Trustees Annual Report
The trustees present their second annual report for the Chilton Foliat Community Association for the year ended 30[th] September 2020. (Due to COVID-19 there was a delay of the Annual General Meeting).
Chilton Foliat Community Association was constituted in November 2018, and this report covers its second year of operation as a CIO (Charitable Incorporated Organisation whose only voting members are its charity trustees).
The charity was created to benefit the community of Chilton Foliat and the wider area by:

Advancing education and providing facilities in the interests of social welfare for recreation and leisure-time occupation

To establish a community centre and maintain and manage it (alone or in partnership with others)

To support/promote/fundraise for other charitable purposes within the area
This year, similar to the previous 2018/2019 financial year, the trustees worked closely with the local community to continue raising funds for the charity’s first initiative; building The Community Clubhouse, to benefit both the community and the school. This exciting project was almost finished at the start of the 2019/2020 financial year, requiring finishing of the internal fittings and fixtures, and the external landscaping.
Once complete, this new facility would be able to offer a venue for:

The provision of a breakfast club, after school club and holiday clubs, to be enjoyed by the children and essential to support working parents across the community

The re-introduction a toddler group to replace the one no longer operating in the area

Senior members of the village to meet with the option for provision of subsidised meals prepared by the school’s kitchen in term time

Hosting sport clubs, music lessons and adult education classes
There was significant time pressure to have the facility completed so that the wraparound childcare team could move into its new home, which happened at the beginning of November 2019. A dedication service took place in January 2020, with Rev Dr Bishop Andrew conducting the service. This was a very special event, and an opportunity to invite all contractors and contributors and donors, young and old, both local and from further afield to express our thanks and to celebrate the official opening of the new building.
Some points to note:
- Chilton Foliat Community Association is exceptionally grateful to have been awarded a grant from Awards for All for a total of £9,727.00. This sum was spent on sofas, microwave, hob, oven, extractor fan, hoover, blinds, bookcases, shoe shelves, oven, TV, TV bracket, rug, adjustable height tables, DVD player, door mats and waste bins. At the
end of the financial year £1,049.91 was ringfenced for remaining items for which the grant was intended. Due to COVID-19, these last purchases were delayed, so not all the allocated funds were spent by the end of the financial year, so will be rolled over into the spending plans for the next year.

The very mature leylandii trees at the boundary of the Community Clubhouse garden were removed, providing beautiful views over the countryside and more area for play.

Chilton Foliat Community Association paid a local contractor for the heating equipment for the new building and the school will be repaying the charity £2,474 for their portion of the costs. This income will come through in the 2020/21 financial year. The Marlborough Area Board’s grant very kindly covered the costs of the heating equipment for the Clubhouse.

Chilton Foliat Community Association received a grant of £1,166 from the Tesco Bags of Help scheme. These funds were raised on behalf of the school for its Early Years garden and play area transformation. The funds will be held by the charity until the project commences (aiming for 2021). This activity is the first where the charity acted as a conduit for fundraising for other local causes. Trustees hope to continue to support further local causes.

The global COVID-19 pandemic has been devastating, and the trustees are thankful that amidst this situation, The Community Clubhouse was utilised by the school during the intense lockdown period from March 2020 to July 2020 as a base for the care and education of the school community’s children of key workers. This group shared feedback to the trustees that the facility truly made a difference to them all, and the children enjoyed being together in a space where both staff and pupil needs could be met.
The global COVID-19 pandemic has had an impact on the ways the Community Clubhouse can be enjoyed, however in September 2020, from the start of the academic year, the facility is again in use for wraparound care, and the trustees look forward to the use of the facility providing further benefits to the community as the government restrictions in place begin to lift through 2021.
Within the 2019/2020 financial year a further £30,546.72 was raised, and reserves of £9,605.26 were held, mainly for completing the set-up process of the Community Clubhouse and for the school’s Early Years Garden.
The trustees continued to work with the extraordinarily committed group of people who kicked off the fundraising campaign in the autumn of 2018. The achievements of this fundraising campaign are remarkable, and it has been so rewarding to see The Community Clubhouse in use and enjoyed by so many, despite the challenging circumstances of 2020. We believe communities like ours depend on the kindness and generosity of others. We are enormously grateful to the huge number of people and organisations who have continued to give so selflessly in so many ways – by providing incredible financial contributions, support, effort and valuable time.
The Trustees would like to again extend a special ‘thank you’ to Ian Annand, Tara Elliot, Rachel Gear and Ali Payne without whom this extraordinary achievement would not have been possible.

On the accounts for the year ended 30[th] September 2020
Respective responsibilities of trustees and examiner
The charity’s trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the Act)) and that an independent examination is needed.

To follow the procedures laid down in the General Directions given by the Charity Commission (under section 43(7)(b) of the Act), and

To state whether particular matters have come to my attention
Basis of independent examiner’s statement
My examination was carried out in accordance with General Directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts.
Independent examiner’s statement
In the course of my examination, no matter has come to my attention

Which gives me reasonable cause to believe that, in any material respect, the trustees have not met the requirements to ensure that:

Proper accounting records are kept (in accordance with section 41 of the Act); and

Accounts are prepared which agree with the accounting records and comply with the accounting requirements of the Act; or

To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
