells and successfully launched in October 2021, thereby keeping to our commitment of launch within the 2 years specified.
Our programming team spent considerable time and effort adhering to our remit as a community radio station. Our output is a mix of live and pre-recorded content serving the community with a mixture of music and entertainment shows together with live broadcasts and interviews with the local community promoting health and well-being.
We successfully launched a new website during the period linked to the associated media platforms required for our listeners and local businesses to get in contact with us. This has proved beneficial.
Financial review
Although fundraising was difficult during the year due to continued Covid-19 restrictions and the economic situation, the charity received several grants, membership fees and donations, as reported in the financial statement.

Accounting policies
These accounts have been prepared on a receipts and payments basis in accordance with section 133 of the Charities Act 2011.
Capital expenditure is charged to the receipts and payments account for the year in which it is incurred.
Charitable funds
Restricted funds represent awards for specific projects. Unrestricted funds are available for any of the purposes of the charity.
Trustees’ expenses and remuneration
No members of the trustees have received, or any person connected with them has received, or is due to receive, any remuneration or expenses for the year directly or indirectly from the charity’s funds.

Independent Examiner’s Report to the Trustees of West Kent Community Radio
I report on the Financial Statements for the year ended 31 March 2022, which are set out on pages 5 to 7.
Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year (under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
-
examine the accounts under section 145 of the 2011 Act:
-
follow the procedures laid down in the General Directions given by the Charity Commissioners under section 145(5)(b) of the 2011 Act; and
-
state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination was carried out in accordance with General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner’s statement
In connection with my examination, no matter has come to my attention:

(1) which gives me reasonable cause to believe that, in any material respect, the requirements:

to keep accounting records in accordance with section 130 of the 2011 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act
have not been met; or
- (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
